Dear Fellow Delawareans,
It has been an honor to have served you this past session in the Senate and I hope you will grant
me the honor of serving another. As we wrap up this session, I would like to take the time to
personally inform you of what my staff and I have fought hard to achieve in the Senate. My
focus this session was to improve our special education in Delaware, foster a safe environment
for our students to go to school, improve the health, and improve the job market. In order to
ensure these goals in the Senate I took the position of Committee Chair in Health, Education,
Labor, and Pensions (HELP).
Important Bills I Supported that Passed
S. 340 (PASSION ACT) Program for After School Students with Outstanding
Individualized Needs gives students with disabilities a remediation period to ask questions,
complete assignments, and receive remediation in a special education classroom assisted by
advanced peer support.
Many people have asked me why our students are leaving the area and not finding jobs
with all the huge science, agriculture, and innovative industries. I have taken it into
account to arrange for the companies to come and meet the students. In addition, I have
also seen numerous families leave our state to find more specialized intervention for their
children with disabilities. We have seen some improvement at small schools who have
participated in an afterschool program. I am eager to see if we can provide more support

for students who are struggling with reading and math that qualify for an Individualized
Education Program to participate in an after school program catered to their specific
disability.
S. 808 The School Security Safety Act in response to all the school shooting around our country
this act advocates for trained officers who can respond to terrorism and school shooting. This
division will not handle juvenile disputes. I actively supported this bill but have made it clear
that it will not cause harm to juveniles but only to outside threats. However, I fought against
amendment S. 2035 which sought to take money away from education and desired a decrease in
law enforcement.

S. 218: Protecting Americas Citizens from Dangerous Unknowns of Medication Act


provides doctors a list of prescription to prevent drug over does and the over-prescription of
medication, which has been used for commercial purposes. This act cuts down on the drug
selling and trafficking through Delaware to protect our people.

S. 913 Virus Protection Act provides safety to our workers who deal with unknown vaccines
and chemicals in Delaware. Although Zika and Ebola may not be impending effects. In response
to global trade opening up to Delaware it is important to find cures to these unknown diseases for

Important Highlights of this Session


S. 746: The Right for Individuals to Record the Police Act I have worked with the Republican
party to oppose on the basis that videos can be edited or revise by the public to incriminate
officers who try to protect Delaware. In addition, videos by public domain and recently issued
body cams provide an accurate picture of events. Constituents can still feel free to offer such
videos but will only be taken in as evidence such as eye witness representations.

S. 1701: The U.F.E. Act I have worked closely with Senator Clatterbaugh of Agriculture in order
to protect our farmers interests. Including the passage of one of Senators of South Dakotas bill
to foster education of Native American and preserve native American History. Our friends in the
Agriculture and Natural resources committees have offered other various legislation which I
have upheld as long as it does not impact Delawares best interest in its ability to produce goods
on a global scale.
S. 343: The Federal Aquifer Preservation Act proposes taking water from surrounding states
aquifers, such as Delaware, to be sent to the Great Plains. In the best interest of Delaware,
despite a majority in the House, I voted against the bill. S. 343 may drain Delawares aquifers,
thus threating the future irrigation of farms and protection of natural resources.
