A PSD permit is required {f potential emissions of any pollutant subject to the Clean Air Act exceed 100 tons/year for refineries. The proposed expansion is not exempt from the regulations proposed on September 5, 1979, since there will be a net increase in controlled hydrocarbon, nitrogen oxide, and sulfur dioxide emissions above the de minimis levels.
