U.S./CUBA POLICY

On December 17, 2014 President Obama announced the U.S. would


normalize relations with Cuba. Since then, the U.S. has lifted travel
restrictions to Cuba, facilitated the flow of remittances to Cuba, re-opened
its embassy in Havana and in March of this year, President Obama became
the first President to travel to the island in over 80 years.
Supporters of the Presidents policy believe that a change in approach was
necessary citing the failure of the 6 decade policy of isolation to result in a
free and democratic Cuba, opponents of the Presidents policy argue that
the opening of diplomatic and economic relations with Cuba risks providing
the Castro regime with additional resources to maintain its grip on power.

The Cuban embassy in Washington D.C. reopened in July of 2015 and


now, many are looking to Miami-Dade County as a logical place to
open a Cuban consulate. Supporters say that the consulate belongs in
Miami-Dade County because of the overwhelming Cuban-American
population living here who are still physically connected with the
island. However, some local leaders insist that placing a consulate
here is having a piece of the Cuban dictatorship present in
Miami-Dade County which is an unacceptable offense to Cuban exiles.

Last month, Carnival Corp. announced that they would be the first American
cruise line to set sail to Cuba in over 50 years. After ticket sales began, it
soon came to light that Cuban-born U.S. citizens would not be allowed on
the cruise in accordance with Cuban law. Opponents perceived this policy to
be discriminatory towards Cuban-born U.S. citizens while proponents
argued that the company was simply abiding by the destination countrys
law. After several protests and a class-action lawsuit, Carnival Corp.
announced on April 25th that the Cuban government changed its policy
regarding Cuban-born U.S. Citizens traveling to Cuba by boat, thus allowing
Carnival Corp. to accept reservations from all U.S. Citizens.
