CALL FOR PROPOSALS

Plan Internaonal Philippines, a non-government, child-centered development organizaon, invites incountry Evaluator-Consultants to submit a technical and cost proposal for the evaluaon of a project tled
Promong a protecve environment for the Mangyans through community sponsorship (PRO-Mangyan
Project) in Occidental Mindoro.
Selecon Criteria:
1. Must have Anthropology or Sociology background, with extensive experience working with
indigenous peoples.
2. Skilled in child rights-based and child-centered programming and evaluaon, including gender
analysis
3. Adept in qualitave and quantave data collecon, processing, and analysis using parcipatory
methodologies
4. Expert in evaluang capacity development iniaves and drawing forward-looking insights,
preferably in geographically isolated areas
5. Possesses excellent communicaon skills, both wrien and oral (knowledge of communies
dialect is an advantage)
6. Knowledgeable in laws related to Indigenous peoples (IPs) and their culture
Eligibility Requirement:
1. Presence of a full-me lead consultant who will manage the evaluaon
2. Presence of full-me enumerators
3. Presence of a eld-based evaluator who will not be involved in any other research or evaluaon
project

Bid amount should include all applicable taxes.
Must be willing to post 10% of bid amount as performance bond or have 10% of contract price withheld
by Plan Internaonal Philippines as performance bond.

Plan reserves the right to reject any or all proposals, declare the selecon a failure, waive any or all
formalies, or award the contract to any proponent whose proposal is considered most advantageous to
