Our industry represents ~
1) Over 135 Spinning Mills with over 35 lakh spindles, spinning
substantially cotton yarn and some synthetic yarn.
2) Andhra Pradesh is a major cotton growing State

4) We have a connected load of over 300 MW and consume 185 MU a
year most of it at 33 KV
5} We, Spinning Mille aerate at an average of 80% and above load
factory and at 0.95 and above power factor.
‘Textile industry is 2m! largest industry in India in providing more
employment after Agriculture. Andhra ie the 3 largest State in
production of Cotton with 55.00 Lakh bales and consuming only 34.00
lakh bales at present, As many as 21.00 Lakh spindles were added to the
previous 19.90 Lalths in the period of 2005-10 aud based on the lower
tariff and stable supply of power had attracted the investments. A.P.
Government is anticipating much investment in the coming 2010-15 in
textile sector in order to consume the entire cotton for making the textile
products to end of value chain ie, upto the garment stage.

= An efficient energy users as our load factor is above 75% and
power factor is above 0.95 and mostly at 33 KV
= Our load curve all the day and the year is uniform ~ i.e., we are

Energy cost represents 33% on the cost of production at current tariff
levels. Thus, the energy tariff proposals are a matter of significant
concern to, we, spinning mills. The Spinning Mills are distributed across
the State and we have raised our objections with reference to specific
page numbers in the ARR proposals of APCPNCI., although the
objections would be equally applicable to the proposals of all the
Discos. — il —

1) We are an association of spinning mills in Andhra Pradesh and our
members are consumer of one or mnore of the four DISCOMS. We
are submitting hereunder, in the first instance, our objection to the
ARR and proposed tariff for the retail supply business for Financial
Year 2013-14 and reserve the right to make further objections
and/or submit ours during the course of the proceedings upon
further information as required hereunder being made available, or
as may otherwise be considered necessary.
2) Its a fact that the customer mix of each DISCOM is different and
yet the final tariff of each DISCOM is same. We believe that all the
DISCOMS are acting in cartel, defeating the objective of the
electricity act in the promotion of competition, efficiency and
‘consequent negative input in a competitive tariff to we, consumers.

It is stated that “whereas, actual losses are different from the
‘approved losses. The additional power purchase to cover the
difference in losses is not accounted for in this fling. Hence, the
licensee humbly request the Hon'ble Commission (H C) to consider
1oF projection by Ue on actual logeee achieved in the last year or
alternate mechanism to compensate the additional power purchase
‘cost due to difference in losses
OUR PRAYER
Once the loss trajectory has been approved by APERC, deviation
should not be permitted by APERC. However, as we note il year
after year the deviations between the approved APERC losses and
actuals are at variance (as we see substantially) it is definitely time
‘that “HC” examine the very basis of their permitted sales and or
‘examine the methodology adopted by DISCOMS in arriving at their
sales since this has got significant effect right from the estimates of
ARR, the cost of servire and canseqniential tariff. Needless to say
that ‘since the final tariff in any case is to be finalized by ensuring
reduction in cross subsidy year after year as mandated by various
Acts and NTP.
We also note that T&D losses are lumped up without any
separation of 3) technical losses and ii) commercial losses. We
‘submit that since both these losses have the single largest effect un
tariff, the “HC” direct the DISCOMS that this be given by the
DISCOMS in their ARR customer-wise, at various voltage levels
during the last 3 years alongwith steps taken and steps to be taken
to reach the targeted leveis mandated by “HC.
We also note that APERC target T&D losses now being taken by
DISCOMS are different from the earlier multi year tariff targets set

‘AGRICULTURE CONSUMPTION
2.1 From the table given in page No.4, uncmetered agricultural actual
losses is significantly higher than what has been permitted by
—+HC", The variance eetimated-by-CFDCL for the F-Y ~ 2012-13.
(from 20.77% to 26.01%) is as much as 25% approx. Although
this incremental consumption may be paid for by A.P.
Government, the effect of the matter is metered sales categories
‘specifically the industries category have suffered and continue to
suffer huge financial losses due to power cost/load shedding. Our
objection is that this single largest energy consuming category
agriculture) continues to be un-metered, for now 12 years such
substantial deviation between APERC estimated sales and actuals
is leading to lower ARR and lower power purchase planning year
after year. Consequently, this is affecting all categories of
consumers including agriculture in terms of the State economy
and more importantly the very survival of the people for their
livelihood.

2.2. The DISCOM is using consumption estimate based on 2001 year
census. Whereas 2011 census data is available. This has a
significant impact on consumption estimates and all the
consequential effects on the correctness of the ARR tariff, C.0.S,
(Cost uf setvive), cioss subsidy trajectory mandate of relevant Acts
& NIP and the obvious need from A.P. Government for an
appropriate subsidy estimate for their policy decisions.
We object to this flaw in ARR and request “HC” to direct the
DISCOMS to re-work their ARR and proposed appropriate tariff.

2.3. The estimates approximates to the class ‘G’ in the sample Mandal,
SALIGAURARAM Mandal, Nalgonda District. There is no basis
given as to how this is a “Sample” in a statistical sense. Besides, in
fan estimate for this level of energy consumption for agriculture
consumption, the factors, such as, crop, number of crops, water
table in a given District/Mandal, all contribute to differences in
energy consumption, We are therelore, unable to conciude in vie

energy consumption in the ARR. We, therefore, urge HC” to direct,
the DISCOMS to explain the very basis properly and completely.
2.4 Agriculture consumption estimated by CPDCL is 9173.10 MU
- ‘considering 80% load factor. Whereas we note that in page 98, the.
load factor is admitted at 65.57%, thus, it is open to doubt the very
basis of the estimate of 26% energy consuming agricultural sector.
‘This figure could be more, it- could be less and thus, we are
doubtful of the very veracity of the ARR. We are therefore
concerned about the correctness of the power purchase plas. It will
rot be out of place to state that year after year incorrectness in
agricultural consumption is not only leading to farming sectors
ruins, the industrial labours loss of jobs, the industries financial
ruins and consequently flight of industries and downward trend in
the State’s economy. We, urge “HC” to direct the DISCOMS to take
corrective action in their estimates atleast from this year.
Agriculture estimate consumption will lead to proper claim for
budgetary grant for subsidy from A.P. Government and thus all
consequential effects.
3. COST OF SERVICES (C.0.8.

3.1 We, consumers require to examine the data in the C.OS.
calculation and give informed suggestions/objections. There is
most of data in MAZED forms but yet no INFORMATION for
arriving at informed conclusions. We, the consumers are forced to
conclude that there is a deliberate effort being made to ensure non
‘transparency.
For last 5/6 years, we have been urging the “HC* to direct the
DISCOMS to give us illustrative examples for each category as to
how they have arrived at the basis of co-incident factors, clause
non factors ete, in urriving al cust allocations and C.0.8. for each
category.
Even this year, there is no such illustration. We from the Spinning
Mills association are forced to conclude that this is a deliberate
“STONE WALLING® from the DISCOMS in our effort to understand
the very methodology of C.0.S. which is the ‘fountain head’ of the
entire tariff process. If this is not non transparency, we do not
know what it is. We are aggrieved and we object to this deliberateSMA

STONE WALLING and urge the “HC” to direct the DISCOMS to give
us information and its basis in arriving at C.O.S.,
We noticed the following anomalies and we are unable to
understand the same, —— a
‘There is substantial difference between the C.0.S, to domestic
category between CPDCL -and SPDCL (Rs.5.44/unit &
Rs.6.12/unit).
C.O.S. for temporary service (LT supply and public lighting is the
same). We request the DISCOMS to explain this anomaly. We also
note that whereas temporary services in H.7. supply (Rs.5.80)
which is at the higher end in the cost range in HT supply not
‘unexpectedly but why is it much lower in the LT category in terms
of cost.
FORM NO. 12 in PAGE No. 294 ~ shows that C.0.S, is zero and
consequentially the cost of service is equal to the tariff. We are
unable to understand this form. Can DISCOMS EXPLAIN THIS ?
‘The cross subsidy if calculated by reducing the average realization
per unit from the C.0,S. instead of usiisg marginal purchase price
per unit will in our opinion give an idea of dis-proportionate cross
subsidy borne by different class of consumers (Page 80). We would
request the DISCOMS to explain why they have adopted this
‘method which in our opinion is giving incorrect picture.
We also note that with similar patterns in commercial services in
CPDEL & SPDCL, the C.0.8. in CPDCL for domestic is Rs.5.59
{CPDCL) as compared to Rs.6.12 (SPDCL). With lower class load
factors in CPDCL and similar commercial losses as SPDCL in this,
category a Rs.0.43 Ps difference indicates

It is not clear as how SPDCL can project a load factor of 100% for
11 KV and as to how this can comedown for higher voltages.
Further, the trend is exactly the reverse in CPDCL (higher losses
for higher voltages).
‘The commercial_loss factor projected for domestic tariff_at 47% ———
(page 107) is very high,
bh. _ Burther, considering that Railway Traction costs should be similar
‘across DISCOMS, it is not clear how CPDCL has estimated cost at
Rs.4.63/unit whereas SPDCL has estimated at Rs.5.06/unit (page
101).
j) The marginal purchase price used in the Cross subsidy calculation
{page 80) is R6.5.91 whereas the Average tnit cost of supplying the
Gustomere of CPDCL is estimated at Rs.5.97 unit (page 101)
|) The cost to serve for category VI and category Vill is the same
though there are variations in commercial losses projected
(Rs.5.44).
4 Cost of Purchase
‘The cost of purchase from NTPC (SR) is Rs.2.23 for 2012-13 and
Rs.2.24 for 2013-14, Whereas VIPS stage IV, a more recent and
modern plant the cost incurred is estimated at Rs.4.88/unit, This
‘may be compared with cost per unit is Rs.3.31 in VIPS I, Il and Ill.
Understandably, fixed costs are higher for the newer unit
(Rs.1.38/unit vs. Rs.0.53/unit). It io not clear as to how variahle
‘costs can be higher for a more modern plant (page 153). APERC is.
urged to look into the reasons for such dramatic difference
between variable purchase prices from the same generating facility.
Is there any rationale explanation to explain such substantial
difference in the cost of purchase.
5) The total revenue/cost ratio (page 102) gives a fair idea as to how
the industrial consumers are bearing the brunt of the increase in
tariff. The domestic tariff to cost is 86%, whereas the HT supply
customers are bearing in excess of 150%. There is a need to re-visit
tthe tariff propositions to ensure that it is not so skewed as-it is
now while subsidized customers meaning agricultural and certain
categories of BPL etc., are fully deserve the Government subsidy.
While paying consumers cannot be asked to cross subsidize
