The Orissa State Renewal Funds Society (OSRFS) invites Expression of Interest (EOI) from interested
trainingagencies;Govt.TrainingInstitutions/RegisteredPrivateTrainingInstitutions/Organizations/
Industries/NGOs/KrishiVigyanKendras/MSMEInstitutions/VTPsregisteredunderSDIS/Workshopsfor
impartingSkillEnhancementTrainingtotheSeparatedemployeesofthestateownedPublicEnterprises
attheblock/district/statelevelsundertheProjectSAFALtoempanelthemasTrainingProviders(TP).
InterestedagenciesareherebyrequestedtosubmitEOIintheprescribedformatgivingrelevant
organizationdetailswithin21daysfromthedateofpublicationintheNewsPaper.
BriefBackground:TheOdishaStateRenewalFundSociety(OSRFS)isasocietyregisteredunderSocieties
Act1860andisunder theadministrativecontrolof theDepartmentofPublic Enterprises,Government
of Odisha. One of the principal mandates of OSRFS is to assist the Department of Public Enterprises,
Government of Odisha in implementing the ongoing Odisha Public Enterprise Reforms Programme. A
key component of this programme is the Social Safety Net Programme (SSNP) being implemented for
separatedemployeesofStatelevelPublicEnterprises.TheSSNPaimstocounselseparatedemployeesin
takingupalternatelivelihoodandassistingthemthroughprovisionoftrainingandcapacitybuilding.

Inthisregard, OSRFS under the Department of PublicEnterpriseshaslaunched the Project SAFAL(Self

help Assistance for Alternative Livelihood) for VRS/VSS employees and workers from the state owned
Public Enterprises to facilitate their redeployment in alternative livelihood opportunities through Skill
EnhancementTrainingandcapacitybuilding.
Project SAFAL intends to focus on the Skill Enhancement Training with an objective of developing
employability and entrepreneurship skills among the VRS/VSS employees and workers or their
dependantsandcapacitatethemtotakeupselfemploymentorwageemploymentoptions.

Objective: To provide need based hands on training and guidance to the target beneficiaries for their
alternativelivelihood.

EligibilityCriteria:TheprogramhasadoptedtheeligibilitynormsprescribedforTrainingProvidersinthe
MESmodule(s)underSDISapprovedbyNCVT. Detailsoftheeligibilitynormscanbeviewedbylogging
ontohttp://dget.nic.in/mes/index.htm.
AreasofTraining:

This program intends to provide handson skill enhancement training to the separated employees of
statePublic SectorUndertakings (PSUs)in theareas/tradeshavingdemand in thelocal market of
current place of residence.Some of the identified trades are Automotive Repair, Fabrication, EDP,
Beauty culture & Hair Dressing, Electrical, Electronics, Garment Making, services in Hospitality sector,
Information & Communication Technology, Khadi, Medical & Nursing, Printing, Production &
Manufacturing, Refrigerator & Air conditioning, Retail, Toy making, Indian sweets, snacks & food,
Painting, Construction, Security,Wood work,Media, FoodProcessing, Agriculture& Alliedsectors,
Fishery & Allied sector, Fire & Safety Engineering, Paper products, Textile ginning, spinning, winding,
reeling, weaving, designing, Sericulture, Poultry, Animal Husbandry, Apiculture etc. The list is only
illustrativeandthetrainingcanalsobeinotherviabletrades.However,theTrainingProvidermayalso

providetrainingoncertaintrade/moduleexceptthe modulesavailablewithMESmodelsubjecttothe
approvalofOSRFS.

The applicants shouldclearly mention the location of training centers andlist oftrades for which
appropriatetrainingfacilitiesavailableineachcentre.
TrainingCost: TheOSRFShastheprovisionofpaymentofTrainingcosttotheTrainingProvidersunder
the Project SAFAL. The amount has beenfixedat the rate of Rs. 15/ per personper hour asper the
training cost finalized by DGE&T, Government of India under SDIS. If the training cost is revised by
DGE&Tinfuture,the TPswillbepaidas per therevisedrate for trainingsinitiatedsubsequenttosuch
notifications. However,thetrainingcostperstudent innocasewillexceedRs.10,000/.Insomecases
the TP may have to provide residential training as per the need and the above training cost excludes
lodgingandboardingcost.

Evaluation of EOI: Theorganization/instituteforbecomingTPunder ProjectSAFALshallbedoneby

OSRFSbasedonthefollowingcriteria.
1. The organization/ institutes meeting eligibility criteria as mentioned above, based on their
applicationandotherdocumentattachedtherewith,willconsideredasqualifiedapplications.
2. Adatabaseofallqualifiedapplicantswillbegenerated.Asthetrainingneedemerges,basedon
the trade/module and the location of training, the Inspection Committee of OSRFS willinspect
the training institutes in respective locations and verify compliance with eligibility criteria and
otherrequirementsforthetraining.
3. BasedontheInspectionCommitteereport,OSRFSwillempaneltheTPandissuetheworkorder
withdefinedtermsandconditions.
Exclusions:
1. OSRFS is following only the eligibility criteria mentioned in the Implementation Manual
September 2010 of Skill Development Initiative Scheme (SDIS) based on Modular Employable
Skills(mainclauseC.2tosubclauseC.2.4.2)butnottheRegistrationandEvaluationprocedure.
2. OSRFSisfollowingthenormsprescribedintheMESmodule(s)underSDISapprovedbyNCVT
3. OSRFSisfollowingthecoursecurriculum,trainingdurationandoutcomeofMESmodelbutnot
theimplementationprocedure
4. OSRFS is following the training cost of MES model finalized by DGE&T but not the payment
procedure
Exceptingtheabove,OSRFSisnootherwayrelatedwithSkillDevelopmentInitiativeSchemebasedon
ModularEmployableSkillsofDGE&T,MinistryofLabour&Employment,GovernmentofIndia.
