DC BAC Meeting

March 2, 2016
Attendance: Ellen Jones (Ward 3), Jeff Johnson (Silverman At-Large), Mike Forster (Bonds
At-Large), David Alexander (Ward 2), David Cranor (Ward 6), James Salt (Ward 4), Mike
Goodno (DDOT), Michael Alvino (DDOT), Greg Mattesky (Chairman Mendelson Staff),
Andrea Adelman (SEE Committee Co-Chair), Jeanie Osburn (Facilities Chair).
Search for Admin Staff. Jeff reported that we do have $10,000. Jeff has gotten his
signature approved for a bank account. Met with Larry Lyles, OCFO's office.
Ginny Bryant is his boss. Jeff will provide a summary for these minutes.
Oversight Hearing. David Cranor reported on his interaction with the Council.
Transportation Committee Chairman Cheh indicated that she didn't know about the GWU
Trauma Center data. She was interested in providing more funding for education. Ellen
suggested that the Safety Committee take this on and provide suggestions for the
Committee Chair at their next meeting.
North-South Cycle Track. The BAC agreed that the Facilities Committee
recommendation for a cycle track on the east side of 6th Street should be submitted to
DDOT via their web portal for comments.
Union Station Bike Parking Lighting. Jeanie presented a letter to the Union Station
Redevelopment Corporation requesting lighting and signage in the vicinity of the bike
station.
Crash Data. Mike Forster offered to send out links to analysis done with DDOT's crash
data as part of a Vision Zero hack-a-thon.
Spring Facilities Rides. There will be four, starting with the New York Avenue trail tour.
Legislation. David said that there are 4 bicycle-related bills that will be marked up this
spring. Mike Forster submitted comments on the Vision Zero regulations. Ellen and Mike
Forster will go meet the Transportation Committee's staff person.
Safety & Education. Better data on MPDs safety education is needed. DDOT is asking
for surveillance cameras on MBT out of MPD. Some discussion about the DCPS 2nd grade
curriculum. SEE should meet with DCPS about how they felt it went in July.
Rock Creek Trail Rehab.- Mike Alvino, DDOT, reported on the status of the work. Ellen
pointed out the need to get pre-construction traffic counts on adjacent streets to compare
to the traffic counts when the construction closures occur. David agreed to ask Cheh about
supporting the counts.
Approval of January 2016 Minutes. Ellen moved. Mike seconded. Passed unanimously.
Congestion Study. Stephanie Dock is directing this Council-mandated study.
E Street Study. Mike has been talking with NPS about this long-running study.
