LEGISLATIVE SCORECARD
WHAT HAPPENED IN THE 2015 LEGISLATIVE SESSION

he 2015 legislative session ended in May 2015 with 5


pro-gun bills sitting within SF878 the Omnibus Public
Safety Bill. With a threatened veto from Governor
Dayton, activists and supporters from the Minnesota Gun
Owners PAC made thousands of phone calls and sent nearly
202,000 e-mails in support of the legislation. After nearly a
weeks delay Governor Dayton signed the bills into law on
May 22nd, 2015.

e-mails made by our supporters made a huge difference in


advancing legislation.
In terms of the scorecard, many legislators achieved a
perfect score of 100% on our graded votes. In addition, many
legislators also co-authored pro-gun bills that had scored
votes. Its fantastic that Minnesotans law-abiding gun
owners have such a strong pro-Second Amendment
legislature in place.

Contained within the Omnibus Public Safety Bill were some of


the most important pro-second amendment legislation weve
seen in a generation here in Minnesota:
HF1434 legalized the possession and use of suppressors,
in line with federal law, for all lawful purposes in Minnesota.
HF372 removed the duplicative requirement that permit
holders send a letter to the Commissioner of Public Safety
if they intended to carry at the State Capitol Complex.
HF830 clarified existing law so that Minnesotans could
purchase long-guns in other states in accordance with
federal law.

SF878 contained all of the bills above as well as a new


definition intended to clear up permit to carry reciprocity
between Minnesota and other states.

We scored all floor votes on pro-gun legislation and amendments. In addition, we scored all anti-gun amendments that
came up on the floor as well. We did not score legislation that
did not receive a vote nor did we score committee votes for
legislation. As is our policy, we did not score the Omnibus bill or
the conference committee version of the final bill. Many
legislators will not vote for Omnibus bills out of principle, and
we did not want to unduly score them negatively on those votes.

These bills were passed with large bi-partisan majorities in


both houses, as youll see later in the scorecard.

Thanks for your support over the past year we look forward
to another great year in 2016!

These successes only happened because of the ongoing


support and volunteerism of people like you. The strategies
driven by the Minnesotan Gun Owners Political Action
Committee during the 2014 elections helped to put a Pro-Second Amendment House in place which greatly helped in
moving pro-gun legislation forward in 2015. The calls and

LEGISLATIVE SCORECARD
THE MINUTEMAN AWARD
This award recognizes the lifetime contributions of a Minnesotan in protecting and advancing the
constitutional rights of gun owners in Minnesota

epresentative David Dill, who died in August 2015, was a staunch supporter of the
constitutional rights of Minnesotas gun owners for more than a decade. He advocated
tirelessly for the right to keep and bear arms, outdoor recreation,
hunting, and the shooting sports.
On some of these issues, Representative Dill found himself at
odds with members of his own caucus. Even in disagreement,
he was widely respected for his contributions to the legislature
and for the common sense of his views.
Representative Dill is our first recipient of our annual Minuteman
Award, recognizing the lifetime contributions of a Minnesotan in
protecting and advancing the constitutional rights of gun owners
in Minnesota.

OUR MISSION
The Minnesota Gun Owners Caucus is a grassroots nonprofit dedicated
to the full restoration of our firearms freedoms in Minnesota.

OUR AREAS OF FOCUS


ADVOCACY

ELECTIONS

We aggressively advance and defend our firearms freedoms


in Minnesota through grassroots advocacy at all levels in
Minnesota, from local government to Saint Paul.

Through our connected political fund, the Minnesota Gun


Owners Political Action Committee, we work to elect and
support Pro-Second Amendment candidates across the state.

EDUCATION

LEGISLATION

We work to improve gun safety across Minnesota through


seminars, conferences, educational materials, and a
statewide gun safety campaign.

We work to restore our freedoms, step by step, through


strong pro-gun legislation, while blocking anti-gun legislation
that threatens our liberties.

MEMBER ORIENTED

LEGAL ACTION

We are a member oriented organization. We exist to advance


the interests of our members through advocacy, education,
elections, legislation, and legal action. We regularly engage
our members through frequent communication, events
throughout the state, and an open door for feedback and
diverse points of view.

We work to identify areas where government entities and


agencies are violating the constitutional rights of Minnesotas
law-abiding gun owners and work to defend and expand
those rights, including litigation if needed.

MNGOPAC is the affiliated political fund of the
Minnesota Gun Owners Caucus.
The PAC is focused on electing and supporting
Pro-Second Amendment candidates across the state.
