no way to come back. That money could have been used for
doing something else, for instance, beginning, either limited, the
first step on the privatization process, namely transforming the
social parts in real equities. This was not wanted, not possible
or there was only the populism and the delusion of the poor
Romanian, which counted. The second phenomenon, noxious for
an economy and society well established as well, not to mention
Romania, which was fishing in troubled and deep waters,
followed, namely the launching of the unemployment. Certainly,
Romania had a dormant unemployment but this one should not
have been drawn out in the street but absorbed with ability.
How? By using the natural, financial and human resources of the
country, namely the three determinant factors of the economic
development, by a process of primary reconversion of the labor
force and, lets say, by launching of an ample process of
developing the national infrastructure that yet today occupies the
last place in Europe. What were we missing by the time when all
the raw resources and materials belonged still to the state
ownership and it was only necessary that discharger labor force
from the mining and other sectors is transferred to the National
Roads Administration? Such a step means the salvation from
the negative effect of the unemployment, exemption from the
financing an aggressive social scourge, maintaining a large
number of enterprises then, commercial companies and
Autonomous Administrations now (cement, bitumen, asphalt,
wooden products, reinforcing iron, machinery and equipments of
profile and many others), with a sustained rhythm of activity and
effects in the economic and financial efficiency in all the
situations.
Even more, after 24 years, Romania would have today a
perfect road infrastructure, as desired and utilized by the entire
Europe. Presently, those driving towards the East Europe are
somehow reluctant to use the Romanian roads without bridges
direction. Still today, a national program including pro-active
steps for the infrastructure development is yet a saving solution.
The great economists consider that during a period of crisis, as it

not cram in. The year 2013 is the one that will make a difficult
winter for the villages inhabitants. Even if it has been a god
agricultural year, the costs cant be recovered, and thats why, the
poverty is growing more and more pregnant. The forests have
been cleared up and pitiless exploited. Hundreds of thousands
hectares of forests have been destroyed that turned the clime
upside down while we keep on asking ourselves, why? All these
facts have an impact on the live standard and the life quality of
The Romania population. The entire social and economic
evolution is underlining a collapse impossible to stop.
Nowadays we keep on philosophizing in other terms
(public debt, foreign debt, arrears, taxes and duties, accessing
European funds, budgetary rectifications) all of them placed into
the subsistence scheme, without development capacity.
Lets be serious and at least sincere to understand that those
who tempt some of us are not considering the advantages for
every Romanian people but their own interests. The secret keeps
on consisting of the national resources, as much as they remained,
of the preservation of the national wealth and of the creative
capability of the Romanians. This is the first pillar giving trust,
even if within a small steps evolution.
A particular attention should be paid to the few national
resources, apparently insignificant, but of a huge value in fact,
which remained. Save them from the claws of those looking for
their privatization (sale) for nothing, for the benefit of mean,
individual or groups interests, similar to what happened to the
entire industry and the national wealth of Romania.
When Im writing on paper these rows in Romania is a real
cavalcade of ideas and actions pro and counter, which will not
result in any direction, with respect to Rosia Montana. We listen,
hear, beheld and, because we do not understand anything, we are
astonished with questions that will remain forever rhetoric.
I have submitted a number of reasons in order to let it be
understood what the reader should expect to find out within this
sixteenth volume. All above subjects are arising likewise from the
analyzed data but gradually, in order not to frighten the reader.

integration process, emphasizing since that time the fact that the
route to follow will be difficult, hard. We have to keep on watching
what is going to happen in order to be in the position to compare
what will actually be achieved with the authors predictions made
many years ago.
The issue of this new work is influenced also by the political
ambiguity which characterize the internal situation in Romania. In
these conditions it was not possible or, at least, the author faced
difficulties to identify a coherent post-adhesion program of
measures, we appreciate that too much time has already been spent.
It is not required to be a subtle prophet to suggest that there is a
period of great pains to follow, from which there are hardly
doubtless achievements to get birth, so that we have to keep on
double-crossing ourselves with illusions....
This work undertakes and, Id take the liberty of
considering that it hit the target to achieve a detailed analysis,
comprehensive and by sectors meantime, of the economic
development during the period January 2012 June 2013, but in
comparison with other significant periods as well, without targeting
categorical assessments, which are the privilege of the interpretation
liberty of the reader.
It is compulsory that this sixteenth book proceeds to a
comparative, tri-dimensional analysis, i.e.: first, the present
economic and social situation by comparison with the late system;
second, the analysis and interpretation of the date all over the period
since 1990 up to date; third, the evaluation of the results acquired
during the period January 2012 June 2013.
First of all, I have tried to answer a question which is not at
all rhetoric, namely: why, did I analyze, in this volume, a larger
period of time?
The answer to this question proves to be quite complex but as
a synthesis, it should consist of the following points:
the situation of the dynamic political instability
which characterized the entire analyzed period,
given by the certain parliament majority of the

towards responsibilities, but if the readers are tempted, they have the
possibility to do it.
The fifth chapter is presenting, in a complex manner, the
aspects which are characterizing the economic situation of
Romania during the over twenty-four years of free market.
Then, there are the chapters of the analysis covering the
development of the main branches (sectors) of the national economy,
being considered by the author as essential for the macroeconomic
evolution, such as industry, agriculture, foreign trade,
constructions, transports, services and tourism etc.
Other chapters of this analysis underline a number of aspects
connected to the Gross Domestic Product, the rating granted to
Romania or the human potential of our country, marking with
accents the analysis of the situation for certain social categories
such as the retired persons and the unemployed persons.
These chapters make a deeper analysis regarding the
evolution all over the twenty-four years, emphasizing the
developments recorded within the period 2012-2013.
I considered that such a presentation, as a structure of the
defining elements is compulsory as it offers the possibility to analyze
and complex data interpretations.
The final part of this work includes, instead of appendices, a
large chapter concerning the post-adhesion program, hopefully
understandable for everybody, adjusted to the level of development
in 2013.
The Introduction is not meant to present a comprehensive
evaluation on what has been intended against what has been
achieved.
The Reader will have the curiosity and maybe the pleasure to
discover within this book, those defining elements which sometimes
he presumed, maybe even knew but which he meets now more
clearly stated out, I hope.
I do believe in the figures provided by the National Institute of
Statistics (and I take this opportunity to convey to its whole team my
thanks for the material they kindly put at my disposal), which figures
allowed me to come out with series of conclusions, firstly partial

and then global, going forward within a step by step analysis and
suggesting , most of the time through a personal light , the way
things should have been done so that, at the midle of 2013, Romania
does not face the circumstances that we feel and live.
I do seriously consider the fact that the period 2008-2013 has
been a period of major convulsions, negatively influenced by the
political factor also, a factor being in continuous instability with all
the consequences arising out of this context.
Analyzing the macroeconomic data for 2012, we contemplate
the even more disastrous effects of the financial crisis on
Romania, on the background of the incapacity of the government
management to control and take measures for the macro-economical
stabilization (it was the year when three government teams came at
the helm, the last being unable to benefit from the necessary
cohabitation) .
It might be not out of question that, in case the effects of the
financial crisis on Romania will leave deep traces to see steps and
actions similar to those taken by the USA, or some European
countries within the Euro area, in the frame of the autochthonous
banking system as well. If so, it will be quite annoying but, meantime,
it will confirm the evaluations which the author presented, with
tenacity and perseverance, in the frame of the previous five issues.
There would be much more to say in respect of the content of
this book, which I submit to the readers examination with the hope
that he will certainly find out interesting aspects, he will agree with
certain points of view or he will disagree with some of the authors
opinions.
All of them have a proper support granted by the way of
approaching the analysis and I shall be thankful to everybody
considering as necessary and possible to draw up the attention,
either to the author or to the publishing house, on the aspects not
agreed upon or to suggest improvements, enabling the next editions,
yet to come, to have a more objective and close to reality context.
This book is addressed, in the first row, to the specialists, from
Romania or other countries, in which the book can be already found
in world-renown libraries, but also to the politicians, indigenous or

from Brussels, who may find out here a lot of data and estimations
meant to help them to more profound analysis, by segments of
activities, by factors, by their specific fields of interest,
Meantime, the book may be useful first of all, for the students,
Master students or Ph.D. students of the Academy of Economic
Studies or to those attending the classes of other institutions and
faculties of the kind of economic profile, out of the private high
educational system, specialists and researchers, domestic and
international business environments, international organizations,
and, why not, to politicians who can discover in this book the effects
of their efforts made across time. They will be able to ascertain that
their teacher does not limits himself to expose from the chair, but
also assumes responsibilities in analyzing and interpreting the data
from which he can outline the social-economic situation and the
evolution of Romania in the following period.
If there are many conclusions far away from being positive, I
feel like underlining that this is the way they came out of the
available data considered for the analysis, the author avoids any
omission or data sterilization.
The Reader is the one who will evaluate, will be in the position
to comment and, mainly, will have the practical arguments to act
accordingly.
This sixteenth volume of the Romania 2013. Economic status
under the burden of the effects of the crisis was released under the
aegis of the General Asociation of Romanian Economists and of the
Romanian Society of Statistics, prestigious professional
organizations in Romania.

Out of the data analysis we see, first of all, that for almost all
the cases, the quarter to quarter evolution is a relatively positive one,

The GDP evolution in 2013, mainly during the first semester, has
been in slight increase, reaching 266.539,3 billion lei in the context of
the crisis which, on both internal and international plan, continued to
affect the economic evolution.

compromise at the end of the year the results measured through the
evolution of GDP.
The activities carried out by services, industry, constructions
and the net taxes on product, together, brought in a decisive
contribution to the GDP decrease, which means a negative feature
for the Romanian economy which, although restructured gave up a
number of industrial sub-branches committing itself on the way of
developing the services production, constructions and so on, but
failing to cope with the devastating effects of the crisis, correlated
also with the non-existence of an appropriate governing plan.
We can consider that all the national economy branches had a
negative influence on the GDP decrease, less the agriculture, hunting
and forestry, fishing and fish breeding sector.

For the first half of the year 2013, there is slight increase to be
noted for the economy evolution, the industry recording a growth of
-6.1. The GDP decrease kept on being influenced by the services,
constructions and the net taxes on product. The agriculture kept on
maintaining within positive parameters of influence, recording a
constant evolution. In 2013, the situation is totally in reverse,
agriculture had a good year.

and fourth quarters of 2012, and also during the first and second
trimesters of 2012, GDP increased in a slow rhythm.
In connection with the other European Union member countries,
Romania recorded for the IV quarter 2010 as against the previous
quarter, an economic decrease while a significant number of countries
have recorded increases (Belgium, Denmark, France, Lithuania, Austria,
Poland, Slovenia, Great Britain), or recorded decreases bellow 0.5%.
Meantime, the overall GDP of the EU increased by 0.1%.
Comparatively with the IV quarter 2008, in 2009, 2010, 2011 and
2012, the EU member countries have recorded reduced volumes of the
GDP, the biggest ones being recorded Latvia (-17.9%) and Lithuania (13.2%), followed by Romania (-6.9%), Slovenia (-5.8%) and Hungary
(-5.3%). The overall decrease at the EU level counted for -2.3%. In
2009, it has maintained an accelerated decrease rhythm. In 2010, fourth
quarter and 2011, some recovery, but uncertain, due to the crisis within
the Euro union. In 2012, the unconvincing evolution of GDP continues,
and in 2013 the first signs that show the beginning of a growth have
occurred, a growth that is to manifest in the following period too.
Significant contributions to the negative evolution of the GDP
during 2010, 2011 and 2012 comparatively with 2009 are given by
the constructions, which recorded a decrease as well as by the section
trade, cars and households appliances repair, hotels and restaurants,
transports and telecommunications recording a decrease. The other
branches have recorded small decreases of activity volumes.
The previously mentioned branches had the highest negative
impact on the GDP volume decrease during the period 2009- 2012
comparatively to 2008, as they have recorded decreases.
As far as the utilization is concerned, the highest impact on the
GDP decrease during the period 2009- 2012 comparatively with
2008, went to the gross forming of fix capital, the individual
consumption of the population households, the collective
consumption of the public administrations.
The increase of the exports of goods and services had a
positive impact.
According to the seasonally adjusted data, the gross forming
of fix capital had the biggest negative contribution. These reductions

out of the granted credit were allocated. Practically, all of them, over
20 billion euro, were integrally transferred. There have been a
number of elements which the I.M.F., intransigent and willing to see
a market economy in action, did not agree with. Thus, for instance,
there have been many concerns in respect of how to convince the
I.M.F. to agree with a higher deficit of GDP or to keep on accepting
the situation of having certain subsidies at the level of the national
economy.
The second essential phenomenon of the years 2010-2013 is
given by the divergent evolution between the consumer price index, as
an overall and in structure, in comparison with the evolution and
appreciation of the national currency, the new leu, against the two
currencies which are forming the foreign exchange basket,
respectively Euro and USD.
Since a couple of years, as a consequence of the policy run by
the National Bank of Romania, which undertook the responsibility
of targeting and fixing the inflation at certain levels, the foreign
exchange evolution of the national currency followed a trajectory
which, from a economic and financial point of view, proved to be a
positive one but, meantime, generated a negative effect on the
Romanian exports, or for those working abroad and those living in
the country, being meantime non-conform with the actual
economical situation of the country.
On this background, in 2010-2012 we are facing periods
showing a slight appreciation of the national currency, in contrast
with the increase recorded by the inflation rate, on the overall basis
and in its structure by goods and services. In 2012 it was recorded,
on the background of political instability, the most serious
deprecation of the national currency. Without economic support, this
negative trend will continue.
The theory teaches us that an important factor as regards the
evaluation of the way the inflation is developing consists of the
monetary mass in circulation.
There are two contradictory evolutions which we could
identify from this point of view. On the one side, the increase of the
consumption propensity of the population and, hence, the imperative

Here to note the decrease during 2009, and then in 2009 and
2010, 2011 and 2012, was recorded due to the decrease of both the
private and public funds.
In 2010 and 2011 less authorizations for residential buildings
constructions have been released, as against the corresponding
semester of the previous year.
The investment in the national economy decreased by almost 8
percent in 2012 as comparatively with 2011, this decrease being
recorded after a more pronounced decrease during the 2011, which
counted for 72% only as against the year 2009. Thus in 2012, the
overall investment recorded a decrease of about 20.2%.
The biggest decrease of the semester has been recorded for the
new constructions works, by 14.7%, as well as by transport means
and equipments.
This situation has been reflected also by certain shifting which
occurred as regards the investment structure by branches.

parts and accessories meant to the equipments for data processing 39,45% and so on.
The weights held in the Romanian export by the main sections
of the Combined Classified List for 2012, are indicating certain more
significant increases for the sections conveyance means (+4.8
percentage points), machinery, apparatus and electric equipments as
well as for the section vegetal products, with 2 percentage points
each; foodstuffs, beverage, tobacco with +0.,8 percentage points and
decreases for ordinary metals and articles (-5.9 percentage points);
mineral products (-3.7 percentage points); products of the chemical
industry and connected industries (-1.3 percentage points). The other
sections kept on maintaining a relatively constant weight.
As to the imports, increases of the weights have been recorded
for chemical industry and connected industries products; machinery,
electric apparatus and equipments; foodstuffs, beverage and tobacco
(weights increases found out at the export too), to which weights
increases in the import to be added concern the section textile
materials (+1.4 percentage points); livestock (+1.1 percentage
points). In exchange, the conveyance means record a drastic decrease
of the weight (-6.7 percentage points).
From the point of view of the dynamics of the trade with the
partner countries, to note for both import and export, the decreases
recorded for almost all the cases, some of them quite significant.
In the structure by countries, the biggest deficits have been
recorded with Hungary, China, Kazakhstan, Austria, Germany,
Russian Federation, contrary to 2008, when the hierarchy of the
countries of the biggest deficits for Romania included Germany,
Russian Federation, Kazakhstan, Austria and China.
However, to note the diminishing of the deficit with Germany,
by about 37%, due to the increase of the cars export, which generated
the transformation of the significant deficit in 2011.
Meantime, the deficit with the Russian Federation has been
reduced as a result of the decrease recorded by the import of natural
gas and crude oil from this country in 2009, 2010, 2011 and 2012.
The deficit recorded with China increased as a consequence of
the imports increases for telephone devices for the mobile telephony

and other kind of networks, this country holding presently the second
place within the hierarchy of the countries of the highest deficits for
Romania.
To note also the decrease of the surplus recorded with
Bulgaria as a result of the diminishing of the exports of mineral oil
products to this country.
Positive sold have been recorded mainly with: Serbia,
Norway, Republic of Moldova, Egypt, United Arab Emirates,
Lebanon, Georgia, Iraq, United Kingdom, Syrian Arab Republic.
The biggest weight in 2012 is held by the textiles, the exports
of textiles after active processing representing 37.5% of the total
exports and about 61% of the total exports of textiles. The exports of
clothing articles and accessories, other than the knitted or crocheted
one, processed in lohn system are holding the biggest weight in the
frame of the textiles group.
As regards the exports and the imports achieved by the EU
member states during the period 2007-2013, there are at least three
common characteristics to be stated out.
The first characteristic consists of the fact that the evolution of
exports and imports recorded during 2012 as comparatively with
2011, leave apart some small exceptions such as Ireland, Malta,
Finland and United Kingdom for exports, respectively Estonia,
Ireland, Latvia and Malta for imports, has marked positive trends
although, of course, differing from country to country.
The second characteristic is given by the fact that for both
export and import, all the countries have recorded negative
developments which, I'd say, evidenced a given particularity implied
by an increased magnitude, close to 15 and almost 30%, even over
this value in the import case, such as for instance, Romania,
Bulgaria, Estonia, Latvia, Lithuania, respectively Finland.
At last, the third characteristic is marked by the fact that the
outrun of the exports decrease by the imports diminishing led
implicitly to the decrease of the trade deficit.
The evolution of the trade deficit of the EU member states is
showing in a suggestive way a decrease of the deficit in 2012 for 16

The occupied population, according to the SEC methodology,
is the sole indicator that indicates the human potential of the
occupied labor force that can be used to determine the social
productivity of labor as a ratio between the GDP and the occupied
population.
The evolution of the productivity of labor is, within the series,
fluctuant enough, from positive elevated levels, such as in quarter III
2008, of 10.7%, to constant decreases starting quarter I 2009 until
quarter I 2010, to record a comeback to a positive trend, of 1.6% in
quarter II 2010 against the previous year, of 1.9% in quarter III 2010
against quarter III 2009. In 2011 and during the six months of 2012,
the productivity have not manifested significant oscillations, but
recorded a low level.
Real hourly productivity marks, in principle, the same
evolution as the real productivity per occupied person.
In the analysis of the occupied population, it can be observed
the percent evolution of the structure occupied regarding the great
employees categories and individual entrepreneurs.
In this context, according to the European Account System
edition 1995 also, the employees hold a weight of some 70% out of
the occupied population.
On activity branches, the greatest weight is held by
agriculture, with 27.6%, followed by industry, with 22.5% and
transports with 21%.
The indicator occupied population of Romania compared to
other countries proves a concerning discrepancy in negative way and
where I think the attention of decisional factors must be focused.
In 2011, Romania, with a rate of occupation of 60.7%, was
among the countries with values below EU27 average (for which, the
value of the indicator was 64.5%).
The greatest values of the occupation ratio in 2011 were
recorded in: Netherlands (76.3%), Denmark (74.1%), Sweden
(72.9%), Austria (71,4%) and Germany (71.0%).

average salary gain for the last years were recorded, that is: public
administration 1404 lei, education 1063 lei and health and social
assistance 1036 lei.
In October 2010, in all the activities of the budget sector,
salary gains were recorded, due to the payments of occasional
premiums (including holiday wages), of sums from other funds
(including the previous periods), of cumulating functions for
teachers, also for payments of supplementary hours worked in some
medical facilities. Also, the increase of salary gain was influenced by
the firing of personnel with small wages from the sector.
However, compared to June 2010 (the month that preceded
the application of Law no. 118/2010), the net average salary gains
from October, were 18% 21% below the level for June.
Compared to previous October, net average nominal salary
gains form October 2010 was 24% lower in education, 22% lower in
health and social assistance and 20% lower in public administration.
In 2011, the salaries held at these levels, as we expect their block in
2012, or even their reduction, if the effects of the crisis will impose.
The effect of economic crisis was felt in the demand for labor
force in the budgetary sector. In 2011 the lowest values of the vacant
work places ratio was recorded, since 2095 until present, in public
administration, respectively health and social assistance.
Compared to the previous year, in 2011, the vacant work
places ratio decreased in health and social assistance (by 0.20 p.p.),
public administration (by 0.11 p.p.), and in education it increased (by
0.12 p.p.).
The evolution of the vacant work places ratio was more
accentuated in health and social assistance (by 2.53 p.p.), followed
by public administration (0.67 p.p.), and for education the ratio kept
unchanged.
In 2011, little more that 10% of the total vacant work places
were recorded in each of the activities: public administration (2.7
thousand vacant places), respectively health and social assistance
(2.4 thousand vacant places), while in education the demand for
work places was of some one thousand. Comparatively against the
previous periods, in health and social assistance, the most significant

Comparison with the same month of previous year
The arrivals in establishments of tourist reception with
functions of tourist accommodation registered a decrease of 1.6% in
July 2013, compared to July 2012.
The overnight stays in establishments of tourist reception with
functions of tourist accommodation experienced a decrease of 4.2%
in July 2013, compared to July 2012. In July 2013 the net use index
of accommodation bed places was 33.4% per total establishments of
tourist reception with functions of tourist accommodation, by 1.5
percentage points less compared to July 2012.
Accommodation bed places registered the highest value of net
use index for hotels (41.7%). By tourist areas, the highest index was
registered by Spa resorts (57.3%).
In July 2013, the foreign visitors arrivals in Romania
increased by 3.2%, compared to July 2012. Most of foreign visitors
come from European countries (93.6%). 53.1% of total arrivals of
foreign visitors in Romania come from European Union countries.
The departures of Romanian visitors abroad increased by
5.1%, compared to July 2012. The road means of transportation were
mostly used by the Romanian visitors for their departures abroad
(77.6% of total departures).
Comparison with the 1.I.-31.VII.2012 period
Arrivals in the tourist reception establishments registered a
growth of 3.3% during 1.I-31.VII.2013 compared to 1.I-31.VII.2012
period.
Arrivals of Romanian tourists in tourist reception
establishments with accommodation functions represented 78.1% of
total arrivals in 1.I-31.VII.2013, while foreign tourists represented
21.9% of total arrivals.
During 1.I.- 31.VII.2013, arrivals in hotels held a weight of
74.9% in total arrivals in tourist reception establishments with

asisten social.
Comparativ cu anul precedent, n 2011, rata locurilor de
munc vacante a sczut n sntate i asisten social (cu 0,20
puncte procentuale), n administraia public (cu 0,11 puncte
procentuale), iar n nvmnt a nregistrat o cretere (cu 0,12 puncte
procentuale).
Scderea ratei locurilor de munc vacante a fost mai
accentuat n sntate i asisten social (cu 2,53 puncte
procentuale), urmat de administraia public (cu 0,67 puncte
procentuale), iar n nvmnt rata locurilor de munc vacante a
rmas neschimbat (0,26%).
n 2011, puin peste 10% din totalul locurilor de munc
vacante s-au nregistrat n fiecare din activitile: administraie
public (2,7 mii locuri vacante), respectiv sntate i asisten social
(2,4 mii locuri vacante), n timp ce n nvmnt cererea de locuri de
munc a fost de circa o mie.
Comparativ cu perioadele anterioare, n sntate i asisten
social s-a nregistrat cea mai semnificativ diminuare a numrului
de locuri de munc vacante: cu 7,8 mii locuri vacante, reprezentnd
mai mult de dou treimi (67,5%) din numrul locurilor de munc
vacante care s-a diminuat ntr-un an de zile n ntreaga economie,
respectiv cu 0,8 mii locuri vacante fa de trimestrul precedent.
n administraia public, n 2010-2011, numrul locurilor de
munc vacante a sczut cu 0,7 mii, iar fa de 2009, cu 2,2 mii.
n nvmnt s-a nregistrat o uoar cretere a cererii de for de
munc fa de anul precedent, urmare nceperii noului an colar.
n 2010, ponderea salariailor din administraie public,
aprare i asigurri sociale din sistemul public a fost de 7,8%, n
scdere cu 0,3 p.p. fa de 2009. La nivelul UE27, indicatorul a avut
valoarea de 8,4%.
ntre rile Europei, evoluiile fa de 2010 sunt divergente:
astfel tendina de reducere se observ n 12 ri, cretere n 12 ri n
timp ce n 3 ri ponderea salariailor din administraie a rmas
constant comparativ cu aceeai perioad a anului precedent.

Evoluia economic
n perioada 2001-2004
n acest capitol i urmtoarele trei, voi ncerca efectuarea de
analize secveniale, pe perioade de timp, din mai multe motive
apreciate de autor a fi utile pentru ca cititorul s i fac o imagine
mai clar cu privire la evoluia social economic a Romniei din
1990 la zi.
Astfel, evoluiile pe anumite perioade dau semnificaie
strategiei economice a executivului aflat atunci n exerciiu.
De asemenea, evoluia indicatorilor macroeconomici
sugereaz i ei efectul msurilor ntreprinse de executiv sau mcar
ndeamn la o analiz factorial pentru c descoper cauzele (interne
i externe) care au determinat nivelurile respective.
La data de 28 decembrie 2000, a fost nvestit pentru un mandat
de patru ani guvernul monocolor PSD, avnd ca prim-ministru pe
Adrian Nstase.
Programul de guvernare pentru perioada 2001-2004 cuprindea
ansamblul de aciuni i msuri care vizau punerea n aplicare a
ofertei electorale a PSD de la alegerile parlamentare i prezideniale
din noiembrie 2000. M voi referi pe larg la acesta deoarece a fost
singurul program articulat al unei echipe managerial guvernamentale, iar perioada 2001 - 2004 a fost cea mai eficient din
ntreaga evoluie a economiei dup 1990. n alt ordine de idei, a fost
i singura perioad cu reyultate, n care echipa guvernamental a
rmas de aceeai monoculoare, cu un singur premier.
Elaborarea programului de guvernare s-a realizat pornind de la
analiza situaiei economice, sociale i politice din Romnia, innd
seama de contextul european i mondial n care acest program urma
s fie transpus n realitate.

S-a avut n vedere stabilirea obiectivelor i strategiilor guvernamentale n concordan cu cerinele integrrii europene i nordatlantice.
Guvernul propunea o viziune nou asupra activitii executivului, bazat pe o serie de soluii novatoare care au luat n
considerare sugestii i recomandri ale Uniunii Europene, precum i
cerine ale FMI i Bncii Mondiale.
Se punea problema existenei unui echilibru ntre prioritile
economiei de pia i cele ale proteciei i solidaritii sociale, acesta
fiind elementul fundamental n programul de guvernare.
n programul de guvernare se meniona c un principiu
fundamental de conduit al guvernului este respectarea separaiei
puterilor n stat i acordarea rolului firesc, de for legislativ,
parlamentului.
n mod normal, acesta trebuia i trebuie s fie, principiul
fundamental de conduit al oricrui guvern, deoarece numai aceasta
poate asigura stabilitate i coeren cadrului legislativ, oferind, n
acelai timp, transparen i credibilitate deciziilor luate.
Programul de guvernare al acestei perioade, singurul articulate
pn n acest moment, a avut ca prioriti:
realizarea unei creteri economice, msurat prin creterea
medie anual cu circa 5% a PIB, bazat pe o contribuie
echilibrat a cererii interne i externe, n condiiile
redresrii raportului dintre export i import;
mbuntirea corelaiei consum economisire investiii;
meninerea deficitului de cont curent al balanei de pli n
limite suportabile;
devansarea creterii sectorului extractiv i de producere a
energiei de ctre industria prelucrtoare;
revitalizarea sectorului zootehnic;
reducerea semnificativ a inflaiei, care a ajuns n 2004 la
o singur cifr (9,3%);
mbuntirea utilizrii resurselor de munc i reducerea
omajului;
diminuarea deficitului bugetar;

scutirea de la plata impozitului agricol pentru proprieti
de teren arabil sau echivalent teren arabil pn la 10
hectare;
diferenierea impozitelor pltite de populaie pentru cldirile i terenurile aferente acestora;
revizuirea sistemului de accize. n acest domeniu sunt nc
serioase lacune, care cred c vor fi soluionate. Astfel, la
unele produse, cum este cafeaua, se practic accize, dei n
Uniunea European acestea nu exist. S sperm c, n
procesul de armonizare a legislaiei romne cu cea
european, acest aspect va fi soluionat corespunztor;
reorganizarea sistemului jocurilor de noroc i alocarea
integral a profitului companiilor de stat, n scopul
finanrii construirii de locuine i sli de sport pentru
tineret;
mbuntirea legislaiei, a organizrii i stimulrii aparatului fiscal, la nivel central i local;
reconsiderarea acordrii, n mod arbitrar, de scutiri i
reduceri la plata impozitelor i taxelor;
ntrirea disciplinei financiare, prin stimularea achitrii la
timp i n cuantum legal a obligaiilor bugetare ale
agenilor economici, precum i prin sancionarea contribuabililor ru-platnici;
creterea transparenei i solicitudinii administraiei fiscale
fa de contribuabili.

a) Crearea pieei muncii prin: trecerea la optimizarea planurilor de nvmnt, cu precdere a nvmntului
vocaional; elaborarea unor programe de reconversie
profesional; intensificarea activitii de diversificare a

Un element important n ajustarea economiei naionale n
funcie de cerinele aderrii noastre la Uniunea European l
reprezint dezvoltarea serviciilor.
Din acest punct de vedere, constatm c din anul 2000 pn la
31 decembrie 2008, att indicii comerului cu amnuntul, ct i
indicii serviciilor de pia prestate populaiei au urmat un ritm de
cretere susinut. Dup data de 1 ianuarie 2009, indicii serviciilor de

produciile astfel obinute, n condiiile de mai sus, se repartizau proprietarilor, urmnd ca acetia s opteze pentru
comercializarea pe cont propriu a surplusului de producie
sau pentru comercializarea n sistem global pe pia intern,
dar mai ales la export, cu revenirea valorilor de interes pentru
populaia proprietar a unor astfel de suprafee.
n felul acesta, se crea posibilitatea ca s-i revin ceteanului
romn, treptat, o parte, exprimat financiar, din valorile care au fost
create cu zeci de ani nainte, dar de pe urma crora el nu a beneficiat.
Ar fi fost astfel posibil consolidarea financiar, care ar fi dus la
acumulri i economii pentru proprietarii funciari, crora, dup o
perioad de cinci-zece ani, li se putea da posibilitatea de a iei din
devlmie cu terenurile proprii n trei situaii:
prin meninerea unor suprafee de minimum 200 de hectare, care puteau s provin din aplicarea Legii arendei;

parte din cei plecai, mai demult sau mai recent, din Romnia,
pripii pe undeva, persoane care i-au gsit cu uurin n buzunare
cele cteva zeci sau sute de dolari cu care au participat la capitalul
societilor comerciale, obinnd, n cei doi ani de graie, fr nici un
fel de judecat, tot ce se putea obine din aceast ar. Ei au obinut
valori imense, pe care le-au scos din ar n trufia de a fi investitori i
n
dispreul
ceteanului

fr
posibiliti
de investire i discriminat, prin nsui coninutul legii, n ceea ce
privete ansa de capitalizare.
n al doilea rnd, au ptruns n ar investitorii strini dubioi,
contingentul cel mai semnificativ fiind cel al cetenilor arabi, care
nu s-au mulumit numai cu facilitile de doi ani de scutire de
impozite, ci au trecut la crearea fantomelor fr sfrit, devaliznd
pe aceast cale bugetul, bncile, agenii economici romni, persoane
fizice i tot ce putea veni n ntmpinarea acestei practici, la care au
fost ndemnai s adere toi cei care au avut lipsa de obraz (cci nu se
pune problema de cutezan) s aterizeze pe pmnt romnesc cu
umbrela n mn i o borset cu civa dolari. Acum, dup douzeci
i trei de ani, de economie de pia, am cobort pe pmnt i ne
propunem s rediscutm toate dosarele NUP; din ultimii zece ani,
punnd n discuie hotrri deja luate, dar care astzi nu mai dau
satisfacie (cui?). Oricum, capitalul strin nu va fi ncurajat s se
aeze n Romnia, iar aprecieri generale, mafia general (de
exemplu) pot deranja sau chiar determina reacii ostile rii noastre.
Iat deci elementul numrul unu care a contribuit, n dubl
msur, la distrugerea capitalului romnesc, nencurajarea apariiei i
consolidrii acestuia, la devalizarea economiei romneti. Acum, la
sfritul anului 2013 trebuie s spunem rspicat c economia
Romniei s-a ntlnit cu criza financiar mondial, slbit,
decapitalizat i tot mai datoare pe termen mediu i lung. Bine nu va
fi dar trebuie s ne meninem cumptul i capacitatea de a spera.
Legile succesive privind privatizarea sau reforma n domeniul
industrial sunt legi care trebuie analizate ntr-un alt fel.
Au existat dou direcii, ambele pgubitoare i lipsite de
perspectiv pentru ceteanul romn.

Pentru a satisface aceste deziderate, este clar c fostele ntreprinderi, cu activitate n acest domeniu, erau cele mai pretabile spre a fi
privatizate rapid, pe baze reale, crendu-se astfel un sector privat solid
care, apoi, s fie stimulat pentru a produce i a asigura angajare de for de
munc i obinerea de venituri pentru o mare parte a populaiei.
Ar fi fost normal ca sectorului prestri servicii s i se acorde
atenia maxim, deoarece investiiile n acest sector sunt
de mic anvergur i deci posibil de realizat n practic de o serie de
persoane fizice care dispuneau de resurse sau puteau obine unele
faciliti bancare.
Din pcate, acestui sector de activitate nu i s-a acordat atenia
cuvenit i, chiar n procesul de privatizare pe baza Legii nr. 31/1990,
cu modificrile ulterioare, cei mai muli s-au nregistrat cu societi
comerciale cu rspundere limitat, o form greit aleas, care a
determinat mari dificulti pentru toi cei care au intrat n acest fel n
sectorul privat.
De ce? Pentru c formularistica i nevoile de eviden ntr-o
astfel de societate sunt mult mai numeroase i ridic probleme
deosebite pentru aceti ntreprinztori care nu ntotdeauna au
pregtirea i, uneori, nici capacitatea de a putea gestiona i conduce
astfel de afaceri.
n domeniul turismului, partea cea mai important a sferei
serviciilor din ara noastr, trebuie subliniat c s-a procedat n mod
cu totul eronat.
n acest sens, s-a folosit pe scar larg locaia de gestiune, care a
pus marile complexe hoteliere la dispoziia unor persoane fizice, pentru
exploatare, fr ns a se realiza i un transfer de proprietate, aa cum ar
trebui n cadrul unui proces de privatizare real.
n acest mod, s-au nscut o sumedenie de posibiliti,
valorificate de unii, cum ar fi consolidarea unor condiii de locaie,
dezvoltarea de asocieri, realizarea de nchirieri la preuri constant
stabilite, fr modificarea lor n funcie de rata inflaiei sau cursul de
schimb al monedei naionale etc.
Iar pentru cei mai muli a rmas doar varianta exploatrii,
chibzuit sau nu, pe o perioad de timp, fr s se pun n discuie
posibilitatea privatizrii propriu-zise.

Ar fi de sintetizat, mcar n cteva fraze, evoluia situaiei
social-economice i financiare a Romniei, pe fondul apariiei i
adncirii crizei mondiale, din 2007 i pn n prezent.
n Romnia s-au vzut cu ochiul liber efectele politicii de
campanie electoral din 2012 care, n mod cert, a avut i va avea
efecte negative, uor de cuantificat acum.
Am n vedere, n primul rnd, dificultatea de a construi un
buget consolidat pentru anul 2014, n contextul schimbrii a trei
guverne ntr-un an i al adoptrii de msuri contradictorii fr
coeren i continuitate fr precedent n Romnia, i aceasta pe
fondul unei diminuri severe a creterii economice, n 2009-2012
(pentru 2013, putem utiliza doar estimri).
Criza financiar, despre care tot propovduiesc, nc de la
apariia primilor embrioni n 2006 (a sistemului bancar, pieei
financiare i de capital etc.), declanat n SUA, continuat i
generalizat, la nceput n Europa de Vest i Asia, atenioneaz
asupra unor efecte negative, la nceput indirect i acum n plin
aciune destructiv, i asupra situaiei economice i sociale din ara
noastr.
De aceea, trebuie s menionez faptul c cele dou tendine
(politica de campanie din Romnia i adncirea efectelor crizei
financiare mondiale) nu sunt corelate i pot determina evoluii
dramatice n viitor. Deie Domnul s fi greit eu n aceste aprecieri, pe
care le tot repet din 2006 i pn n prezent.

Ungaria i Polonia sunt ri care, dei s-au confruntat i ele cu
o serie de dificulti de-a lungul timpului, au trecut la o mbuntire
a activitii care le-a permis o cretere cantitativ a indicatorului PIB.
n ara noastr, dac n anul 1996 acest indicator manifesta o
cretere de 3,9% fa de anul 1995, n perioada urmtoare a anului
1997 s-a manifestat o scdere de 6,6%, n anul 1998 o scdere de
7,3%, iar n 1999, o scdere de 3,2%. Din anul 2000, PIB a
nregistrat o evoluie constant ascendent, crescnd cu 3% n 2001
cu 5,3% cu 4,8% n 2002, cu 4,9% n 2003, cu 8,4% n 2004, cu 4,1
n 2005, cu 7,7% n 2006, cu 6,0% n 2007 i cu 7,1 n 2008.
calculul este efectuat fa de anul precedent. n 2009 a nceput
adevratul recul, nregistrndu-se o reducere de -7,1%, fa de anul
anterior. Procentul de scdere a PIB a continuat i n 2010, cnd PIB
s-a redus cu -1,6%, iar pentru 2011, PIB-ul a crescut cu 2,5%. n
2012, de asemenea, a fost o uoar cretere (1,1%), iar n primele
ase luni ale lui 2013 s-a nregistrat o cretere comparabil, de 1,8%.

Nu mai este de discutat acum dac preul pltit a fost cel real,
dac aceast ncurajare a participrii salariailor la privatizare a
fost benefic, dar un lucru este demn de subliniat, i anume: dup
fiecare privatizare mai serioas, invariabil, a urmat un proces sau o
anchet, ceea ce dovedete c nici cei care le-au fcut nu au avut i
nu au cugetul mpcat c s-a procedat cel mai corect.
n aceste condiii, s-au fcut prea muli pai greii pe linia
reformei i n special a privatizrii. De pild, constatm c sute de
mii de spaii comerciale din ntreaga ar au ajuns, practic, ntr-un
avansat proces de degradare, deoarece nu s-a procedat, aa cum era
normal, la privatizarea prin vnzare, dei este tiut faptul c
proprietatea privat este elementul de cpti n dezvoltarea oricrei
iniiative pe piaa liber.
n acest fel, din cauza concesionrilor, nchirierilor pe perioade diferite i uneori la preuri deosebite, cei care le-au folosit
le-au exploatat numai, fr a se gndi c acestea trebuie ntreinute,
mbuntite, dezvoltate .a.m.d.
De aceea, cred c procesul declarativ prin care s-a hotrt
trecerea la vnzare a tuturor acestor spaii trebuie s se realizeze de
ndat i s se accepte plata n mai multe rate.
Ar fi multe de spus n legtur cu acest proces de privatizare,
mai ales n ceea ce privete industria. Este de anticipat ca, n viitor,
ca urmare a msurilor ce se vor lua, producia industrial, mai ales
cea exprimat n uniti fizice, dei lent, s creasc.
Aceasta nu va fi o problem n condiiile n care, concomitent
cu aceast situaie, s-ar pune bazele pentru dezvoltarea activitii n
anumite sectoare care s devin solide i reprezentative pentru
Romnia.
Pe acest fond, numai proiectele i programele detaliate, riguros
ntocmite i cu anse de reuit, pot s constituie elementele de
nceput ale acestui proces.
Pe de alt parte, este de datoria executivului, a ministerelor
coordonatoare, s analizeze n detaliu situaia produciei i serviciilor
din ara noastr, astfel nct s identifice acele sectoare care pot
realiza producie pentru export i s se stabileasc nentrziat
mijloace de stimulare a realizrii acestor exporturi.

9.1. Aspecte generale
n condiiile economiei romneti, aflat n tranziie ctre
economia de pia, construciile i transportul continu s ocupe un
loc semnificativ pe ansamblul economiei naionale.
Avnd n vedere procesul pe care l traverseaz economia n
ara noastr n prezent, este normal ca ponderea acestor activiti,
mai ales n domeniul construciilor, s se deplaseze n sfera
sectorului privat i al populaiei. n aceste condiii, sectorul de stat ia restrns activitatea n construcii, ceea ce are ca efect i reducerea
contribuiei acestei ramuri la realizarea PIB.
Un element negativ n activitile de construcii i transporturi
l reprezint faptul c investiiile n aceste domenii s-au diminuat, de
la un an la altul, pn n 2000, iar n perioada 2001-iunie 2013 s-au
meninut nc la un nivel insuficient.
n perioada 2010-iunie 2013 scderea investiiilor a fost
deosebit de pronunat, n trimestrele II (70,3%), III (69,4%), IV
(60,1%) din 2010 fiind la nivelele prezentate, fa de 2009, trimestre
comparabile. i n 2011 i 2012 s-au confirmat reducerile fa de
trimestrele comparabile din anii precedeni.
n ceea ce privete activitatea n construcii, este de semnalat
c investiii ncepute nainte de anul 1990 nu au fost continuate i
nici nu au fost valorificate integral prin scoaterea la privatizare.

prin cele cinci mnstiri (aflate n jude) care sunt pe lista UNESCO
i care fac parte din patrimoniul mondial. Aici vom ntlni Voroneul
(construit n anul 1488), Arbore (construit n 1503), Humor
(construit n 1530), Moldovia (construit n 1532) i Sucevia
(construit n perioada 1582-1600).
n zona central a Moldovei, zona municipalitii Piatra
Neam, impresioneaz Cheile Bicazului i frumuseile de pe valea
rului Bistria, reprezentate prin vestigii istorice cum sunt: Fortreaa
Neam sau mnstirile Agapia, Vratec etc.
Valea Prahovei, ca i a Timiului sunt atractive pentru
doritorul de odihn, fiind nconjurate de munii Bucegi, Baicului,
Piatra Mare i situate relativ aproape de Bucureti (120-150 km).
Pe Valea Prahovei exist o salb ntreag de staiuni, cum
sunt: Sinaia, Buteni, Azuga ori Predeal.
Braovul i Poiana sa reprezint o alt zon de atracie prin
faptul c aici se pot practica sportul, escaladarea munilor,
vntoarea i exist multe alte posibiliti turistice.
Zona de nord a Olteniei este una foarte cunoscut din punct de
vedere turistic, specifice fiind staiunile balneoclimaterice: Bile
Cciulata, Climneti, Olneti, Govora i altele.
Aceast zon este faimoas i prin arhitectur, folclor i, mai
ales, prin monumentele istorice cum sunt mnstirile: Cozia,
Tismana, Horezu.
Mai spre nord, munii Apuseni ofer o panoram superb prin
reprezentativele peteri: Pojarul Politei, Urilor, Scrioara i, de
asemenea, existena unor lacuri termale, glaciare, unice n felul lor n
sud-estul Europei.
Mai la nord, zona turistic a Maramureului este bogat din
punct de vedere etnografic, folcloric. Aici vom ntlni faimoasele
biserici i mnstiri din lemn i vom admira costumele i specificul
cntecului local.
Din cele cteva aspecte mai sus prezentate, rezult c turismul
reprezint unul dintre elementele eseniale ale bogiilor naturale,
fiind un domeniu de activitate cruia trebuie s i se acorde o atenie
sporit.

Uniunii Europene cele mai multe sosiri s-au nregistrat din Ungaria ,
Bulgaria, Germania i Italia.
Transportul feroviar a nregistrat n anul 2012, comparativ cu
anul 2011, o scdere de -0,9%.
Plecrile vizitatorilor romni n strintate, nregistrate la
punctele de frontier, n anul 2012 au fost n scdere cu 3,9%,
comparativ cu anul 2011. Mijloacele de transport rutier au fost cele
mai utilizate de vizitatorii romni pentru plecrile n strintate
(75,8% din numrul total de plecri).
Turismul n Romnia a crescut pn n 2008 an de an i n
aceast direcie s-au dezvoltat posibiliti care puteau asigura
creterea acestei categorii de servicii n perioada urmtoare.
n 2010-2013, turismul s-a caracterizat, n principal, prin:
ncetinirea procesului de privatizare a turismului;
n domeniul serviciilor turistice s-a temperat traficul de turiti
din rile Uniunii Europene. Astfel, n 2013, turismul din rile
est-europene n Romnia a stagnat. n anul 2010, au intrat n
Romnia, n medie lunar, peste 640.000 de vizitatori strini;
dezvoltarea programelor turistice care au oferit o gam
larg de servicii i produse, n special prin practicarea unor
programe atractive pentru turitii romni i strini;
procesul de reabilitare a plajei Mrii Negre i mbuntirea
condiiilor de superschi n Carpai a fost modest. n cadrul
acestor programe s-a ncercat modernizarea staiunii
Mamaia;
n ceea ce privete turismul la Marea Neagr, acesta a
sczut n 2009 i 2010 comparativ cu 2008. Circa 10.000
de turiti strini au participat la Programul Croazier pe
Dunre;
n sezoanele turistice de iarn s-a nregistrat un numr mai
redus de turiti, dei condiiile climatice din 2009/2010 au fost
favorabile;
reducerea numrului de turiti a avut la baz situaia
financiar dificil a populaiei, dei condiiile s-au meninut
atractive.

Indicele preurilor
de consum al populaiei
11.1. Consideraii generale
Inflaia, sau deprecierea, se calculeaz n ara noastr pe baza
preurilor de consum al populaiei, iar rata de modificare a acestui
indicator se stabilete prin compararea n timp a modificrii acestor
preuri. Acest indice al preurilor de consum trebuie s realizeze o
sintez a evoluiei ntre dou perioade a preurilor tuturor bunurilor i
serviciilor care intr n consumul populaiei.
Practic, este imposibil s fie observate i nregistrate preurile la
toate produsele i serviciile consumate de populaie ntr-o perioad de
timp dat.
De aceea, pentru urmrirea i nregistrarea acestor date statistice
se utilizeaz un eantion de bunuri i servicii care trebuie s fie
reprezentativ, prin structura consumului i a preurilor, astfel nct
rezultatele obinute s poat fi extinse la ntreaga populaie, cu o marj
de eroare ct mai redus.
n analiza acestui indice se impune s fie avute n vedere
urmtoarele aspecte, care au influen asupra evoluiei acestuia de la o
perioad la alta:
populaia nu se poate proteja mpotriva creterii puternice a
preurilor, n general, sau la unele categorii de preuri i
servicii. De aceea, calea cea mai simpl rmne reducerea,
uneori substituirea cu alte produse sau chiar scoaterea din
consum a acestor categorii de produse;
preurile unor produse i servicii consumate de populaie nu
evolueaz pe piaa romneasc n funcie de raportul dintre

ajutor social dein o pondere tot mai mare n totalul populaiei rii i,
mai ales, n totalul populaiei inactive, numrul acestora ncadrnduse, de asemenea, pe o traiectorie ascendent.
Astfel, la sfritul trimestrului doi al anului 2013, se remarca o
uoar scdere a numrului pensionarilor, comparativ cu aceeai perioad
a anului 2012. n cifre absolute, la sfritul anului 2012, se aflau n
categoria pensionari peste 5.455.000 de persoane, iar la 30.06.3012,
5.413.000 pensionari.
Este de remarcat faptul c, n trimestrul I 2011 numrul de
pensionari n plat a fost de 5.628.000 persoane, iar n trimestrul I
2012 a ajuns la 5.531.000 persoane. La 30 iunie 2013, acest indicator
era 5.413.000.
Desigur, este dificil de luat n considerare creterea sau modificarea situaiei pensionarilor de asigurri sociale din agricultur,
unde creterea este nesemnificativ.
Ieirile din sistemul de plat a pensiilor au fost rezonabile,
fiind cauzate, ntr-un procent mare, de decese.
La acest punct trebuie s observm c n ultimii ani a crescut
numrul deceselor i s-a scurtat sperana medie de via a populaiei.
Important ar fi de analizat i modul n care au evoluat structura
i distribuia pensionarilor i a beneficiarilor de ajutoare sociale, n
funcie de sistemul n care acetia au fost inclui.
Astfel, n anul 2011, numrul pensionarilor de asigurri
sociale a fost de 5.547.000, din care 4.733.000 sunt pensionari de
asigurri sociale de stat, iar 656.000 sunt pensionari de asigurri
sociale ale salariailor ce provin din agricultur. n trimestrul I 2012,
numrul pensionarilor de asigurri sociale a fost de 5.523.000
persoane, din care pensionari de asigurari sociale de stat 4.720.000
persoane i pensionari de stat provenind din sistemul agricol 642.000
persoane. La 30.06.2013, 5.407.000 persoane erau pensionari de stat,
iar 570.000 persoane proveneau din sistemul de pensii pentru
agricultur.
Ceilali pensionari reprezint beneficiari de ajutor social i
pensionari IOVR.
Subliniez faptul c n prezent, cnd industria i celelalte ramuri ale economiei naionale sunt supuse unui proces de restructu-

17.1. Evoluia monetar, plasamente i resurse
Un element important n cadrul analizei macroeconomice l
reprezint situaia monetar a unei ri, nelegnd prin aceasta
plasamentele i resursele de care dispune economia naional la un
moment dat, precum i modul n care evolueaz aceasta de la o
perioad la alta.
Analiza acestei situaii trebuie s se fac n deplin corelare cu
rata inflaiei, precum i cu modul n care sunt plasate n cadrul
bilanului consolidat aceste resurse monetare.
Pentru anul 2013, aceast analiz se poate efectua bazndu-ne
pe datele publicate de Institutul Naional de Statistic (Buletin statistic
nr. 7/2013).
Astfel, n perioada menionat, totalul plasamentelor n activ
au fost n luna iulie 2012 de 474.121,1 milioane lei, fa de
479.805,4 milioane lei n decembrie 2012.
n cursul anului 2013, situaia plasamentelor n activ a fost n
cretere, n concordan cu resursele existente pe pia.
Reine atenia faptul c, la capitolul active externe, ncepnd
din 1997 i pn n luna iulie 2013, s-a nregistrat o valoare ridicat
de 178.125,7 milioane lei.
n ceea ce privete activele interne, acestea au fost de
295.995,4 milioane lei, din care creditele neguvernamentale au fost
de 221.432,3 milioane lei.
Creditele guvernamentale s-au ridicat la valoarea de 9.573,8
milioane lei, n timp ce titlurile de valoare negociabile au totalizat

Desigur, ordinea mai sus menionat este cea a riscului pentru
rile dezvoltate. n multe situaii, pentru rile recent industrializate
sau celelalte ri, ordinea n care factorii respectivi joac un rol mai
mare sau mai mic este alta.
n funcie de aceste categorisiri, apar posibiliti de analiz i
de interpretare, pe baza crora se stabilesc clasamente i se confer
un anumit risc de ar fiecrui stat.
Desigur c n analiza i stabilirea riscului de ar al unui stat se
au n vedere dou elemente eseniale, i anume: situaia politic i
situaia economic.
Din punctul de vedere al situaiei politice, se au n vedere:
situaia politic intern, mediul social i relaiile externe pe care le
are ara respectiv.
Referitor la situaia economic, trebuie studiai, mpreun,
indicatorii macroeconomici i, mai ales, deficitul bugetar fa de PIB,
creterea masei monetare, inflaia, investiiile interne raportate la
PIB, importul net de capital, economiile brute interne raportate la
PIB, rata dobnzilor practicate de bncile comerciale etc.
Tot n legtur cu situaia economic se au n vedere rolul
statului n economie, politica de preuri practicat de Guvern,
prioritile abordate n domeniul investiiilor, strategia comercial
(creterea valorii exportului, creterea volumului exportului, competitivitatea, gradul de protecionism).
De asemenea, se are n vedere balana de pli care trebuie
analizat din perspectiva unor indicatori, dintre care eseniali sunt:
balana comercial i soldul acesteia, gradul de acoperire a
importului prin exporturi, valoarea principalelor produse exportate,
balana contului curent fa de PIB etc.

instrumentul su. n aceste condiii, Consiliul, hotrnd n unanimitate, decide imediat, cu privire la adaptrile devenite necesare.
Fr a aduce atingere dispoziiilor privind depunerea tuturor
instrumentelor de ratificare necesare, Tratatul a intrat n vigoare la 1
ianuarie 2008 n cazul n care Consiliul adopt o decizie privind
ambele state aderente, n conformitate cu articolul 39 din Protocolul
prevzut.
n cazul n care se adopt a astfel de decizie cu privire numai
la unul dintre statele aderente, prezentul Tratat a intrat n vigoare
pentru statul respectiv la 1 ianuarie 2008.
De asemenea se subliniaz faptul c, fr a aduce atingere
dispoziiilor alineatului precedent instituiile Uniunii pot adopta
naintea aderrii, msurile prevzute n scopul de a armoniza
legislaia. Aceste msuri intr n vigoare numai n cazul n care, i la
data la care intr n vigoare Tratatul pentru fiecare parte sau pentru
toate la un loc.
n articolul 5 se subliniaz faptul c textul Tratatului de
instituire a unei Constituii pentru Europa, redactat n
limbile bulgar i romn, se anexeaz la Tratat. Aceste
texte sun autentice n aceleai condiii cu cele ale textelor
traduse n limbile celorlalte state deja membre ale Uniunii
Europene.
n ultimul articol se precizeaz c Tratatul este redactat ntr-un
singur exemplar n limbile specifice fiecruia dintre statele membre,
semnatare, toate documentele n limbile respective fiind egal
autentice i depuse n arhivele Guvernului Republicii Italiene, care
va remite o copie certificat pentru conformitate, fiecruia dintre
guvernele celorlalte state.
n articolul 3, alineatul 3 din Protocolul de aderare a Romniei
la Uniunea European se clarific i se precizeaz Conveniile
(Protocoalele) la care Romnia devine parte la data aderrii. Aceste
documente devin obligatorii pentru Romnia, coninnd drepturi i
obligaii n funcie de care trebuie armonizat legislaia, dar mai ales
atitudinea, rii noastre n cadrul Uniunii.

O schem de ajutor sau ajutorul individual implementat ntrun stat membru nainte de data aderrii i aplicabile dup aceast
dat se consider dup aderare ca ajutor existent. n aceast categorie
intr msurile de ajutor care, nainte de data aderrii, au fost evaluate
de autoritatea de control al ajutorului de stat din noul stat membru i
considerate compatibile cu acquis-ul, i fa de care Comisia nu a
ridicat nici o obiecie n temeiul unor rezerve serioase privind
compatibilitatea msurii cu piaa comun.
Toate msurile aplicabile i dup data aderrii care constituie
ajutor de stat i care nu ndeplinesc condiiile stabilite mai sus sunt
considerate drept un ajutor nou dup aderare.
Dispoziiile de mai sus nu se aplic ajutoarelor din sectorul
transporturilor sau altele similare, cu excepia produselor pescreti
i a produselor derivate din acestea.
Dispoziiile de mai sus nu aduc atingere msurilor tranzitorii
privind politica n domeniul concurenei instituite n prezentul
Protocol.
n msura n care un nou stat membru dorete examinarea de
ctre Comisie a unei msuri de ajutor, acesta va pune la dispoziia
Comisiei o list cu ajutoarele existente care au fost evaluate de
autoritatea naional de control al ajutorului de stat i pe care aceast
autoritate le-a gsit compatibile cu acquis-ul, precum i orice alt
informaie care este esenial pentru evaluarea compatibilitii
msurii de ajutor care urmeaz s fie examinat.
n cazul n care Comisia nu obiecteaz cu privire la msura de
ajutor existent, n temeiul unor rezerve serioase n ceea ce privete
compatibilitatea msurii cu piaa comun, n termen de trei luni de la
primirea informaiilor complete cu privire la aceast msur sau de la
primirea declaraiei noului stat membru prin care acesta informeaz
Comisia c informaiile furnizate sunt complete, se consider c nu
s-a ridicat nici o obiecie din partea Comisiei.
Toate msurile de ajutor prezentate Comisiei nainte de data
aderrii sunt supuse procedurii de mai sus, indiferent de faptul c n
perioada de examinare noul stat membru n cauz a devenit deja
membru al Uniunii.

de drept intern poate decide n orice moment s aplice n locul
acestor msuri prevederile Regulamentului 1612/68. Comisia este
informat cu privire la orice asemenea decizie.
Pentru a face fa perturbrilor grave sau riscului producerii
unor astfel de perturbri n anumite sectoare sensibile de servicii de
pe piaa forei de munc din aceste state, care ar putea aprea n
anumite regiuni ca urmare a prestrii transnaionale de servicii, n
msura n care acestea aplic libera circulaie a lucrtorilor romni,
n temeiul dispoziiilor tranzitorii stabilite, msuri de drept intern sau
msuri care rezult din acorduri bilaterale, Germania i Austria pot
deroga,
dup
notificarea
Comisiei,
de
la
articolul
III-144 primul paragraf din Constituie (sunt interzise restriciile
privind libertatea de a presta servicii n cadrul Uniunii cu privire la
resortisanii statelor membre stabilii n alt stat membru dect cel al
beneficiarului serviciilor), n vederea limitrii, n contextul prestrii
de servicii de ctre societile stabilite n Romnia, a circulaiei
temporare a lucrtorilor al cror drept de a munci n Germania i
Austria face obiectul msurilor de drept intern.
Lista sectoarelor de servicii care pot face obiectul acestei
derogri este urmtoarea:
n Germania: construcii, inclusiv ramuri conexe, activiti de
curare a cldirilor i alte servicii;
n Austria: servicii de horticultur; tierea, fasonarea i
finisarea pietrei; construcii metalice i pri componente; construcii,
inclusiv ramuri conexe; activiti n domeniul securitii; activiti de
curare a cldirilor; asisten medical la domiciliu; activiti de
asisten social fr cazare.
n msura n care Germania sau Austria derog de la articolul
III-144 primul paragraf din Constituie, Romnia poate adopta
msuri echivalente, dup notificarea Comisiei.
Aplicarea acestei prevederi nu poate avea ca efect crearea
unor condiii pentru circulaia temporar a lucrtorilor n contextul
prestrii transnaionale de servicii ntre Germania sau Austria i
Romnia mai restrictive dect cele existente la data semnrii
Tratatului de aderare.
