Failing to Plan.

Planning to Fail

The Company has been in business since 2003 and has experienced
steady growth. The management team boasts over 50 years experience in
managing businesses and patient transfers.

The CEO in his Company profile states "experienced business manager

with 30 years of experience at the helm of substantial companies". The Operations Manager in his
Company profile states "instrumental in establishing the Patient Transfer Service widely used by the
UK public health service... providing detailed job analysis for budget control & future planning". It is
clear they are very capable individuals with a clear idea of the complexities and needs of the
industry. Yet during Town Hall meetings they clearly stated they were not prepared for growth!

Anticipating growth, in 2004 the Company applied for and received certificates to operate 28 wheel
chair accessible vehicles. This is before the reduction in the BCAS Transfer Fleet and the Request
for Proposal from the Health Authorities.

In 2008 the Company responded to a Request For Proposal issued by Fraser Health, Coastal
Health and Providence Health.

It is clear there was a need for

the service with the potential
for 89,000 transfers per year.
This is what the Company bid
for and was prepared to cover.

Excerpt - Fraser Health, February 2009

Contracts were awarded to the
Company and Medi-Van for
the 3 largest and busiest
Health Authorities in the
Province and a potential
89,000 transfers a year.

Excerpt - Bulletin 5, September 2009

Within the 1st year the
contract with Medi-Van was
terminated and the Company
became the sole Alternate
Service Provider for Fraser,
Coastal and Providence
Health and responsible for the
transfer of a potential 89,000
patients.

This did not come as a surprise to the Company and it is clear they were planning to address the
increase.

Excerpt - Bulletin 12, July 2010

The Company continues to see steady economic growth and increased transfers. The Company
recently stated it transferred almost 100,000 patients in 2015 and approximately 85,000 in 2014.
The break even point according the CEO was 40,000 transfers. (Vancouver Sun, April 2013)

The Company has a history when faced with employees committed to getting organized and
forming a Union they initiate Focus Groups and create Action Plans. They have done this in 2010
and again in 2014. Despite their efforts the work environment returns to a toxic level, employee
dissatisfaction rises and staff leave.
The employees who are actively engaged in efforts to decertify the Union, like the Company, have
stated "The Company was not prepared for the rapid growth." They are asking to YOU to give the
Company 1 more chance. They are asking YOU to forget about the Company's past practices and
actions.

Our Union has only represented us for a short time and yet already it has obtained several
significant improvements in Pay, Sick Pay, Bonus, Scheduling and Security through their
negotiations on our behalf.

Give the Union the same respect and opportunity the Company expects you to give it.
