SUBJECT: REVISION OF LATENT PRINT EVIDENCE SUBMISSION PROCEDURE,
2014 NO. 14-0912-199
The Houston Forensic Science Center (HFSC) will no longer examine all latent print lift
evidence tagged into the Property Division. Investigators and patrol officers submitting latent
prints and requesting an analysis of latent print submissions must initiate a request through the
Laboratory Information Management System (LIMS) located on the HPD portal. This
submission process is the same procedure currently used for other types of evidence submissions.
LIMS requests for latent print comparisons (LPC) must include HPD and SID or FBI numbers
for all individuals to be compared, including the complainant(s) when available. Once the HFSC
receives the submission and request in LIMS, the Latent Print Section of the HFSC will perform
the requested analysis. Latent print evidence will not be analyzed until a request has been
generated through LIMS,
The latent print drop boxes currently located at patrol divisions can continue to be used by
officers to submit latent print envelopes. Officers can also tag their latent print submission
envelopes directly into the property room, Latent print submission envelopes will no longer be
accepted at 1200 Travis, Officers submitting latent print evidence will use the following
procedure in the Records Management System (RMS):
* Select the Property tab in the Automated Reporting System (ARS) and select “EVD
Evidence — Tagged in Property Room” under Involvement type to indicate that latent
prints have been tagged.
+ Officers will be required to use the “Send to Property Room” funetion to complete the
submission regardless of whether the latent prints were directly submitted to the Property
Division or a patrol drop box was used,
To verify that items were successfully tagged and sent to the Property Room, officers can review
entries in the Report Control System (RCS) tab under List.
