Constitution
Preamble
The members of the Residence Hall Association, a majority of whom are citizens of the
United States of America, desiring to form a non-profit organization under the Non-Profit Law of
1993, do hereby declare: The name of the organization shall be the Residence Hall Association
of the University of Idaho. The principal office of the organization is to be located in the City of
Moscow, Latah County, Idaho.
We the students of the University of Idaho, residing in the residence halls, in order to
further our common interests, attain greater unity, promote high scholarship, stimulate interest in
residence hall life and University activities, and provide student input to University Housing and
Foodservice, do hereby establish this Constitution for the students of the Residence Hall
Association of the University of Idaho.

Article I: Definitions and Declarations


Section 1: This organization shall be officially named, The Residence Hall Association of the
University of Idaho and hereafter referred to as RHA.
Section 2: Said corporation organized exclusively for charitable purposes including the making
of distributions to organizations that qualify as exempt organizations under section 501(c)(3)
of the Internal Revenue Code, or the corresponding section of any future federal tax code.
Section 3: Housing and DOS refer to University Housing and Dean of Students Office,
respectively.
Section 4: Constitutional Authority
Clause A: This constitution and bylaws shall be superior to all other constitution and
bylaws within the RHA. All other documents must adhere to these outlined policies.
Section 5: Affiliations
Clause A: The RHA will be a member of the Inter-Mountain Affiliate of College and
University Residence Halls (IACURH) and the National Association of College and
University Residence Halls (NACURH) and will complete all necessary documentation and
payments required for affiliation.

Article II. Membership


Section 1: A member of RHA is defined as any person who resides in a University of Idaho
Residence Hall facility and pays RHA dues.
Section 2: Nondiscrimination Policy
Clause A: The University of Idaho Residence Hall Association has a policy of
nondiscrimination on the basis of race, color, religion, national origin, sex, sexual orientation,
gender identity/expression, age, disability or status as a Vietnam era veteran.

Article III: The Executive Board


Section 1: Powers and membership
Clause A: The Executive powers shall be invested Executive Board.
Clause B: The Executive Board of the RHA shall be composed of the President, Vice
President, Marketing and Technology Coordinator, Programming Coordinator,
and the National Communications Coordinator.
Clause C: Each member shall represent one vote at Executive Board meetings, except for
the President, who can only vote in the case of a tie.
Section 2: Election of the Executive Board
Clause A: Elections for the executive officers of President, Vice President, Marketing &
Technologies Coordinator, Programming Chair, and National Communications
Coordinator shall be held at an elections board meeting at least two (2) weeks
prior to the NACURH conference registration deadline. Elections for the
executive officers of Vice President and Marketing & Technology Coordinator
shall be held at a later election board meeting in the month of April, at least one
(1) week before final senate meeting, if so desired by the RHA president.
Elections for the executive officer of National Communications Coordinator-In
Training shall be held at an election board meeting within the first two (2) weeks
of being back in the Spring academic year as to allow for No Frills conference
delegation registration. Elections shall be announced to all RHA members at least
one month in advance.
Clause B: Inauguration of newly elected officers shall take place by the last RHA
meeting of the semester. The Golden Joes event may act as the last meeting of the
semester. The incoming RHA President shall be sworn in by the outgoing RHA
President. The Oath of Office shall then be administered to the incoming
Executive Board by the incoming RHA President.
Clause C: Elections for new officers shall be held in a secret ballot election by the
elections board. Each elections board member can cast one vote per represented
living group. The winner shall be determined by the majority of votes cast for
each office.
Section 3: Vacancies
Clause A: Should any elected officer of the RHA, with the exception of the President, be
removed from the residence halls, dismissed from office, or by any other means become
unable to discharge his or her authorized duties of that office, that shall be declared
vacant by the Executive Board.
Clause B: Vacancies shall be followed by an application period. The application period
will extend from the notification of the vacancy for no less than two (2) weeks. The RHA
President will determine the exact date of closure. An elections board meeting will be
scheduled and held within one (1) week of the closure. Elections are to be held as
outlined in Article I Section Three of the Bylaws.
Clause C: Should the office of President become vacant, the Vice President may assume
the office of President and a new Vice President shall be elected as stated in Article III,

Section 3. If the Vice President declines the office of President, an open election will be
held as outlined in Article III.

Article IV: Residence Hall Association Senate


Section 1: The legislative power of the RHA shall be vested in the Residence Hall Association
Senate; it shall be hereafter referred to as the Senate. The composition of the Senate shall be
defined as follows:
Clause A: The RHA Senate shall consist of Community RHA Senators, hereafter referred
to as Senators, and elected RHA Executive Officers.
Clause B: In addition, on-campus organizations may have an ex-officio, non-voting
member on the Senate for the purpose of informing the Senate of activities and
opportunities for RHA members. Ex-officio, non-voting membership shall be granted
upon a majority vote by the Senate.
Clause C: The RHA President shall be the Chairperson of the Senate.
Clause D: The Executive Officers have speaking rights in the Senate, however shall not
participate in pro-con or discussion and shall have no voting rights.
Section 2: Each representative has one vote in the Senate. In the case of a tie, the RHA
President has the deciding vote.
Section 3: Two-thirds (2/3) of all Senate members constitute a quorum.
Section 4: A majority decision of the Senate upon any matter concerning the residence hall
system of the welfare of the residents shall be binding upon all members.
Section 5: Powers and Duties of the Senate
Clause A: The Senate is empowered to make and amend such bylaws necessary to
support this Constitution.
Clause B: Upon consolation with the Advisor, the Senate may enter into legal contracts,
which shall benefit the Residence Hall Association.
Clause C: The Senate is empowered to pass resolutions in support or against any current
issue that affects the RHA.
Clause D: The Senate shall have the authority to approve ex-officio appointments of the
President by a majority vote.

Article V. RHA Communities


Section 1: Definition of Areas
Clause A: The Residence Hall system shall be composed of four (4) areas. The areas
shall be defined as: 1. All Living Learning Community Buildings, 2.-Theophilus Tower,
3. - Wallace Residence Center, 4.-McConnell Residence Hall.
Section 2: The Community Executive Board
Clause A: The executive powers of the community shall be vested in the Community
Executive board.
Clause B: The Community Executive Board for the Theophilus Tower, Wallace
Residence Center and the Living Learning Communities shall consist of the following:
one (1) President, one (1) Vice President, two (2) Programing Chairs, and one (1) Senator
for every 200 students in the community
Clause C: McConnell community executive board shall consist of the following: one (1)
President, one (1) Vice President, and one (1) Programing Chair, and one (1) Senator.
Clause D: Each person board member shall have one (1) vote, except for the president
who may only vote in case of a tie.
Clause E: With a two-thirds (2/3) vote of the Community Council, additional members
to the Community Executive Board may be added so long as the minimum members
listed in Clauses B and C of this article exist. Compensation for additional members may
come only out of the community budget.
Section 3: The Community Council
Clause A: The Community Council shall be comprised of every member of the
community and each shall have a vote, except for the Community Executive Board and
the RHA Executive Board. The Community President shall have the authority to break a
tie.
Clause B: Powers and Duties of the Community Council
1 The Community Council is empowered to make and amend such constitutions
and bylaws as necessary.
2 Upon consolation with the Advisor, the Council may enter into legal contracts,
which shall benefit the Residence Hall Association.
3 The council is empowered to pass resolutions in support or against any current
issue that affects the community.
4 The Council shall have the authority to approve ex-officio appointments of the
Community President by a majority vote
5 The Community Council shall have the authority to administer the community
budget from their respective housing appropriation.
6 The Community Council shall have the authority to impeach or recall any
Executive Board Member of the community.
7 The Community Council shall be able to repeal any act of the Community
Executive Board by a two-thirds majority vote.

Section 4: Elections
Clause A: Election of the Executive Board
1 Elections for Community Presidents and Vice Presidents,
with the exception of the Theophilus Tower, will be announced at an Area Council
meeting within the first two weeks of April. Elections shall be announced to all
halls in the community that elections are being held.
2 All other members of the Community Executive Board
shall be elected in September of each year.
3 All officers in Theophilus Tower shall be elected in
September of each year.
Clause B: Election of the Community Council
1 The RHA Representatives that comprise the Community
Council will be elected in September of each year.
2 Elections will be coordinated in accordance with their Hall
Constitutions.
Clause C: Elections for new officers shall be held in a secret ballot election by each hall.
Each residence hall student, residing in the area, can cast one (1) vote. Votes will be cast
by secret ballot and collected by the halls RHA Representative. Votes must be delivered
to the RHA Vice President for counting within 24 hours of their collection.
1 Residents will vote for one (1) candidate.
2 The winner(s) shall be determined by the plurality of votes
cast.
Clause D: Inauguration of newly elected officers shall take place at the last RHA Senate
meeting of the semester
Section 5: Vacancies
Clause A: Should the Community President position become vacant, the Community
Vice President will become President. If they choose not to take the position, the RHA
President may appoint a temporary representative until open elections can be held, as
outlined in Section 4 of this article.
Clause B: Should any Executive position come open other than the Community
President, an open election shall occur as defined by Section 4 of this article.

Article V: Repeal and Impeachment


Section 1: Repeal
Clause A: Any official act of the RHA Executive Board may be repealed by a two-thirds
(2/3) majority vote of the RHA Senate.
Section 2: Impeachment
Clause A: The Executive Board and RHA Senate shall have the power to establish a
judiciary board called the Residence Hall Judicial Board. The Judicial Board will be
established until the verdict is final. The RHA President and Advisor shall mediate the
proceedings and deliver the decision of the Judicial Board. In the event that the RHA
President in placed under scrutiny of the Judicial Board, the Vice President shall carry out
his or her duties relating to the selection and mediation of the Judicial Board.
Clause B: The Judicial Board shall have nine (9) members appointed at random by the
RHA President. These members shall consist of three (3) RHA Senators and at least one
(1) Community president from each area as defined by housing.
Clause C: Any compensated member of the RHA may be impeached for malfeasance,
misfeasance, or nonfeasance. After a proper hearing before the RHA Judicial Board, this
officer may be removed from office by a two-thirds (2/3) majority vote of all RHA
Judicial Board members.
Clause D: The RHA Advisor shall choose a prosecutor under the aspect of familiarity
with the case.
Clause E: Impeachment Process
1 Impeachment is defined as the presentation of formal charges against any
compensated member of the RHA to be reviewed by the Judicial Board.
2 Charges of Impeachment of any compensated member of the RHA shall be
brought before the RHA Senate by any RHA member or the RHA Advisor.
3 The charges shall be read to the Senate by quoting the language of the
Housing, University of Idaho, or RHA policy violated. A vote must be taken
to determine whether the impeachment process shall continue. A simple
majority in favor of review shall result in the convening of a Judicial Board.
4 The acting RHA President shall call a meeting of the Judicial Board within
one week following the vote of confidence by the Senate. This vote shall be
taken without any discussion or question period.
5 The Judicial Board shall elect its Foreman from its membership at its first
meeting.
6 Any officer under scrutiny of impeachment shall be suspended of all duties,
powers, and pay until a verdict has been reached by the Judicial Board. This
verdict shall be announced no later than three (3) weeks following the vote of
confidence by the Senate.
7 Judicial Board verdicts shall be final.
Clause F: The RHA Senate shall be empowered to dismiss Executive Board appointees
by a two-thirds (2/3) majority vote of the representatives present.

Article VII: Ratification and Amendments


Section 1: Ratification
Clause A: This Constitution shall be in full effect upon ratification by a two-thirds (2/3)
majority vote of all Senate members. Members of the Senate shall vote in accordance
with the consensus within their areas.
Clause B: Bylaws to this Constitution shall be ratified or amended by a two-thirds (2/3)
majority vote of all Senate members after at least one (1) week in duration between the
proposed changes and the vote.
Section 2: Amendments
Clause A: Proposed amendments to this Constitution may be initiated by written petition of
ten percent (10%) of the RHA membership or by a simple majority vote of the Senate.
Clause B: A minimum of one (1) week but not more than four (4) weeks must elapse
between proposed amendments and voting for ratification.
Clause C: A two-thirds (2/3) majority vote of all Senate members is necessary to ratify an
amendment. Members of the Senate shall vote in accordance with member consensus
within their corresponding areas.

Article VIII: Dissolution


Section 1: Upon the dissolution of the RHA, assets shall be distributed for one or more exempt
purposes within the meeting of section 501(c)(3) of the Internal Revenue Code, or the
corresponding section of any future tax code, or shall be distributed to the federal
government, or to a state or local government, for a public purpose. Any such assets no so
disposed of shall be disposed of by a Court of Competent Jurisdiction of the county in which
the principle office of the RHA is then located, exclusively for such purposes or to such
organizations, as said Court shall determine, which are organized and operated exclusively
for such purposes.

Article I. The Executive Officers
Section 1: As defined in Article IV Section 1 Clause B of this Constitution, the officers of the
RHA shall be the President, Vice President, Marketing and Technologies Coordinator,
Programming Chair, and National Communications Coordinator. All positions shall be
elected by the elections board.
Section 2: Eligibility Requirements for Elected RHA Executive Officers:
Clause A: All officers shall reside in and be a continuous resident of the University of
Idaho residence hall system.
Clause B: All officers must maintain a 2.5 minimum semester GPA during their term of
office. In the event that an officer fails to maintain the required minimum GPA, that
officer will be given the probationary period of one semester to raise their GPA to an
acceptable level. Compliance shall be ensured by the RHA Advisor.
Clause C: The President and Vice President shall have successfully completed twentysix (26) semester credits (sophomore standing) prior to assuming office.
Clause D: Executive officers must reside in a residence hall system at least one semester
prior to assuming office, unless the office has been vacant for three (3) weeks.
Clause E: Resident Assistants shall be ineligible to hold elected RHA office.
Clause F: No Person shall concurrently hold more than one position within the RHA.
Section 3: Election Procedures
Clause A: Elections will be scheduled as stated in Article III Section 2 of the
Constitution.
Clause B: The election board will use the following format during executive elections.
1. Each candidate will receive a five (5) minute proponent speech.
2. There will be a Question and Answer for each candidate, not to exceed ten
(10) minutes per candidate.
3. A Pro-Con session for each candidatenot to exceed ten (10) minutes.
4. General Discussion in which all candidates must be discussed at least once
not to exceed ten (10) minutes.
5. Members of the Election Board will vote by secret ballot. The winner shall be
determined by the simple majority of votes cast for each office.
Section 4: Executive Board Authority and Duties
Clause A: The Executive Board shall be responsible to exercise any other authority for
the execution of any other duties so assigned by the Constitution and its Bylaws.
Clause B: Executive Board members shall act in accordance with University and
Housing policies. Any member that conducts himself or herself in a manner against
University or Housing policy will be subject to scrutiny by an RHA Judicial Board. The
RHA Advisor is empowered to ensure that any misconduct by a member of the RHA is
brought to attention and a proper hearing of an RHA Judicial Board.

Section 5: Officers Authorities and Duties


Clause A: The President shall:
1. Preside at all Senate, special and executive meetings of the RHA as a member
without a vote, except in the case of a tie when the RHA President has the
deciding vote.
2. Act as Parliamentarian for the Executive Board and RHA Senate.
3. Set forth the dates and times, and conduct the order of business of all Senate,
special, and executive meetings.
4. Act as the official spokesperson and representative of the RHA.
5. Have the power to designate and appoint special positions of the RHA, upon
approval of the Senate.
6. Be responsible for the administrative and executive functions of the RHA as
established by this Constitution.
7. Preside at University of Idaho RHA Awards and Recognition Committee
meetings as Chairperson without a vote, except in the case of a tie.
8. Preside at all University of Idaho Appeals Board meetings as chairperson, as a
member without a vote, except in the case of a tie.
9. Have the power to appoint the chairperson and members for standing
committees.
10. Have the power to create committees necessary for the purpose of expediting
business, upon the approval of the RHA Senate.
11. Be an ex-officio, non-voting member of all RHA Committees and Boards.
12. Serve as a member of the Regional Board of Directors of IACURH and
submit paperwork pertaining to IACURH in a timely fashion.
13. Monitor the progress of all special and standing committees of the RHA.
14. Conduct Senate and Executive Board evaluations each semester.
15. Hold a minimum of 6 office hours each week, which can be canceled at the
discretion of the RHA Vice President. Appointments can be made 48 hours in
advance.
16. Oversee any RHA appointed positions.
17. Co-preside over Golden Joes with the NCC.
18. Keep record of any recorded hall points submitted by individual halls. Prizes
for hall points will be rewarded by the discretion of the RHA President.
19. Act as part of the Dining Relations Committee
Clause B: The Vice President shall:
1. At his or her discretion, assume the duties of the President during the
President's absence and shall succeed to the presidency upon the death,
resignation, disability or ineligibility, of the President.
2. Be responsible for the time, place, and validity of elections as provided by
Article IV of the RHA constitution, except in the event of his or her
succession to the presidency, in which case the responsibility is transferred to
the Marketing and Technologies Coordinator.
3. Preside at all University of Idaho RHA Finances Committee as Chairperson,
as a member without a vote, except in the case of a tie.
4. Disperse and collect money as directed by the Senate or the Executive Board

within the restrictions of this Constitution, and keep a record of expenditures.


5. Issue a financial report at the request of the Senate or the Executive Board.
6. Deposit all RHA funds into the RHA account as soon as the amount in
possession exceeds fifty dollars ($50).
7. Be responsible for the RHA budget and the proposal of the budget every year
submitted to the RHA Senate.
8. Assume any other responsibilities assigned to this office by the President.
9. Hold a minimum of 6 office hours each week, which can be canceled at the
discretion of the RHA President. Appointments can be made 48 hours in
advance.
10. Take, type, and make available minutes of the last Senate meeting to each
representative of the Senate prior to the following meeting and keep orderly
files of past minutes.
11. Take roll at every meeting and report those absent to the advisor and RHA
President
12. Be responsible for insurance, recording, and orderly filing of official
correspondences and documents.
13. Act as a liaison between RHA and Housing in matters concerning current and
future housing issues.
Clause C: The Marketing and Technologies Coordinator shall:
1. Be a member of the Programming Committee with the Programming Chair.
2. Be responsible for recruiting in the form of tabling at events specifically
including:
a. Aiding the University Housing and Residences marketing department
with major hosting events designed to recruit high school students to
the University of Idaho Residence Hall system (Uidaho Bound).
b. Welcoming residents on move-in days and Palousafest.
c. Any other events that the RHA Executive Board collectively wants to
either support or advertise at.
d. Purchasing SWAG items to increase the benefits of tabling.
3. At least once per academic semester without exception and without notice,
audit the financial books and report the findings to the Executive Board.
4. Act as the official custodian of RHA public relations in the following:
a. Maintain and perform necessary updates to the RHA Facebook and
Vandalsync pages, as prescribed by members of the RHA Executive
Board. Allow the other Executive Board members access to these as to
update at their own discretion.
b. Train RHA officers in the use of these pages.
c. Create and manage a contact list for every officer in the RHA, to be
found on the Vandalsync page.
d. Check and respond to emails on the official RHA email account.
5. Maintain the cleanliness and organization of the cave as well as facilitate
equipment rental.
6. Assume and other responsibilities assigned to this office by the RHA
President.

7. Hold a minimum of 5 office hours each week, which can be canceled at the
discretion of the RHA President.

Clause D: The Programing Chair shall:


1. Act as chairperson of the RHA Programming Committee.
2. Be responsible for putting on a minimum of 6 events each semester, which
must include one educational, one social, one community service event, and
one philanthropy event.
3. The following events must be included over the course of the year:
involvement in Tower Trick or Treat, a Spring Dance (with name and theme
decided during planning period), RhOME Week, and a closing/end of the year
event outside of Golden Joes.
4. Be responsible for advertising as necessary for each event.
5. Ensure participation in and promotion of Homecoming, Relay for Life, and
Greek Life philanthropy events.
6. Maintain a working relationship with ASUIs Center for Volunteerism and
Social Activism.
7. Maintain a working relationship with the Sustainability Center to encourage
recycling in the Residence Halls.
8. Maintain a working relationship with Greek Life and the House Philanthropy
Chairs.
9. Be responsible for keeping program information on files updated and orderly,
to be entered into a Transition Report that will be complete by the end of the
school year.
10. Maintain a working calendar of all events happening in RHA and the four

an event where the Programming Chair must be absent.

discretion of the RHA President.
Clause E: The National Communications Coordinator (NCC) shall:
1. Serve on the Regional Board of Directors of the Intermountain Affiliate of
College and University Residence Halls (IACURH).
2. Write Bids for IACURH and No-Frills conferences. The NCC shall also write
up the bids chosen by the region at the No-Frills Conference for the
NACURH Conference.
3. Write the monthly update and send it to all schools in the region.
4. Be responsible for the proper execution of any fundraising activities
including, but not limited to, third party programs (e.g. care packages).
5. Be responsible for arranging travel and registration for delegates, with the
consent of the advisor, for the conferences of IACURH, No-Frills, NACURH,
and applying sub-regional.

6. Assume any other duties assigned to this office by the President.


7. Be an active member on the IACURH list-serve.
8. Hold a minimum of 5 office hours each week, which can be cancelled at the
discretion of the RHA President.
9. Act as Parliamentarian for the entire RHA.
10. Act as head delegate at all conferences.
11. Assume any duties as defined by the National Association of College and
University Residence Halls (NACURH) and/or Intermountain Affiliate of
College and University Residence Halls (IACURH) Governing Documents.
12. Chair the Conference and Fundraising Committee and be in Charge of Golden
Joes.
13. Co-preside over Golden Joes with the RHA President.
14. Train National Communications Coordinator-In Training within their term as
to prepare them for their role as the next National Communications
Coordinator.
Clause F: National Communication Coordinator-In (NCC-IT) Training shall:
1. Serve on the Regional Board of Directors of the Intermountain Affiliate of
College and University Residence Halls (IACURH)
2. Assist the NCC in writing bids for No-Frills conferences. The NCC-IT shall
also assist in the writing of bids chosen by the region at the No-Frills
conferences for the NACURH Conference.
3. Learn to write a monthly update similar to the NCCs monthly update that is
sent to all schools in the region.
4. Assist the NCC in any fundraising activities including, but not limited to, third
party programs (e.g. care packages).
5. Assist the NCC in arranging travel and registration for delegates, with the
consent of the advisor, for the conferences of No-Frills and NACURH.
6. Assume any other duties assigned by the NCC or the President.
7. Be an active member of the IACURH list-serve.
8. Hold a minimum of 3 office hours per week, which can be cancelled at the
discretion of the RHA President and/ or the NCC.
9. Learn Parliamentary Procedure, as spelled out in the latest edition of Roberts
Rules of Order, while in the term of office.
10. Act as assistant-head delegate at the No-Frills conference and the NACURH
conference.
11. Assist in the Conference and Fundraising Committee and the implementation
of Golden Joes.
12. Attend the No Frills Conference and NACURH Conference
13. Transition to the position of NCC beginning in the Fall of the next academic
school year.
14. In the event of the NCC-IT leaving their position before the end of the training
semester, either an NCC-IT will be elected or an NCC will be elected(without
an NCC-IT) at the same time as the other E-Board officials. This choice is at
the discretion of the current E-Board, according to how much time is left for
training in the semester.

Clause G: Shared Duties


1. Each RHA executive shall be responsible for creating transitional resources, to
be given to the next executive to hold their respective office.
2. Each RHA executive shall be responsible for the effective training and
transitioning of the next executive to hold their respective position.
3. RHA officers must attend planned Presidents retreats unless otherwise
arranged and cleared with the RHA President and RHA Advisor. Failure to do
so shall result in loss of compensation.
4. Each RHA executive shall submit one (1) OTM per month during the
academic year.
5. Participate in the planning, organization, and running of LeaderSHOP both
Fall and Spring semester.
6. Assist the RHA President and NCC in the planning and facilitation of Golden
Joes.
Section 6: Ex-Officio Members
Clause A: National Residence Hall Honorary (NRHH) President shall:
1. Serve as the liaison between NRHH and RHA.
2. Serve office hours as determined by the NRHH Vandal Chapter.
3. Meet weekly with the RHA Advisor.
4. Represent NRHH at all regional and national conference delegations.
5. Announce the monthly OTM winners of our school, region, and nation in the
RHA Senate meeting.
Clause B: ASUI Representative shall:
1. Hold a permanent seat at the Senate table.
2. Perform responsibilities assigned by their governing organization.
Clause C: Any IACURH Regional Executive or NACURH National Executive hosted
by the University of Idaho shall:
1. Serve as a liaison between RHA and IACURH or NACURH.
2. Serve as a resource to be utilized by the RHA Senate.
Section 7: RHA Appointed Positions
Clause A: Additional RHA Appointed Positions may be created by the majority vote of
the RHA Senate.
Section 8: Officer Compensation
Clause A: University Housing shall pay for the Presidents room up to the amount
equivalent to the price of a standard double room, or $2,150 per semester, as
compensation for duties done. A standard double room is a double room in the Wallace
Residence Center and Theophilus Tower.
Clause B: University Housing shall pay for the Vice Presidents room up to the amount
equivalent to the price of a standard double room, or $2,150 per semester, as
compensation for duties done. A standard double room is a double room in the Wallace
Residence Center and Theophilus Tower.
Clause C: University Housing shall pay for the Marketing and Technology Coordinators
room up to the amount equivalent to the price of a standard double room, or $2,150 per

Clause D: University Housing shall pay for the Programming Chairs room up to the

Clause E: University Housing shall pay for the National Communication Coordinators
room up to the amount equivalent to the price of a standard double room, or $2,150 per

Clause F: Officer Compensation shall be revoked if an officer is absent from two (2) or
more Senate meetings each semester without a valid excuse as determined by the RHA
President and RHA Advisor.
Clause G: No part of the net earnings of the corporation shall be used for the benefit of,
or be distributed to its members, trustees, officers, or other private persons, except that
the RHA shall be authorized and empowered to pay reasonable compensation for the
services rendered.
Section 9: Terms of Office
Clause A: Executive Terms of Office
1. All elected RHA Executive Officers shall hold office for one (1) year. The
office will be held from May of the Current Academic year to May of the
following Academic Year.
2. The term of Executive Officers elected to fill a mid-term vacancy shall end in
the May following election.
Clause B: RHA Appointed Positions Terms of Office
1. All Appointed Positions shall hold office for one (1) year. The office will be
held from May of the current academic year to May of the following academic
year unless otherwise specified by the RHA Senate.
2. The term of appointed positions filled mid-term shall end in the May
following appointment.

Article II. Community within the RHA


Section 1: Requirements for Membership
Clause A: Communities shall be defined in Article VI of the RHA Constitution.
Clause B: A Community must have a written constitution recognized by the RHA and
University Housing that adheres to the RHA Constitution and Bylaws.
Clause C: Any constitution and bylaws must be on file in the RHA office.
Clause D: The community must have an operating budget and have it on file with the
RHA Vice-President.
Clause E: Failure to compete the policies outlined in this section will result in the
suspension of Community funds and loss of representation on the RHA Senate until said
policies have been met
Section 2: Community Executive Board Duties
Clause A: Duties of the Community President
1. Serve as chair for the Community Council Meeting without a vote except in
the case of tie
2. Serve as chair of the Community Executive Board without a vote except in the
case of a tie.
3. Meet with the Professional Staff member of the Community at a minimum of
once every two weeks.
4. Serve on the Awards and Recognition Committee under the RHA President.
5. Put on at least two (2) recognition projects per semester.
Clause B: Duties of the Community Vice President
1 Keep an updated budget for the community as well as a record of transactions.
2 Meet with the RHA Vice President once per month to review the community
budget.
3 Serve on the Finances Committee under the RHA Vice President.
4 Take minutes as Community Meetings and Community Executive Board
Meetings.
5 Take over Presidents role if necessary.
6 Attend Community Executive Board Meetings.
Clause C: Duties of the Programming Chair
1 Organize two (2) social and two (2) service/educational programming events
per semester.
2 Serve on the RHA Programming Committee.
3 Attend all Big RHA Programs.
4 Maintain a working relationship with Greek Life and House Philanthropy
Chairs, through the RHA Programming Chair.
5 Attend Community Executive Board Meetings.
6 Ensure community teams are created for Homecoming and RhOME Week.
7 Serve as chair of an optional Community Programming Committee that will
assist with the programs outlined in Clause C, Number 1 of this article.
Clause D: Duties of the RHA Senators.
1. Serve as a voting member on the RHA Senate.

community constitutions.
Clause B: Additional Executive Board Members not listed in the RHA Constitution shall
not be compensated by the RHA or Housing.

Article III. Hall Representation Within The RHA


Section 1: Definition and Requirements for Membership
Clause A: A hall must have a written constitution recognized by the RHA and the
Community the Hall resides in. in order to have representation in RHA.
Clause B: Halls shall be defined by the community in conjunction with the RHA
President and RHA Adviser.
Clause C: McConnell shall not be divided into halls.
Section 3: Hall Representatives
Clause A: Hall Officers shall be defined as the Hall Representatives are elected by each
recognized hall within the first two weeks of the school year. Elected Hall
Representatives may run as a single representative or two (2) co-representatives, in which
case they must run together. Representatives for a single hall may not exceed two (2)
persons.
Clause B: Each Hall shall have the power to create and modify other hall executives not
defined in this section; however they will not be compensated by the RHA.
Clause C: Each Hall Representative shall be a part of a larger RHA Committee, of which
they must attend at least 50% of that committees meetings.
Clause D: Duties of the Hall Representative
1 Make hall related announcements at community meetings.
2 Responsible for working with Resident Assistants (RAs) to put on
programming in the hall.
3 Advocate hall concerns/issues at Community meetings.
4 Put up all advertisements for halls.
5 Serve on Community Programming Committee, if one exists.

Article IV. The Advisor


Section 1: The Advisor shall be appointed by University Housing
Section 2: Duties
Clause A: The advisor shall act as the official advisor to the RHA.
Clause B: The advisor shall be responsible for the training and professional development
of the RHA Executive Officers.
Clause C: The advisor shall present relevant housing information to the RHA Senate in
a timely fashion.
Clause D: The advisor shall be present at all Appeals Board Meetings.
Clause E: The RHA Advisor shall choose a prosecutor under the aspect of familiarity
with any impeachment cases as outlined in the constitution.
Clause F: The Advisor shall attend all NACURH affiliated conferences unless otherwise
designated by University Housing.
Clause G: The Advisor shall complete any other duties assigned to him/her by
University Housing.
Section 3: Authorities
Clause A: The RHA Advisor shall be authorized to withhold partial or cancel
compensation as warranted. Grounds for cancelation shall include but are not limited to
failure to complete duties as listed above, failure to maintain qualifications as listed in the
constitution or bylaws, and failure to represent the RHA and University Housing in a
respectable manner.
Clause B: The Advisor shall have the authority to veto, nullify and stop any act of any
entity within the RHA if the act violates Housing Policy, State and Federal Law, or sound
ethical principles.

Article V. Standing Committees and Boards


Section 1: Committee Structure and Policy.
Clause A: Structure.
1. Each committee chairperson shall be responsible to the RHA President for the
proper function of each respective committee.
2. The chairperson of each RHA committee shall:
a. Have the power to call, preside over, and conduct the business of
regularly scheduled committee meetings.
b. Have the power to structure the committee in whatever manner
deemed necessary to optimize the committee's proper functioning.
c. Have the power to make all administrative policy decisions within the
scope of the committee not in conflict with the RHA Constitution or
the Executive Board.
d. Have the power to assign committee appointees to positions within the
committee organization.
e. Have the power to make an affiliation with any outside entity for the
purpose of enhancing that committee's proper functioning, subject to
the review of the Executive Board and Senate.
f. Submit to the Senate, details of necessary expenses at timely intervals.
3. All RHA Committees, excluding the appeals and judicial boards, are open to
any Residence Hall member as an ex-officio, non-voting member.
Section 2: Standing Committees and Boards.
Clause A: The RHA Appeals Board
1 The University of Idaho Housing Contract contains a clause that provides for a
Residence Hall Association Appeals Board to settle housing contract disputes.
The membership of this committee shall consist of all members of the RHA
Executive Board with the chairperson being the RHA President.
2 The Appeals board will be valid only if all members of the Executive Board are
in attendance.
3 The RHA Advisor must be present at every Appeals Board meeting.
4 Any member of the Appeals Board must excuse himself or herself if a conflict of
interest exists.
5 In case of a board members absence, the RHA President may appoint a
Community President to serve on the appeals board.
1. The Constitution Committee shall be responsible for deciding questions of
interpretation of the RHA Constitution and Bylaws.
2. The Constitution Committee shall meet at least twice a semester to review and
update the RHA constitution and bylaws.

Clause B: The Conference and Fundraising committee


1. The membership of the RHA Conference and Fundraising Committee shall
consist of all RHA Senators with the chairperson being the RHA National
Communications Coordinator. NCC-IT will act as secondary chairperson.
a. In the absence of the NCC, the NCC-IT may preside meetings.
2. The RHA Advisor will be an ex-officio, non-voting member.
3. The Conference and Fundraising Committee shall be responsible for the
following:
a. Create and run fundraising events to fund conference costs.
b. Create conference applications; run interviews for potential delegates,
and help NCC/NCC-IT to select the most qualified delegates.
c. Aiding NCC/NCC-IT create and purchase conference costumes.
d. Aiding NCC/NCC-IT in writing bids.
e. Attending Weekly meetings unless excused by the NCC.
Clause C: The RHA Programming Committee
1. The RHA Programming Committee shall be responsible for coordinating
activities for the benefit of all students in the Residence Halls.
2. The RHA Programming Committee shall be the official organizing committee
of RHAs presence in Homecoming Week, the Spring Dance, RhOME Week,
any Big RHA events put on by the Programming Chair, and the closing/end
of the year event outside of Golden Joes.
3. The RHA Programming Committee shall meet weekly, or as often as
necessary, at the discretion of the RHA Programming Chair.
Clause D: The Financial Committee
1. The Financial Committee shall be tasked with the following,
a. Planning and managing all RHA fundraising events, other than those
related to Conference Funds.
b. Monthly reports regarding the RHA budget, and each community budget.
i. RHA Vice President will report on RHA budget to Senate.
ii. Each community council Vice President will report to their
respective community.
c. The Financial Committee shall meet weekly or bi-weekly, at the discretion
of the Chairperson.
d. The RHA Vice President shall preside over the committee as chairperson
without voting rights, except in the event of a tie.
e. Membership will be comprised of all Community Vice Presidents, and any
other willing participants.
Clause E: The Awards and Recognition Committee
1. Each member of the committee must submit one (1) Of the Month (OTM)
each month.
2. Members will be responsible for assisting in planning, organizing, and
running of Golden Joes.
3. The Committee will put on recognition projects as they see fit.
4. The Awards and Recognition Committee shall meet weekly or bi-weekly at

the discretion of the Chairperson.


5. The RHA President will preside over the Awards and Recognition Committee.
NCC will be an ex-officio member.
6. Membership will be comprised of all RHA community presidents and any
other willing participants.
Clause F: The RHA Elections Board
1. The RHA Elections Board shall be made up of the RHA Reps and Community
Presidents from the Tower, Wallace and LCC Communities as well as the
Presidents and Vice-President of McConnell with the Chairperson being the
RHA Vice President.
2. The Chairperson shall be responsible for the time, place, and validity of
elections as provided by Article III of the RHA Constitution and Article I of
the Bylaws , except in the event of his or her succession to the presidency, in
which case the responsibility is transferred to the Marketing and Technologies
Coordinator
3. In the case that a board member cannot fulfill the responsibility, a designee
from their respective hall may take his or her place.
4. Each RHA Executive Officer will be elected by the RHA Elections Board.
5. Elections will proceed according to Article I of the Bylaws.
6. The RHA Elections Board shall meet at the discretion of the RHA President.
The RHA President must provide at least forty-eight (48) hour notice to the
Elections Board before they are scheduled to meet.

Article VII. Financial Policies


Section 1: The amount of dues per person from each member hall shall be $25.50 per semester.
RHA shall receive $10.00 per person and the remainder shall be distributed into
community accounts, $15.50 per person in the hall.
Section 2: The dues shall be collected through University Housing.
Section 3: An RHA Budget must be passed each semester within the first three (3) RHA Senate
meetings of the current semester.
Section 4: Changes to the budget can be made to the budget by a two-thirds (2/3) majority vote
of the RHA Senate.
Section 5: As a joint body the Executive Board shall be authorized to approve any expenditures
of the RHA not in excess of fifty dollars ($50.00) above and beyond what was previously
budgeted by a majority vote. Any such expenditure made shall be reported to the Senate at the
following meeting

Article VII. Meetings


Section 1: Regular meetings of the Senate shall be held at least twice a month during the
academic year, unless a conflict arises.
Section 2: Special meetings may be called by the President, but twenty-four (24) hour notice
must be given to all Senate and Executive Board members.
Section 3: Community Council meetings will be held each week a RHA Senate meeting is held.

Article VIII. Parliamentary Authority


Section 1: The rules contained in the current edition of Robert's Rules of Order Newly Revised
shall govern the RHA in all cases to which they are applicable and to which they are not
inconsistent with this Constitution and any special rules of order the RHA Senate may
choose to adopt.
Section 2: As stated in the above articles The RHA President shall act as the parliamentarian for
all of the RHA.
