Warm Up
In all, Ronald Reagan and Mikhail Gorbachev (Leader
of the Soviet Union) had 5 Summit meetings from 1985
to 1988. Ranging from Switzerland, Iceland, the United
States, and the Soviet Union, the summits were both
tense and good humored, productive and fruitful.

What do you think are the benefits of having the

leaders of two nuclear superpowers talking directly
to one another at a summit (meeting)? Use your
knowledge of Cold War tensions to help you with
your answer?
What do you think are the drawbacks of having
such a meeting?

CHALLENGE! Reagan often did not hold back on

incendiary (provocative) language when talking about
the Russians. Do you think this approach was helpful
or hurtful when dealing with U.S. / U.S.S.R relations?

Analysis
President Reagan would often say: We dont
mistrust each other because were armed; were
armed because we mistrust each other. He believed
that if the mistrust was eliminated, then so, too, could
the dangerous, destabilizing weapons. President
Reagan was confident that if he could just get his
Soviet counterpart in a room and tell him face-to-face
that America had no hostile intent, the mistrust would
begin to evaporate.- reaganfoundation.org

Do you agree or disagree with President Reagans

feelings about mistrust? (See quote above).
Why was this mistrust such an important thing to
consider for the average American/Russian?

CHALLENGE! Six years after Reagan attended his first

summit/meeting with Russia, the Soviet Union collapsed.
Why do you think this was the case?

I and all Americans were appalled recently at the senseless

killing of Major Nicholson in East Germany 1985
Unfortunately, certain recent events have begun to cast
doubt on the desire of your government to improve
relations. 1985
I feel that if we are unable to resolve these problems
through negotiation among the real parties and through
mutual restraint, they will only grow more difficult to
resolve. 1985
I believe we have now established a framework to deal with
them (issues and conditions to be discussed at the next
meeting), and I hope that we can move rapidly toward that
decisive turn in relations between our countries - 1986
At the signing of the Agreement on Nuclear Risk Reduction
Centers, I said that I look forward to the day when you and I
can come together to sign even more historic agreements in
our common search for peace. 1987

Gorbachev (after the Reykjavik Summit)

Today, our two countries stand on the threshold of an

important agreement which would bring aboutfor the first
time in historyan actual reduction in nuclear arsenals.
Nuclear disarmament being the exceptionally complex
matter that it is, the important thing is to take a first step, to
clear the psychological barrier which stands between the
deeply rooted idea that security hinges on nuclear weapons
and an objective perception of the realities of the nuclear
world. Then the conclusion is inevitable that genuine
security can only be achieved through real disarmament
