Guided by the principles of the Charter of the United Nations, and the development of friendly
relationsamongnationsitembracesasprinciple,

DesiringthatafairandpeacefulagreementbereachedbetweenthestatesofIsraelandPalestine,

BearinginmindthegreatintensityandextremecomplexityoftheIsraeliPalestinianconflict,

Noting with deep concern the further deterioration of thesituationanditsperpetuation,evolving


inadirectionthathinderstheachievementofatwostatesolution,

Fully aware that the international community is tired of an endless process that never produces
anoutcome,

Expressing its appreciation towards the Palestinian Governments commitment to building the
institutionsuponwhichsecurityandalastingpeacewilldepend,

Pointing out that America's commitment to the security of the State of Israel is a solemn
obligation,andthesecurityofIsraelisnonnegotiable,

Noting further that the United States believes Palestinians must have the right to govern
themselves,allowingthemtoreachtheirfullpotentialinasovereignandcontiguousstate,

Emphasizing the importance of peaceful protests and reaffirmingthemoralforceof nonviolence


forbothIsraelandPalestine,

ConfidentthatPalestinewillnotachieverecognitionbydenyingtherightofIsraeltoexist,

Convinced that the dream of a Jewish and democratic state will never be accomplished with
permanentoccupation,

Expectingthatbothnationsactboldlysothataneverlastingpeacecanbeachieved,

1. Reaffirms the necessity of achieving a peaceful settlement of the question of Palestine,


and of intensifying all efforts towards that conclusion, also stressing the gravity of
salvagingtheprospectsforrealizingthetwoStatesolutionofIsraelandPalestine

2. Further affirms its deep commitment to the creation of an independent and sovereign
stateofPalestine

3. Deeply deplores the violent actions of Hamas and their participation in the conflict, for
reasonssuchas,butnotlimitedto:
a. Repeatedly conducting rocket and mortar attacks on Israel, gearingthemtowards
bothmilitaryandciviliantargets,
b. Denying Palestinians their right to freedom of expression, assembly, and
association,
c. Forcingwomentofaceviolenceanddiscrimination,
d. ViolatingtheimportantceasefirethatprotectsbothIsraelisandPalestinians,
e. Refusingtorenounceviolence

4. Stresses the need for an immediate and utter cessation of all acts of violence, which
include,butarenotlimitedto:
a. Militaryattacks,
b. Destruction,
c. Actsofterror

5. Strongly recommends that the Palestinian government acts decisively so that all acts of
violence,terror,anddestructionmaybebroughttoanendby:
a. Arresting, disrupting, and restraining individuals and groups conducting and
planningviolentattacksonIsraelisanywhere,
b. Initiating sustained, targeted, and effective operations aimed at confronting all
those engaged in terror and dismantling terrorist capabilities and their
infrastructure,
c. Confiscatingillegalweapons

6. Reiterates its call for the prevention of all acts of violence, destruction, harassment and
provocationbyIsraelisettlers,especiallyagainstPalestinianciviliansandtheirproperties,
includinghistoricandreligioussites,andagriculturallands

7. Further recommends that states discontinue any public or private funding and all other

forms of support for groups supporting and engaging in acts of offensive violence and
terror

8. Strongly urges the State of Egypt to proceed in contributing to the security oftheregion
by:
a. PreventingHamasfromrearming,
b. UpholdingitspeacetreatywithIsrael

9. Strongly encourages the Israeli Government to consider a halt or moratorium of all


settlementactivityontheWestBank

10. Calls upon the States of Israel and Palestine to resume the direct negotiations aimed at
resolving all core final status issues so that a definite, sustainable, and final peace
agreementmaybereached

11. Encourages the internationalcommunitytocontinuethesearchforstepsthat bothIsraelis


and Palestinians can take to build the trust and the confidence upon which lasting peace
willdepend

12. Notesthatalastingpeacewillinvolvetwostatesfortwopeoples

13. Proclaims that a two state solution will only be achievedifthereisaclear,unambiguous


acceptancebybothpartiesontheresolutionoftheissue

14. Proposes, based on the foundations of the Quartet road map to a permanent twoState
solution to theIsraeliPalestinianconflict,thatasettlement,brokeredbetweenthe parties,
shouldresultin:
a. The emergence of a sovereign, independent, democratic, and viable Palestinian
state,
b. AstrongandsecureIsraelistate,
c. Permanent,secure,andinternationallyrecognizedborders,
d. Bothstates:
i.
Enjoyingselfdetermination,
ii.
Enjoyingmutualrecognition,
iii.
Living side by side in peace and security with each other and their other
neighbors,
e. The recognition and restoration of full amicable relations between the Arab and
IslamicstatesandtheStateofIsrael,
f. Anagreeable,just,andrealisticsolutiontotherefugeeissue


15. Decidestoremainactivelyseizedonthematter.
