    Per OMB General Reporting Guidelines (May 2009) these figures include
    only Jobs created as a direct result of the project in the local vicinity.
    They do not include indirect Jobs, material suppliers, or “induced Jobs.”
    These Jobs are reported as Full Time Equivalents (FTEs) however, the ZESC
    proforma spreadsheet supports the creation of actual full-time rather than
    composite-part-time positions (which are often created for employer
    health coverage responsibility relief).

    *Unskilled does not mean that the labor itself does not require training, this
    means that there are no particular certificates or degrees required to
    perform the work.

    Legal, CPA review, and SCADA services reckoned as possibly non-local
