Pine Hills Elementary, meanwhile, had received the machine that was supposed to go to
the library, but the problem was "promptly addressed" by having elections workers switch
the thumb drives in the two machines, county Elections Commissioner Rachel Bledi said.
The switch was necessary to allow the machines to read the paper ballots as they are
scanned, but the initial mix-up should have no effect on the outcome of the election
because the ballots are uniform throughout the city," Bledi said in an email,
Before the fix, poll workers switched to "emergency ballot procedures," which entail voters
filling out paper ballots that will instead have to be counted manually.
The Pine Hills machine was up and running by 7:49 a.m., poll workers at the school told
the Times Union.
One early voter at Pine Hills told the Times Union she arrived aroundT'20 a.m. to find the
building locked and had to ring the doorbell, eventually being let in by a teacher.
Because voters were locked out of the library, the machine problem did not substantially
delay voting there, Bledi said.
Library Director Scott Jarzombek apologized for the mix-up, which he said was caused in
part by a miscommunication between the library and district regarding the special election
and compounded by the overnight snoMall.
The library's facilities crew was hustling to get six branches shoveled and salted before
opening Tuesday and wasn't aware there was a problem at Arbor Hill/West Hill until 7:30
a.m.

"We're not going to let it happen again," h said. "The minute someone contacted us, we
made sure someone got over there."

Other issues delayed voting at the Albany School of Humanities on Whitehall Road and
the Montessori Magnet School on Tremont Street when poll workers were unable to
access voting materials that were locked in the main office, school district
spokesman Ron Lesko said.
Lesko said it's protocol for the materials to be locked up the night before the vote but that
for some reason workers at those sites were not able to get to them in time for voting to
start exactly at
Lesko said those problems were quickly addressed and said all polling sites were
operating before 9 a.m.
Tuesday's vote comes three months after voters narrowly rejected a more expensive,
$196 million plan to renovate the Washington Avenue high school. That proposal was
defeated by 92 votes.
Polls are open Tuesday until 9 p.m. Polling sites are the same as those for the May
school budget vote but may have changed for some voters since the first high school vote
