In its simplest form it is used to protect the plants from the adverse climatic conditions. Besides this, in tropical climate where humidity is more, the natural ventilation is most helpful for the plant growth. Temperature is reduced due to provision of foggers, misting etc. As such, in Odisha condition, Shade Net House with appropriate shading and colour can be very helpful to the farmers in growing vegetables and fruits and increase the productivity A delegation under the leadership of Hon'ble Minister, Agriculture, Fisheries & Animal Resources Development, Odisha that visited Israel advised for profitable growing of banana and other fruit/vegetable crops under Shade net structures. A proposal was submitted to the Government for erection of net houses in the farms of State Government/ OUAT/ Private Entrepreneurs on a trial basis at 75% subsidy which would be used for demonstration purposes for farmers who would subsequently follow the model. It was proposed that the minimum size of the unit would be 1000m* and maximum size 20000m?. Government in Agriculture Department has been pleased to sanction the project.50% of the cost of the project will be provided out of R.K.V.Y. while 25% of the cost will be provided out of State Budget. Balance 25% will be beneficiary's contribution. ‘The modalities for implementation of the programme are as follows: Size of the Shade Net House: (1) Shade Net Houses of size varying from 1000m? to 20000m? will be constructed in farmer's field on turnkey basis, The size must be multiple of 1000m? Details of Structure: i) Height should be at least 4.0 m above ground level with flat roof. ji) Spacing of columns: amx8m for stability. til) Quter row of columns: 76 mm OD (Gi), 2.0 mm thick,275 GSM, other columns:50mm OD(GI), 2mm thick with ISI mark. iv) Purlin & rafter: 40mm & 32mmOD alternatively (GI with ISI mark/international Standard)/G| Cables of Smmdia/3mm dia can also be used with proper anchoring. v) Outer layer: insect proof 40 mesh UV stabilized vi) Top Shade Net: 50% shading, collapsible (manually/mechanical/motorized) vil) Side Hockey: Pressed at top, bent & fixed to ground at 2m distance from column vil) Column to Hockey: 42mm OD GI pipes tapered/pressed at both ends. ix) Ropes (Gi) at top to be provided for trellising the crops x) Ropes (Gi) at top to be provided for foggers xi) Cladding material at outside to be fixed to profiles with rust proof springs. xii) Bottom line should be uniform xii) Double door entry system Konsxiv) xv) xvi) xvii) (2) (3) (4) (5) (6) 7) (8) (9) (10) Provision for entry of tractor/power tiller on one side for soil preparation as and when required. The structures will be erected by any reputed erector wi Cost structure of National Horticulture Mission, 1g to work as per the approved The list of such erectors will be communicated by the Directorate to the ADH/DDH for wider Circulation among the farmers, The erector selected by the beneficiary will sign an MoU with the concerned beneficiary to Provide warranty on the structure for a period of at least three years and shall provide Support for a period of 1 year free of cost. Cost of the structure and subsidy there of: The cost per m? will be Rs.600.00 only out of which 75% of the cost, i.e. Rs.450.00 per m? will be provided as subsidy. Each beneficiary will have to pay 25% of the cost, ie Rs.150.00/m’ as beneficiary's share in advance along with the application form. Any farmer of Odisha possessing at least 1.0Ac of land is eligible to avail subsidy under this component. Ifthe land is not in his/her name, then he/she should produce a registered lease deed/Power of Attorney for the said land for at least a period of 10 years, The subsidy will also be available to Institutions/ Farmers’ Groups/ SHGs/ Government Farms/ Private Firms/Limited Companies. Procedure for submission of application & Sanction of subsidy: Application forms will be available on-line in the website: http//www.orihort.in Interested farmers will have to download and take a printout of the application form from the website. (Annexure-l). Application forms will also be available in the office of the DDHs/ADHs. The beneficiary will submit the filled in application form along with documents as indicated in the application form to the DDH/ADH concerned. On receipt of the application form the DDH/ADH will study the feasibility of the project. if found feasible, the DDH/ADH will recommend the applicant to deposit his/her share with the executant/erector selected by him.(a1) (22) (13) (14) (15) (16) (17) (18) (19) (20) (22) (22) The beneficiary will deposit the beneficiary's contribution with the executants/erector who in turn will provide him/her with a money receipt. The beneficiary will submit this money receipt to the DDH/ADH. On receipt of the money receipt indicating the deposit of beneficiary's contribution with the erector/executants, the DDH/ADH will forward the application to the Directorate of Horticulture for sanction of subsidy. Director of Horticulture will sanction the subsidy and intimate the DDH/ADH with copy to Beneficiary and Erector. Execution of the work & Completion of the Project: On receipt of the sanction order, the beneficiary will level his field, The responsibility of the beneficiary will be the creation of the water source, supply of the pumping device, provide road connectivity to the site. He will also provide the power connection preferably provision for un-interrupted power supply to the site. The executant/erector will erect the Shade Net House as per the approved design of the Directorate of Horticulture within a period of one month on intimation to the DDH/ADH/AAE concerned failing which the sanction order will be presumed as cancelled. The Assistant Agril, Engineer, 0/0 the Deputy Director of Horticulture concerned will make Periodic verification of the structure being erected After completion of the Project, the executants/erector will intimate the concerned ADH/DDH to take up necessary physical verification at the field. The erector will also report ‘the completion with a photograph of the project through email id: supportdho.od@nic.in On completion of the erection, the erector will fix up a board of size 3'-0"X2'-0" in the Shade Net House clearly indicating the name of the beneficiary, amount of subsidy, date of completion, name of the erector etc. The erector will furnish a warranty for 1 year on the structure to the farmer on Rs.10/- stamp Paper as per the format prescribed by Director of Horticulture, Odisha. (Annexure-C) The executant/erector will furnish a photograph of the project with the beneficiary for record. The beneficiary will submit the following documents to the Dy. Director of Horticulture/ Asst. Director of Horticulture: i) a copy of the warranty, his authorization (Annexure-E), an undertaking to the effect that he would not damage the project or sell the land in next three years. (Annexure-D) The ADH/ODH will form a committee comprising of the DDH/ADH, AAE and AHO concerned ‘who will verify the structure (Annexure-F). They may suggest modifications if required. If the structure had been completed as per the specifications, the team will submit its completion report and recommend for release of subsidy (Annexure-G). we(23) (24) (25) Z gb Release of Subsidy: As per the recommendation of the committee, the ADH/DDH will release the subsidy in favour of the beneficiary which will be deposited in the account of the executants/erector orvline as per the recommendation of the farmer. 5% of the Project Cost will be deducted from the subsidy amount and will be kept as a security deposit. The security deposit will be ‘released in favour of the executants/erector after 1 year if no damage has been done to the structure because of design/execution defects and as per the recommendation of the said committee. Separate records for each of the projects will be maintained at the DDH/ADH level. A copy of the completion report of each project, photograph of the project and copy of the release order must be submitted to the Directorate of Horticulture for record, The DDH/ADH must submit the Utilization Certificate in the prescribed format to the Directorate after utilization of the fund placed with him.
