Democrats Abroad Lion City Committee (DALCC)

2015 Annual General Meeting

Minutes
March 24, 2015, 7pm, American Club of Singapore
1. Carmelan Polce, Chair of DALCC, called the DALCC Annual General Meeting
to order at 7pm. Holly Kreutter, Secretary of DALCC, confirmed a quorum
had been reached in accordance with the Bylaws of the DALCC. A list of the
attendees is attached.
Members present in the room introduced themselves and their voting state.
2. Chairs Report-Carmelan Polce

A big effort was made this year to get out the vote at annual events such as
the July 4th Independence Day Celebration at SAS and the Singapore
American School Open House.
We followed the Key States Project protocols in our GOTV phonebanking to
members. We called members in states that we dont normally prioritise for
phonebanking, ie not the usual battle ground states, such as Alaska,
Arkansas, Colorado, Georgia, Kentucky and Louisiana.
We undertook an exercise mandated under new DCPA requirements for
country committees to clean up their member databases the Last Verified
Date project. All DALCC members whose memberships hadnt been verified
since before January 31, 2011 were phoned to confirm that they are still in
Singapore and still wanting to be a member of Democrats Abroad. We failed
to contact quite a large number of members, as their phone numbers were
disconnected and email addresses failed. We have a somewhat paired down
member database but at least we know that those members we are regularly
reaching out to are still here in Singapore.

3. Secretarys Report-Holly Kreutter


Due to the Last Verified Date member database clean-up, our membership was
reduced by 26%. We look forward to our numbers creeping right back up again
in the vibrant primary and election year to come.
4. Treasurers Report - none. DA LCC has no treasury.
5. National Officer Elections

Carmelan turned the meeting over to Jeffrey Carr, Head of the DALCC
Election Committee, who presided over the election of members to the
Executive Committee DALCC.

Jeff first reviewed the election rules and procedures. He then read the
description of each position, one by one, after which there was election to fill
the office.

Chair: no nominees had come forward prior to the meeting so Jeffrey asked
for nominations from the floor. David White nominated Lance DuBos, Holly
Kreutter seconded the nomination. Lance was voted in by acclamation

Vice-Chair: Beth Hollahan was the only nominee for Vice Chair. Beth was
voted in by acclamation
Secretary: Holly Kreutter was the only nominee for Secretary. Holly was
voted in by acclamation
Treasurer: intentionally left unfilled for now.
Carmelan Polce made a motion to suspend the election of Treasurer pending
a discussion and investigation as to whether or not we need to have that
position filled. David White seconded the motion. The motion was passed
unanimously.
Legal Counsel: Jeff Watkins was the only nominee. Jeff was voted in by
acclamation
Members at Large (3 position)
There were no nominees for these positions. The positions were filled in
three separate elections. Nominations were taken from the floor.
o Jeffrey Carr nominated David White, Dian Boothe seconded the
nomination. David was voted in by acclamation.
o Carmelan Polce nominated Patricia Reed, Donna Miller seconded the
nomination. Patricia was voted in by acclamation
o Karen Meston nominated Carmelan Polce, Donna Miller seconded the
nomination. Carmelan was voted in by acclamation.

Carmelan Polce noted that the office holders of Chair and Vice Chair positions
are DALCCs DPCA voting members and are expected to attend, either in person
or via internet, regional and global meetings of the DPCA. Carmelan proposed
an addition to description of Chair and Vice Chair in the DALCC By Laws adding
language that notes this important aspect of the job of Chair and Vice Chair of
DALCC. This change to the DALCC by laws will be moved at the next AGM.
Jeff C passed the chair to the new Chair of DALCC, Lance DuBos.
6. Lance DuBos passed the Chair back to Carmelan Polce who presented two
further agenda items: Resolutions and FATCA Advocacy Update
7. Resolutions
DAPH Resolutions on Elections and Voting
A package of resolutions on elections and voting were passed by DA Philippines
at their AGM in January 2015. DALCC debated these resolutions for the purpose
of endorsing them.

providing a reasonableness threshold on campaign contributions
creating a federal holiday for general election days in November
creating voter identification for federal voters
amending federal legislation requiring US citizens living abroad to register
in each election cycle through the use of the Internet

The resolutions were debated. David White made a motion to endorse all 5
resolutions in principal. Dian Boothe seconded the motion. The motion carried by
majority.

DAPH and DALCC Resolution on Medicare Portability

Carmelan Polce presented the issue of Medicare Portability as one that DA might
begin to advocate on and then presented the Resolution on a Medicare
Portability Task Force. The resolution was debated. David White made a motion
to adopt the resolution. William Gelman seconded the motion. The motion passed
unanimously.
8. Carmelan Polce presented the latest developments regarding DAs FATCA
advocacy work.
The Meeting was adjourned by Lance DuBos at 9:15PM
