CONSULTATION WORKSHOP

ON THE

KNOWLEDGE PRODUCTS

DEVELOPMENT
As a follow through to the Consultation Workshops held September 02-04,2015 and September
24-25,2015, at the DILG-NAPOLCOM Center, a third consultation workshop was conducted on
October 15-16, 2015 at 8/F DILG-NAPOLCOM Center, Quezon City. The purpose of the said
workshop was to (i) present the final draft of the |oint Memorandum Circular flMC) (ii) finalize
rhe content of the Facilitator's Manual and the Mainstreaming Guidebook, and (iii) discuss
delivery mechanisms for the capacity development intervention under the mainstreaming agenda.
Participants on the said workshop were composed of representatives from OPAPP, CWC, PCW,
NCDA, DSWD, NCIP, GIZ-COSERAM, Miriam College, DBM, NEDA and DILG Central and
Regional CDP/PAMANA Focal Persons and the League of Municipalities of the Philippines
(LMP).

It was also during this workshop that the schedule for the

series

of five (5) day National CDP

Retooling was finalized.

2. NATIONAL CDP RETOOTING ON THE PREPARATION OF CDP OF LGUS IN

PEACE PROCESS AREAS (CPLA/RRA, CNN and BM Clusters)

As one of the capacity development strategies under the mainstreaming agenda, a series of
national CDP retooling (trainer's training) for DILG Regional and Provincial Focal Persons (CDP,
pAMANA, GAD and Child-Friendly), PAMANA Area Managers and Representatives of LGUs per
conflict line were conducted to complement the policy (|oint Memorandum Circular) and the
Knowledge Products (Mainstreaming Guidebook and Facilitator's Manual) also being developed
under this project.

The series of retooling, through an in-depth training on tools and methodologies vis-ir-vis conflict
sensitivity and analysis, intends to produce pool of CDP trainers that will:

Provide technical assistance in cascading the mainstreaming agenda in areas being

targeted by the project (PAMANA Pillar 1 Areas) to produce LGUs that will serve as
'Conflict-Sensitive LGU Champions'; and

Serve as resource person in the eventual expansion of the program to other areas

with the

same concerns

The first leg of the retooling series was conducted November 22-28,2015 at Crown Regency
Hotel, Cebu Ciry. This was for the CPLA/RRA Cluster (Regions CAR, VI and VII). Even though
all regions were represented, not all LGUs under the said clusrer participated. This was due to
conflict of schedule with other acrivities thar some LGUs needed to conduct.

The second leg was conducted December 6-12, 2015 at Subic Bay Travelers Horel, Subic,
Zambales. This was for the CNN Cluster (Regions IV-A, IV-B, V, VI, VIII, XI and XIII) with
additional representatives from Regions I, II, III and NCR. During this five (5) day activiry, a toral
of more than 200 participants were trained.
The last leg for the BM cluster (Regions IX, X, XI and ARMM) is to be conducred on January 1016,2016 at Davao City. Said activity was originally scheduled on November 30 - December 6,
2015 but was eventually postponed for next year. One hundred participants (100) pafticipants are
expected to be trained during this leg.
