UNIVERSAL CONSTRUCTS
GREAT PRAIRIE AEA

21st Century Learning requires organizations to achieve the skills needed for college and career. Our
changing world requires thinkers and problems solvers who can adapt to changing situations and
complex dynamics.

The Universal Constructs

were identi ed via an
analysis of the skills and
competencies required for
success in college, career,
and citizenry.

To address this pressing need, the state of Iowa has developed the Universal Constructs. The Universal
Constructs were identi ed via an analysis of the skills and competencies required for success in college,
career, and citizenry. Educators, business representatives, and other stakeholders conducted a literature
review of research from multiple sources, including the P21 Framework for 21st Century Learning and the
Global Achievement Gap by Tony Wagner.
The constructs include:
Critical Thinking
Complex Communication
Creativity
Collaboration
Flexibility and Adaptability
Productivity and Accountability
Progress along the Universal Constructs requires a close inspection of the classroom environment and
student technology skills. These domains have a potential for rede ning the ways that learning happens
in an organization. However, the extent to which these desired learning outcomes are realized is
in uenced by a number of factors, namely, teacher and student access to technology at school and
home, teacher and student beliefs about technology, teacher and student understanding of digital
citizenship, and opportunities for meaningful professional learning for teachers.

CONTRIBUTING FACTORS
Progress on the Six Universal Constructs is affected by a number of factors in your organization, including:

EMERGING

PROFESSIONAL LEARNING FOR TEACHERS

Only 26% of your teachers engage in 14 hours

of professional development each year, the

amount that changes classroom practice.
Providing your teachers with high quality
professional development can help them
transfer online skills to the classroom setting.

TEACHERS KNOWLEDGE OF DIGITAL

CITIZENSHIP
45% of teachers in your organization consider
themselves highly knowledgeable about
digital citizenship. If teachers are not
comfortable digital citizens themselves, then
they will be less likely to provide effective
instruction on this topic.

ADVANCED

STUDENT ACCESS TO TECHNOLOGY AT

SCHOOL
Most students in your school experience a 2-

to-1 student to computer ratio while at school.

Achieving the Six Universal Constructs
requires students to interact and engage with
learners and teachers from all over the globe.
This is enabled by access to technology in the
school setting. Greater access for students at
school is a precursor to achieving the Six
Universal Constructs.

ADVANCED

TEACHER BELIEFS ABOUT TECHNOLOGY

75% of teachers in your organization believe
that technology improves learning. For

classrooms to truly re ect the Six Universal

Constructs, teachers and lead learners must
have con dence that technology is a tool that
supports learning.
