The achievement of coverage visit-4 as the one of two indicators for
succes antenatal care services in Indonesia still having disparities between many region, also in Surabaya. Therefore, this study aims to provide recommendations for the quality improvement of antenatal care services through the Juran Trilogy approach with benchmarking analysis on selected Puskesmas that having low percentation in their achievement of coverage visit-4. This study uses qualitative research method with respondent comprising of total health workers in Poli KIA and informant comprising of chief responsible Poli KIA and the Headmaster at each Puskesmas. Data obtained through the questionnaire and interview method using an interview guide. Location of the study include Puskesmas Wiyung which will be compared with Puskesmas Manukan Kulon as a representative of Puskesmas PONED or Inpatient Maternity group. Then, the location is Puskesmas Balas Klumprik which will be compared with Puskesmas Peneleh as a representative of Puskesmas without PONED and without Inpatient Maternity group. Based on the data obtained, the implementation of quality planning, there are 2 indicators of Puskesmas Wiyung and 8 indicators of Puskesmas Balas Klumprik need to be improved. In the implementation of quality control, the results showed that there are 3 indicators on Puskesmas Wiyung and 11 indicators on Balas Klumprik need to be improved. And for the quality improvement, there
is 1 indicator on Puskesmas Wiyung and 9 indicators on Puskesmas Balas
Klumprik need to be improved. It can be concluded that the implementation of quality planning in the four Puskesmas is good. For the implementation of quality control and quality improvement in Puskesmas Wiyung, Puskesmas Manukan Kulon and Puskesmas Peneleh mostly been good. But in Puskesmas Balas Klumprik, mostly executed well enough. Thus, it can be suggested that Puskesmas Wiyung 6 indicators and 28 indicators of total 60 indicators in PHC Reply Klumprik implementation needs to be improved.
