This report examines the effect of Cadets presence on Crime Rates around the MTS Centre.
Background
Extra Cadets presence was added around MTS Centre from October 17 to December 31, 2014.
Relevant Information
This study covers the geography of the MTS Centre, and all atoms surrounding the MTS
Centre, namely Atoms 330, 328, 331, 333, 332, 329, 326 and 327.
Only stranger-public crimes were considered. Public law enforcement efforts can only affect
crimes that occur in public places, and usually between strangers. Law enforcement
presence normally does not deter crimes that occur within private residences (domestic
violence, etc.). The public crimes considered in this report include: homicides, attempted
murders, assaults, sexual assaults, robberies, arson, B&E, mischief, thefts from motor
vehicles, and motor vehicle theft.
Crime incidents were grouped into two-week segments, starting with September 19 (the
opening of preseason NHL hockey).
Historical data begins at 2011, coinciding with the return of the Jets to Winnipeg.

Results
The following table depicts the numbers of crimes that occurred from 2011 to 2014, within the
given time frames and locations. The data in red represents the time frames with extra Cadets
presence.

The two-week segments prior to the Cadets presence in 2014 averaged 46 crimes, while the
average during the two-week segment with Cadets presence averaged 33 crimes.
Over the same time frames, the average number of crimes from 2011 to 2013 averaged 40
crimes, versus the 33 crimes for the segments with Cadets presence.
Discussion:
The number of crimes in 2014 dropped by 18% compared to the number of crimes from 20112013 over the same time frame. In 2014, the number of crimes dropped by 28% after the
installation of Cadets presence. Although the test phase includes only 10 weeks of data, the
preliminary outlook supports the hypothesis that Cadets presence reduces the number of crime
incidents.
