Gentlemen, start your engines, is often


described as the most famous words in
sport.
Catherine King, Federal Member for
Ballarat, flagged off the post 1975 classic
cars in the 14th Myrniong Sprint, just as
the Targa Tasmania also starts a week of
rally racing.
Whilst it was the start of a full day of an
850m hill climb
race up Korobeit Road in
Myrniong, with 95 competitors entered,

a record 106 cars make their way to the
start line.
It is a very good spectator sport and
entries include racing cars to 1960, sports
cars to 1975, touring cars to 1970, clubman
cars and some reproduction cars.

best time possible in their class.

and was fortunate it did not continue.
Each year our (Austin 7 Club) costs
increase and the day could not be possible

Shire council conducting the road closures,
and also the day provides much needed
support for the Myrniong Hall Committee
Restoration Fund, Mr Lowe said.

On track for a safer path

Elaine residents fearful for


the safety of their children
are pleading for a pedestrian
footpath to be placed along
the Midland Highway.
Shane Dunne, an Elaine
father of four, said he often
walked up to 13 children
from the General Store and
bus stop along the busy
highway to the local recreation centre.
The kids hop off the bus
to go to cricket or tennis
training, but there is no safe
route. Ive been walking
them to the recreation centre every Thursday night for
about four years now, there
is absolutely no way they
can do it by themselves.
Mr Dunne said there were a
number of fence lines imposing on the land that forced
the children to walk even
closer to the busy stretch of
road.
The fence is in the wrong
spot and it makes it really
dangerous for the kids to
walk alongside the highway
without a walkway. Cars
and trucks stream down the
highway at 80-kilometres

an hour and with no footpath alongside the road, the


safety of our kids is at risk,
he said.
We dont want a $100,000
footpath, we just want the
kids to get off the highway
and ensure they are safe.
In a public consultation
held on March 31, Mr Dunne
and other members of the
community met with representatives from VicRoads
and Council and member for
Buninyong, Geoff Howard.
It was a very, very constructive meeting, probably
one of the best Ive ever been
to, Mr Dunne said.
The blokes from VicRoads,
Council and Geoff Howard
really listened.
Mr Howard, who believed
the meeting was pleasingly
positive, told The Moorabool News that the first
point of discussion in regards to the footpath was to
clarify with the Department
of Environment, Land Water
and Planning (DELWP) as to
who had official ownership
over the land.
I will discuss with DELWP, the crown land owner,

about the process of having


the fence removed and who
would hold the responsibility of doing so. Once the
fencing alignment is clarified and at rest, the discussion would then involve the
Moorabool Shire Council,
who would have the involvement of actually laying the
path, he said.
Then perhaps the ownership of the land could be
transferred from DELWP to
VicRoads, as it would give
them the responsibility of
future land manager.
Mr Howard said he would
also speak with the local
bus company, to suggest
dropping students off on the
west side of the Highway so
to avoid having to cross the
busy road.
Improving the students
drop off arrangements will
ensure an even safer route to
the reserve, he said.
I think the meeting and
community
consultation
was a great way of progressing the prospects of a future
walkway.

once before but not far
enough, it just needs to be
about 50-100-metres further

I had spoken to VicRoads
about this before but they
were adamant that they
werent going to move it,
however after [last weeks]
community
consultation
it looks like we have high
hopes on moving the sign.
The consultation was honestly one of most productive
meetings I have ever been to.
A lot of people showed a lot
of interest and all the parties
were there to sit down together and actually discuss
the issue. Mr Howard is now
going to have a discussion
with the appropriate officials
and its looking like our kids
will be able to get to cricket
and tennis training safely
by the time the next season
comes around, Mr Dunne
concluded.

Glide into history

The sky is the limit for National Trust Heritage Month.
A display of model gliders
will be on show at the Blacksmiths Cottage and Forge in
Bacchus Marsh to celebrate
the 2016 theme Discovery
and Rediscoveries.
The Australian Gliding Museum, located at the Bacchus
Marsh Airfield, will mount
their display alongside the

history of gliding in Australia throughout the buildings


and grounds of the historic
Cottage and Forge.
The display will include
large-scale models of early
gliders, including the Lasco
Lark, Grunau Baby and
Merlin, alongside more
recent models such as the
Kookaburra.
A pictorial history featuring many rare photographs
dating from 1929 will be

accompanied by a number
of knowledgeable museum
members to answer all gliding related questions.
A classic vintage glider
will also be on display
in the grounds, weather
permitting.
For a glimpse into the world
of gliding, visit the Blacksmiths Cottage and Forge,

from 10am to 4pm.

Bacchus Marsh will soon see a


safer flight path to the Hospital
as the state government moves to
further protect helicopters transporting ill and injured patients.
The planning controls will allow for the maintenance of a clear
path for helicopters coming to
and from helipads.
The Bacchus Marsh Hospital is
one of 17 public hospitals across
Victoria to be safeguarded under
the new Design and Development
Overlays, which protect flight
paths from being obstructed,
meaning emergency helicopters
can reach the hospital as quickly
as possible.
Member for Melton, Don Nardella said emergency helicopters
played an extremely important
role in transporting critically ill
patients to hospital.
Its vital that we make sure they
have a clear and unobstructed
path to get to the hospital.
We want to ensure that patients
in the Moorabool area can get the
care and treatment they need, as
fast as possible.
A community drop-in session
will be held for local residents to
find out more about the proposal
on Wednesday April 20 at the
Bacchus Marsh Hospital from
5:30pm.

Jonathon Cooper appeared briefly in Ballarat Magistrates Court on Thursday


via video-link from Port Phillip Prison for a committal mention.

Cooper was arrested in September last year in relation to the death of Mr


Handford and was charged with murder, aggravated burglary and theft.

Court documents reveal that Cooper and a co-accused Adam Williamson


entered Mr Handfords home wearing balaclavas and gloves, stealing $3900
worth of cash and World War II medals. They were each in possession of a
knife.
Cooper was further remanded in custody and will appear in Ballarat
Magistrates Court on June 21.

Adam Rowe, who was charged with being an accessory to the murder and
handling stolen goods, and co-accused Adam Williamson, will also reappear
in court on June 21 after they were sentenced to a committee hearing last
month.

Coal mining
decision
on hold

The Moorabool Environment Group has welcomed
a state government move to
hold off making a decision
on extending a coal exploration-mining license over
Bacchus Marsh.
Mantle Mining and Exogen
applied to have the license
renewed, with coal exploration having cooled recently
following a drop in the price
of the resource.
But a decision on the application is now not expected
until the end of the year after the state government has
completed an independent
review of the states coal programs and coal policy.
Member for Melton, Don
Nardella, said he has been
involved on the issue of the
Bacchus Marsh license.
I have talked to the local

community and the Minister


for Minerals and Energy and
we have achieved the deferral on the Mantle Mining
Coal exploration licence,
Mr Nardella said.
I will keep the community
informed regarding the process and getting people and
organisations to have input
into the process where appropriate as soon as I am
informed so we can continue
to make our views clearly
heard on this matter.
Despite Moorabool Environment Group originally
having called on the Minister to cancel the license,
President Ben Courtice welcomed the decision to hold
the application in abeyance.

for no more coal exploration
when we have our say in it.

a mine back on the agenda
for real.
Coal is last centurys energy source: we want Victoria
to move into the future with
clean energy, a healthy agriculture sector, and a plan to
combat climate change. This

East Ward Councillor Dave
Edwards has explained why
he did not vote in favour of
Moorabool applying for a 3.5
per cent rate cap variation.
He said that to get nearly
50 per cent of the people to
agree on an above the CPI
increase during the community consultation, demonstrates that Moorabool
residents understand the
need to continue to build
new infrastructure to cater
for the growing community.

I voted for the 4.15 per cent


increase as it was the one
that provided for the growing needs of Moorabool but
was clear in its outcome. Im
not sure that many people
understood that the hidden
charges associated with the
3.5 per cent increase actually
results in additional revenue
of approximately $250,000
for this years budget.

put in place to address these

case with some Councils,
but our decision is about
Moorabool.
Cr Edwards pointed out

that council has had a threeyear program cutting services provided by council
which are better provided
by industry and community
groups, while the number of
council management staff
has also been cut.
In the same time the shire
has grown by around 10 per
cent so it is fair to say we are
doing more with less.

This is supported by the


fact that according to the
Moorabool 2012/13 annual
budget a proposed rate increase of six per cent was
forecast from 2013 2017 to
reduce he underlying deficit
and balance the books.
With these cuts we have
reduced the projected rate

increase significantly and


we continue to work to find
further reductions.

However investment is
necessary to attract further
dollars from the state and
federal governments, according to Cr Edwards, and
the rate cap increase will allow projects such as the Halletts Way Southern section
($1.75m); Elaine-Morrisons
Road works ($882,000); Spargo Creek Road and Blakeville Road works ($1.2m)
and the Darley Early years
Hub at $1.75m.
These monies then attracted further funds from
the state and federal governments of approximately
$1.6m for the Darley Hub,
$3.3m for Halletts Way, and
$13m for the state project
Halletts Way on and off
ramps.

The rate cap variation decision needs to be the right


decision - not the popular
decision.

The effect on small business


Local businessman and former Mayor John Cutler has
spoken about the impact that proposed rate rises will
have commercially.
As the owner of electrical and hardware businesses
as well as commercial rental properties in Ballan and
Bacchus Marsh, Mr Cutler said rates are a minimal
business expense and so rises will not have a great
impact commercially.
Every business is different, but compared with my labour
costs the rates cost miniscule, Mr Cutler said.
He added that when rates on commercial properties, such
as cafes, are the responsibility of the business and not
the property owner as per the lease, then the business
owner knew that when taking on the business and would
have accounted for it.
But he pointed out that farmers are an exception, and
face massive rate bills.
If I was a farmer, itd be a whole different story, theyre in
a business where they have high investment for appalling
return.
On the subject of rate capping itself, Mr Cutler said that he
thinks that councils should be accountable to ratepayers
without having big brother watching over their shoulder.
If councils want to improve the level of service, and invest
in their municipalities, it requires money to be spent. Is
that money spent wisely, thats a very interesting debate?
But its like running a marathon with your gumboots on...
as well as a collar and tie. Its just nonsense. Free up local
government, let them get on with the job, and let them be
accountable to their constituents.

Farmers receive more bad news

Moorabool farmers could be rated out, with the combination of proposed rate
rises and properties having been re-valued this year leaving farmers with massive
rate bills.
Balliang farmer Chris Sharkey faces a $30,000 rates bill, with half of it due to
Moorabool Shire Council but says its another cost that is pushing local farmers
to consider whether their life on the land is viable.
Were one of the only countries in the world where you pay rates on farmland;
weve been arguing the whole time that farmland shouldnt be rated, that your
house and the land right around it should be but not the farmland, Mr Sharkey
said.
He said that forward estimates on the next crop of wheat and barley show prices
down, 15 per cent on this year and with lack of rainfall, theres going to be less
income with which to pay high rates bills.
This is state-wide, this is everywhere, its all farms.
Mr Sharkey said that his property value has gone up eight per cent but there are
problems with the formula.
To get an idea of your land value, they look at sales in the area but there hasnt
been any around here so they look beyond the immediate area, to Ballan, and
they are more productive there, we have less rainfall here.
And the land that is selling is 10-acre blocks being carved up and sold as lifestyle
blocks, so the price is being pushed up.
Thats why we yell louder than anyone else, were in this belt that our production
is just a little bit lower due to the rainfall so we have to be more productive per
hectare to pay that bill, Mr Sharkey concluded.

Meanwhile, Gordon farmer Stephen Conroy is also feeling the pain of being slugged with
a massive rates bill. Hes just paid last years $13,000 bill, for his farm that includes two
households, one with his own family, and one with his parents who recently retired from
also working on the farm. And he is not looking forward to the next bill, with the effect of
rate rises as well as property re-valuation. The ever-rising rates bills are already making
the family consider whether the farm is still viable.
Its something that we assess every year, it becomes one of your major operating costs,
Mr Conroy said.
He explained that zoning under councils planning guidelines is causing problems by
artificially pushing up property values.
We have different zones around our farm - weve got rural, and then rural living, and the
majority of our farm is in the rural zone - but were valued as rural living land weve got
10-acre blocks selling around us for amazing amounts of money, and thats where the
problem begins.
Mr Conroy pointed out that council has also been ignoring the minimum 100-acre land
requirement for properties.
Theyre granting permits on lots smaller than that in the rural zones A 53-acre block
was sold near us in the middle of prime farming land in a farming zone, and a permit was
granted for a house to be built within three months of the land being sold.
These are the issues were facing, and when you get slugged with massive rates bills you
start to look outside the shire for land.
He says there would be one way for council to resolve the situation.
They need to find who are the genuine farmers paying rates, and who are the people that
are lifestyle residents that dont derive their income from farming, because theyre the ones
who are paying the discounted farm rate.

Green waste to
go on trial

A new green waste collection
service will be trialled in Bacchus Marsh and Ballan from
next year.
The two-and-a-half-year trial
will apply to urban residential
and low-density residential
zones from January 2017 to June
2019.
Council considered a number
of options, including making
the service compulsory, before
voting at the April 6 council
meeting for a non-compulsory
fortnightly service.
Residents opting into the service will have a fee of between
$85-$110 added to their annual
rates notice, with a one-off cost
of purchasing a green waste bin
expected to be $85.
An amendment to the original
motion means that now localities outside the nominated
zones in Bacchus Marsh and
Ballan will be considered for
the trial on a demand basis.
Woodlands Ward Councillor Pat Toohey objected to
the amendment, saying that
he favoured the original
recommendation.
Statistics coming out of the
survey into community interest
for a green waste collection service showed that take-up rates
in areas outside Bacchus Marsh
and Ballan would be poor.
The recommendation was we
trial it in Bacchus Marsh and

Ballan, and I thought that this


would be an appropriate trial
rather than trying to extend it
before we found out whether
there were sufficient interest
out there in the green waste
service, and sufficient interest
in the other areas to make it viable, Cr Toohey said.
I thought it prudent to have
a trial in those two major areas
first.
498 residents responded to
the council survey asking if
they would use a green waste
service - with 55 per cent of respondents, mainly in Bacchus
Marsh and Ballan, stating that
they would utilise the service.
Councils transfer stations currently divert about 1000 tonnnes
of garden organics per year; it is
estimated that about 45 per cent
of kerbside garbage is garden
and food organics, representing in the order of 1,800-1,900
tonnes of landfilled waste each
year, with that number expected to increase as urban growth
creates new gardens.
It was also estimated that a
compulsory service would
yield
approximately
2,110
tonnes per annum, and a noncompulsory service approximately 845 tonnes per annum,
depending on the take-up rate.
A report on the feasibility of
the service will be completed
six months before the end of the
trial.

footballers have taken on local role
models in a community match held at
Darley Park.
AFL St Kilda football stars Tom Hickey
and Jason Holmes shared their tips with
around 80 young people in an all-abilities
football clinic before they went head-tohead on the field with representatives
from the region including Moorabool
Shire Councillor Tonia Dudzik, Youth
Services Coordinator John Perham and
Leading Senior Constable James Ross.
The event, held in conjunction with
National Youth Week on Friday (April 8),
was developed in 2015 in order to connect
young people with positive members of
the community.
Moorabool Shire mayor Allan Comrie
said it was great to see the event so well
represented.
It was a great turn out with 80 odd kids
there with their parents. Everyone had a
ball and the kids really loved it. The day
went extremely well.

MOORABOOL RECREATION RESERVE MANAGEMENT FRAMEWORK
The Recreation and Leisure Strategy 2015-2021 was adopted by the Council at Ordinary
Meeting held on the 2 September 2015. A key recommendation was the development of a
Reserve Management Framework to ensure a coordinated, integrated, consistent approach to
the management and operation of recreation reserves and facilities across Moorabool Shire.
The Moorabool Shire Council has now endorsed the Draft Recreation Reserve Management
Framework and associated policies for the purpose of public exhibition for an eight-week
period. We are therefore inviting feedback on the draft framework and policies during this time.
The associated policies are:
draft Community Facilities Funding Policy;
draft Recreation Reserve User Fees & Charges Policy;
draft Recreation Reserve Leases & Licenses Occupancy Policy;
draft Recreation Reserves Capital Works Contribution Policy and

It is the end of an era for


Bacchus Hill Winery.
The restaurant has closed
its doors for the last time
as owners Jenny and Bruno
Tassone step down from a
decade-long stint.
The venue, located on
OConnell Road in Bacchus
Marsh, is known for its traditional European feasts and
warm hospitable dining experience; and of course the
views overlooking the town.
Mr Tassone, who was born
and raised in Italy, said the
business represented himself, his family and most importantly his culture.
I think the most important
memories in someones life
come from their childhood.
In my case, I felt it was important to relive and to implement all of the things that
I learnt as a child and was
brought up with.
Alongside a regular weekend dining-setting, the Tassones were host to traditional produce inspired festivals:
the Vinalia, the Carnevale
and the Harvest.
I wanted to maintain tradition and the Harvest was
held in the hope of reiterating the significance of fresh
produce, Mr Tassone said.
If you were to imagine
where I grew up, living in
a village, the whole place
was under two-metres of
snow during winter time.
There was no produce, you

of the harvest would be lost
on most people; you can go
into [supermarkets] and buy

your produce all year round


whether it is in season or
not.
During the winter we
would have to live off our
preserves - the salamis and
the storage of grains. So
when spring came around,
people began to plough their
fields and when they began
to see the growth of their
lovely crops it was a happy
time and a time to reap their
reward. That was the idea of
the festival; to applaud the
season and what all the hard
labour had delivered to us.
Celebrated prior to the Harvest was Vinalia, the wine
festival predominately held
in spring.
It was actually very fitting, Mrs Tassone said,
because we played with the
name of Bacchus, as it is also
the name for the Roman God
of Wine.
Basically the Vinalia was a
way to celebrate everything
coming to life: the vineyard,
the flowers, the buds and the
trees. We introduced that by
putting everything that was
coming into that season on
the menu and decorated the
cellar door with vines and
blossoms.
The final festival, the Carnevale, was an imitation of
the feast celebrated in Rome
prior to the commencement
of Lent.
Right before Easter, the
Catholics took part in a 40day period of Lent, in which
they fasted from meat products. Coming up to the first
day of fasting, families and
friends would get together
with all their remaining
meat supplies and they

would all sit at one table and


drink up, eat up and just be
merry, Mr Tassone said.
That was the idea we were
trying to achieve. Everyone
sat at one long table in the
middle of the room and by
making all the food central,
the idea was that you actually had to get up, help yourself and enjoy each others
company.
Mr Tassone said whilst he
was sad to part with the restaurant, he also felt a sense
of relief.
Being able to put our culture and our brand in play
was very worthwhile, but
the reality is that we have
reached that point in our life
where change has come in
our direction and so we are
taking that road.
Bruno and wife Jenny will
now concentrate on their
produce with cellar door
sales available seven days a
week.
A phone number will
be left on the door and if
somebody arrives and they
want to taste or purchase
the wines they can call us or
send a text; our home is just
a short stroll to the winery,
Mr Tassone said.
Set on 86 acres, the winey
has grown their grapes since
putting in the vineyards in
2000.
Mr Tassone said the cellar door offered everything
from Still and Sparkling
wines to Champagne, Fortified wines, Muscat and Port.
The restaurant has now
been opened by the popular
franchise Taco Bill.

per year by West Wind Energy,
in exchange for their silence on
the wind farm set to adjoin their
property, generated strong interest.
This week, The Moorabool News
offered West Wind Energy (WWE)
a full right of reply in the form of a
Q&A on the issue.
Q: Why is WWE doing the
Participation Agreements?
A: Such agreements are becoming
increasingly common in Australia
and have become standard practice
in other countries with neighbours
of wind farms. The agreements are
based on key recommendations that
we have received to focus part of the
revenue generated more directly to
benefit the immediate neighbours of
the wind farm. This can be achieved by
entering into a voluntary participation
agreement, whereby the neighbours,
like the host landholders, will receive
a direct financial benefit from the

wind farm and in return accept


some of the conditions that the host
landholders also accept. Our goal is
always to work with the community
and develop positive relationships
with all the stakeholders of the wind
farm. This is just one of the ways we
intend to provide ongoing support to
the community surrounding the wind
farm.

do for some time and now that we have

Q: Can you confirm that the offer
of $8000 per year to the Kearns
was offered?
A: It has always been our
understanding that any conversations
between the Kearns and other parties

discussions. We are not confirming or
denying anything publicly that may
have been raised or discussed. We take
the privacy of the people we are dealing
with very seriously.

Q: Can you confirm that the
agreement would have removed
the right to complain?
A: No. The agreement directs any
complaints to the wind farm itself
but after that neighbours are free to

speak publicly about their experience


of the wind farm. Some aspects of the
agreement such as the financial terms
remain commercial in confidence. The
goal of the agreement is to have open
communication between neighbours

Q: Has WWE been negotiating


with the Kearns about their
request to have the closest
turbines moved to 2km away
from their home?
A: We value the community, and
take time to listen and respond to the
Kearns as well as any other concerns
from the community. We have been
having ongoing discussions with the
Kearns over the past several years;
however, based on our companys
confidentiality policy we must refrain
from publicly disclosing details
of private conversations. We will
continue to engage constructively
with all neighbours of the wind farms,
including the Kearns, on any matter
they wish to discuss. We have recently
employed a Communication and
Stakeholder Engagement Manager to
focus solely on community engagement.

As farmers continue to discuss their own experiences,
it will generate more innova-

tive thinking. The 2015 Bob


Hawke National Landcare
Award recipient, Colin Seis,
will also be working with
local farmers to trial Pasture
Cropping in the Moorabool
Region.
Mr Dufty said a recent
discussion group held in
Myrniong had prompted
a number of local farmers
to trial the innovative new
technique.
Colin came down and
spoke to the group in Myrniong and three farmers went
away saying that they would
like to trial the technique.
Due to limited numbers in
that discussion group we
will now merge with Ballan in order to broaden the
threshold. I expect the group
will meet every two months,
but its totally up to those
involved.
The discussion groups will
commence on April 19. For

RATE CAPPING
I read with interest lately the
copy in Leader and Express and
the associated articles in regard
to the rate capping debate in
our neighbouring Melton Shire.
I have been bursting to write
to their local papers but have
resisted due to a number of reasons. Firstly I am not a Melton
ratepayer so it could be argues
that I should butt out of Meltons affairs.
Secondly when I retired from
Local Government I have attempted to discipline myself to
do just that and retire. But some
things I feel just have to be said
in the Moorabool context and
the way Local Government is
run in this State.
My reading of the Melton experience is that a number of
nominees to Council stood on
the platform of introducing a
rate cap. They stood on that
platform and now feel an obligation to fulfill their electoral
promises.
On the surface all that appears legitimate. The fact that
the platform was flawed from
the start and that the carrot to
the electorate of saving some
money was what may have got
those people elected, highlights
the fundamental failing of local
government.
To make a claim uninformed
that once elected you will introduce a rate cap should be a
state to the voter that this does
not reflect a strategic thinking
person. There is no way any one
on the street could do sufficient
home work to support such a
claim. A claim such as I will

give HRV the coverage it deserved in a provincial area

know who they were until

And that is why I did it,
to give them the exposure
that they were so delighted

and Country Harness Racing Association and was
published in up to 16 provincial newspapers around the
state.
The column started in a
couple of newspapers and
then I started getting re-

quests from other newspapers asking if they could run


it too and it really just grew
from there, Mr Baker said.
Each column that I sent
through was designated to
a certain area, which is why
I was doing more than one
column. People from Geelong didnt care about what
was happening in Portland
and the Western District
didnt care about what was
going on in Traralgon. I was
helping to promote more
than just this shire.

Farmer Discussion Group.
The Port Phillip and Westernport Catchment Management Authority (PPWCMA),
with support from the Australian Governments National Landcare Programme,
is establishing the new
group in Ballan in order to
enable local farmers to share
experiences and allow innovative ideas to flow.
A statement released by
the PPWCMA said with
increasing challenges in
conventional
agriculture,
farmers had to be willing to
adapt and keep their business at the cutting edge
in a constantly changing
environment.
The establishment of the
Farmer Discussion Group
will allow promising new
innovations in farming, such

fall over. To the Melton Councillors that are copping the flack
at the moment for making the
correct decision, I, if no one else,
appreciate your courage.

I went to the Moorabool
Shire
Council
Meeting
(Wednesday 6 April) to ask
how COUNCIL EMPLOYEES can violate Permit Conditions in regards to Jackie
Chan the Ram.
Permit condition 8. If the

animal is found outside the


property, the animal will be
impounded and the permit
will lapse immediately without further notice.
The ram has been out on a
number of occasions recently. Council has been emailed,
phoned and pictures sent by
several residents with the
result the council leaving the
animal on the premises.
The night before the meeting the ram was out again
tied so it had access to the
road. Three council employees came out and we
watched as they allowed the
resident to put the ram back
onto his property.
In reply to my question
at the meeting Satwinder
Sandhu (General Manager
Growth & Developemnt)
stated that he was at Love
Close last night and he had
spoken to the resident. When
I pushed for an answer It
then became a matter of
privacy.
The MAYOR accepted this
reply and told me my question had been answered and
told me to sit down (like a
naughty girl).
It is an absolute disgrace
that the Mayor accepted this
reply and then shut the matter down.
Where is the transparency
of this council?
What about the health and
safety of other people in
the area? This animal has
already hurt a number of
residents in the area.
But most of all, HOW CAN
COUNCIL

The ghosts of budgets past


Its often said that money
changes people; but have
you considered what it does
to a Country?
There was a time in this
Country when the political
debate was confined to infrastructure in the expense
column and jobs in the revenue column. Put the people
to work, take a few bob off
the top in the form of taxation and build a future.
A big country with a small
population built infrastructure and developed industry
out of necessity and the political landscape was just as
robust as it is today, with one
key difference; a vision for
the future.
Big ideas became big projects and Captains of Industry worked hand in hand
with government to build
sustainable workplaces for
generational growth. A
productive hard working
country would supply the
necessary revenue for governments to provide forward
thinking infrastructure.
Creating national debt was
about creating future revenue; not buying jobs for the

next election cycle. Politicians didnt need a team of


advisors to tell them what
they really meant, politicians were respected in their
regions as community leaders, and the Prime Ministers
office was treated with reverence, not disdain.
Becoming
a
politician
wasnt a career it was a commitment. Party rooms supported their leaders and people supported their Party.
Since the Industrial Revolution in Australia, the once
barren landscape has been
transformed into 7.62 million
square kilometres of infrastructure, including 823,000
kilometres of road network,
and 41,500 kilometres of
Rail Network all built from
scratch.
Whilst some of this infrastructure has been upgraded, the reality is that not one
kilometre has been added to
the network since the turn of
this century; thats despite
Governments receiving record amounts of revenue,
and enjoying the most prosperous economic period in
this countries history during
the mining boom.

We have reached record levels of debt without building


one piece of infrastructure
that would be regarded as
visionary. In fact when you
consider current projects
being sold to the public as
planning for the future, they
are already 25 years out of
date.
Adding insult to injury,
governments are that consumed by debt they havent
been able to achieve election
commitments from three
elections ago; let alone the
one thats coming up. Whatever is promised in this election will go straight onto the
nations credit card.
The Captains of Industry
that once worked in partnership with the Government
are now being subsidised by
the taxpayer to prop up employment figures, and justify the big ideas that didnt
work.
Governments continually
claim to have a revenue issue
due to economic downturns;
when in reality there has not
been one year in recent history where the Government
coffers havent risen above
the Consumer Price Index.

The argument falls flat


when you consider how the
revenue is raised. The illusion of tax cuts is exposed in
the hidden taxes being portrayed as fees and charges
and the cost of using base infrastructure over and above
the tax dollar that paid for it.
There is no doubt the future
of infrastructure funding
lies within a user pay system.
Whilst in principle it sounds
fair and equitable, in reality
its an open-ended cheque
for all tiers of Government to
prop up dodgy budgets and
revenue shortfalls.
Government agencies have
abused the user pays system
to breaking point in terms
of an indirect tax assault on
cost of living. Basic infrastructure like water, power,
roads and public transport
are all subject to hidden cost
of living taxation through
fees and charges.
The user pay model is a
classic example of good idea
gone badly wrong. When the
Westgate Bridge was completed in 1978, there was a
practical agreement put in
place to fund the bridge via
a Toll system. It was a simple

deal; as soon as the bridge


was paid for the Toll gates
would be removed.
The Westgate Bridge was a
textbook plan for the future.
The thought bubble on the
Yarra crossing came in 1958
when there was a limited
ferry service from Williamstown to Port Melbourne; the
turning point was in 1964,
when local, state and federal governments worked
collaboratively where the
bridge would be owned by
the Crown and paid for by
the people that accessed it.
Whilst there were a number
of delays including the devastating collapse during construction that took 35 lives,
the bridge was completed at
a cost of $145 million. It was
envisaged when the bridge
was in construction that by
2012, there would be 40,000
vehicles using the bridge.
It turned out to be 160,000
and today there are 200,000
vehicles using the route on a
daily basis.
Today, vision for the future
is nothing more than an election slogan, even if a current
thought bubble turned into a
blueprint for the future the

cupboard is bare. The Big


Idea has become no idea
as the taxpayer funds Government then pays for the
incompetence through fees
and charges and levies.
The political debate has
turned from infrastructural
needs to philosophical social reform. We have become
a big country with small
ideas, and our leaders cant
see past three and four year
electoral cycles.
Depreciation of infrastructure built by earlier visionaries is weighing down our
economy through lack of development and preventative
maintenance and we are all
paying the price.
The days of writing big
cheques and making outlandish promises, three
minutes before we go to
the polls, needs to end. The
inconvenient truth of waste
and inaction has never been
more obvious. The role of
any generation is to pave
the way for the next; not cut
your own ribbons, but to
make sure there are ribbons
to be cut.

Turn-bull Turn-about

Recently the Prime Minister Malcolm Turnbull announced that he wouldnt


discontinue funding for
ARENA (Australian Renewable Energy Agency) and the
CEFC (Clean Energy Finance
Corporation). This is a big
Turn-about (sorry) from a
Government that, until recently, was intent on abolishing both agencies.
ARENA was set up to
provide grant funding for
research and development
into new technologies and
projects that arent commercially viable yet. Meanwhile,
the CEFC is basically Australias clean energy bank. It
gives loans to commercially
viable projects and makes
a big return for the government - thats us, the taxpayers - in the process!
So congratulations on the
federal government for this

move. However, its not allgood news and the devil, as


always, is in the detail. At
the same time as the Government announced it was
not going to axe ARENA and
CEFC it also announced a
new $1 billion Clean Energy
Innovation Fund. This fund
has advantages - it will allow
the CEFC and ARENA to
invest in projects that have
more risk attached. These
are good things. The catch is
that the money for the new
program comes from funds
already allocated to the
CEFC. And on top of that, it
looks like this new fund is
set to remove ARENAs ability to award grants - money
that helps cutting edge clean
energy technologies get off
the ground. Without ARENAs grant making function,
its hard to see how they will
be able to support new ideas

and drive innovation.


A few weeks back I began
some musings on our current War on the Planet. This
week I ask another question
on behalf of someone in
the not too distant future.
Why did the leaders of your
armies in this War on the
Planet, our governments,
not do anything as a result
of the meeting they had in
Paris in 2015?
To meet what people needed according to the best science and planet understanding, the Paris deal would
have needed to do a number
of things. For example they
needed to catalyse immediate, urgent and drastic emission reductions that shifted
the planet away from dirty
energy, marking the beginning of the end of fossil fuels globally, and that would
keep the global temperature

goal in reach. They didnt do


this.
In the words of Asad Rehman from the Global Campaign to Demand Climate
Justice, this agreement is
a great escape for the big
polluters, and a poisoned
chalice for the poor. Weve
got some warm words about
temperature levels, but no
concrete action. Rich countries arent pledging to do
any more about their inadequate emissions reduction
targets which are going to
lead us to 3.7 warming of
the planet. None of the developed countries are doing
their fair share to reduce
their emissions and move
away from dirty energy.
In order to have a decent
chance of reaching that 1.5
target that the news services
kept mentioning, we need
to keep at least 80 per cent

of known fossil fuels in the


ground, and urgently halt
the exploration and extraction of new sources.
And yet here in Australia
the Queensland government
has just approved mining
leases for the Carmichael
coal mine in Queenslands
Galilee Basin. Queensland
Premier Annastacia Palaszczuk said it was a major step
forward for the project after
extensive government and
community scrutiny. And
this is at a time when the
Great Barrier Reef is being
bleached at an unprecedented rate because of global
warning. The premier went
on to say, Stringent controls
would continue to protect
the environment and the
Great Barrier Reef, as well as
the interests of landholders
and traditional owners. You
have to laugh.

Palaszczuk then outlined
the real reason for the mines,
We are talking about thousands and thousands of jobs
- it means jobs for local people as well, she said.
The environment can wait;
we need jobs now. This is the
mantra used time and time
again. If only the environment would wait. We need
to at least question this jobs
mantra. Even the jobs mantra falls on its own sword
as the numerous Great Barrier Reef businesses employ
far more than the numbers
mentioned by the premier.

Jacob - The dream that


changed a destiny
Jacob was everything that is
wrong in life. While his twin
brother was out hunting
game, Jacob was still a mummys boy, devising ways to
get everything he wanted
out of life the easy way. Jacob
trapped his brother into giving up his first born rights
for a bowl of stew, and later
in his lowest act yet, he deceived his then blind and dying father into pronouncing
his brothers blessings and
inheritance over to Jacob.
Knowing that his brother
Esau was just waiting for his
father to die, and then Esau
would kill Jacob and put to
an end the family parasite.
Jacob was secretly sent on
his way by his conspiring
mother Rebekah, to their
distant relatives in Haran
(modern day Syria), where
he could both hide out and
find a wife.

Later that night Jacob


stopped and slept, and he
dreamed that there was a
ladder reaching from Earth
to Heaven, and he saw Angels ascending and descending on it. When he woke he
believed that this was a vision from God to assure Jacob that God would be with
him and give him protection
and blessings. Armed with
this assurance, Jacob made
this lengthy journey (a few
hundred kilometres), to live
with his relatives.
It is interesting how life
often gives back according
to the seeds we have sown.
Jacob worked for seven years
to get the hand of Rachel in
marriage, but after a long
night of food and drink,
Jacob woke up in his tent
with Leah, the elder sister
of Rachel. The deceiver had
been deceived into marrying

a woman he was not in love


with. He was then required
to serve another seven years
to marry his true love.
After this Rachel was unable to bear children for many
years, while his other wife
had many. His father- inlaw changed his method of
payment several times and
Jacob was learning through
lifes difficulties how to be an
honourable man. He didnt
know it yet, but God was
training him to become one
of the Patriarchs.
Our lifes trials will either
make us bitter, or they will
train us for our lifes purpose. Twenty six years of
doing life in Syria, being
mistreated and raising a
family, had taught Jacob
many lessons.
The dream had been important as a visual cue for Jacob
to hold on to. Angels, those

unseen messengers of God


were with Jacob, and he was
no longer a cowardly mummys boy who grafted and
cheated whoever he could.
Now he was a man and he
returned to face his brother.
Perhaps Esau will still kill
Jacob.
The night before arriving
home, Jacob was alone, praying earnestly for his future,
and The Angel of God appeared to Jacob in human
form. His spiritual wrestling became hands on as
he would not let this person
of God go, until he received
another blessing. From this
encounter Jacob was left
with a permanent limp, as
a reminder of his encounter
of the spiritual kind, and
his name was now changed
from Jacob (a deceiver) to
Israel (a Prince belonging to
God).

Finally his dreaded meeting with twin brother Esau


took place, and the promise
Jacob had received when he
saw the Angels in his vision
was fulfilled as his brother
warmly embraced him.
Jacob was changed to Israel,
and all of the Jewish Nation
till this day can trace their
family lineage back to one of
Israels twelve sons.
It all started with a dream.
A desperate man who was
failing life, pursued the God
who was pursuing him, and
the ensuing years of struggle, joy, peace, sorrow and
growth changed a scoundrel
into a Patriarch. Our future
can likewise be changed as
we give our will over to the
God who is able to renew us
and change us into a man or
woman of character.

The Fire Danger Period


(FDP) has finished in the
Moorabool Shire area.
CFA District 15 Acting Operations Manager Alfred
Mason said despite the official Fire Danger Period coming to an end, the threat of
fires still remains.
Mr Mason said residents
who wanted to conduct private burn-offs on their properties needed to follow some
basic rules, and be aware of
weather conditions and local
council laws.
Were urging people to do
the right thing by checking
conditions and registering
their burn-offs. Every year
our brigades get more and
more frustrated at the number of false alarm calls they
have to respond to as a result
of people not doing the right
thing.
Be aware that any calls
to Triple Zero about smoke
in the air at particular locations are cross-checked with
the burn-off register. When
nothing is listed, firefighters
are required to attend, he
said.

Emergency Services Telecommunications Authority
(ESTA) by calling 1800 668
511 or email burnoffs@esta.
vic.gov.au.

Prices rise in past decade


While best known for its affordability, multiple
regional towns have recorded significant capital
growth in the past decade.

The largest price increase was recorded in the


Ballarat suburb of Miners Rest, where house
prices rose 260 per cent in the 10 years to March
2016 to a median of $335,000. This was up from a
median house price of $93,000 in March 2006.

Significant growth was also seen in Trentham,


north-west of Melbourne. The towns median
house price was $525,000 in March 2016, up from
$238,000 in March 2006 an increase of 121 per
cent.

Geelong West was another strong performer


in the past decade with house prices rising 96
per cent to a median of $480,000 in March 2016.

The commuter town had a median of $245,000 in


March 2006.

Other areas experiencing considerable price


growth in the last decade were Romsey, up 87
per cent to a median house price of $420,000; East
Geelong, up 77 per cent to a median of $406,000;
Riddells Creek in the Macedon Ranges, up 76 per
cent to a median of $535,000; and Woodend, up 76
per cent to a median of $587,500.
While towns within commuting distance of
Melbourne recorded the highest increases in the
10 years to March 2016, municipality price growth
was far more widespread.

Hepburn in central Victoria saw the largest


increase of all regional municipalities, up 81 per
cent to a median of $385,000 in March 2016. This

was up from a median of $212,500 in March 2006.


Moorabool shire in the states west was another

strong performer, with house prices in the region


increasing 70 per cent in the past decade to a
median of $407,500.

Other municipalities recording price growth in

the 10 years to March 2016 were Mount Alexander,

up 67 per cent to a median house price of $396,500;


Baw Baw, up 64 per cent to a median of $331,500;

Greater Geelong, up 59 per cent to a median of


$420,000; and Golden Plains, up 58 per cent to a
median house price of $365,000.

Aarons Amusements is seeking a Weekend Manger from


Thurs to Sunday. This is a job share position with another
person who works Mon Wed. Duties will be undertaken
from your own home and you will be required to manage
weekend morning load ups from a Bacchus Marsh location.
Duties will include but are not limited to:
Answering business phone during business hours and
weekends
Taking bookings over the phone and responding to email
enquires
Upkeep of social media such as Facebook and Instagram
Identify and seize opportunities to grow the business
Communicating with all delivery staff and maintaining the
roster to enable an effective team
Maintaining consumable stock levels
Most weeks you will be required to work 10-12 hours.
Minimum hours would be 6 hours during winter and the
maximum hours over summer would be 30 hours per week.
This is an amazing opportunity for someone who enjoys
flexibility but also loves working.
The right candidate needs to be extremely reliable and
have a strong work ethic.
