Congress passed the Anti-Wiretapping Law,
R.A. 4200, in 1965. The law seeks to punish
wiretapping and other related violations of the
right to privacy of communication. It also intends
to stop the practice by officers of the government
of spying on one anothera "most obnoxious
instrument of oppression or arbitrary power. The
law also declares inadmissible such illegally
obtained
recordings
in
civil,
criminal,
administrative and legislative hearings or
investigations.
