Problem statement
In GSM network, to have a good reception of radio signal, it is necessary to accurately predict
the cellular coverage, since the actual Telecom companies in Rwanda always buy propagation
models which have been developed in other regions characterized by different clutters compared
to that in Rwanda, this result in inaccurate coverage estimation that may cause a misuse of
electric power or co-channel interferences. Since empirical propagation models are not
permanently accurate in every region of the world and every period of time; therefore it is
required to tune the propagation model and continue the radio network optimization in order to
keep the quality of service for the user satisfaction.

Abstract
Due to the fact that Kigali is developing at high speed, MTN coverage is found to be weak at
some areas behind high buildings and inside buildings, and also there may be in other areas
coverage overlap which may cause co-channel interferences. Therefore some interest areas and
frequently visited places may not be provided with the desired signal level even though the
network planning has been done carefully, since the planning and optimization of modern
cellular network are carried out by computer algorithms like propagation models which are
simulated in planning tools, therefore it is necessary to properly tune these model and obtain an
accurate coverage prediction. The goal of this work is to examine the performance of the
COST231-Hata model and tune it to fit the data measurements.
The CW measurements have been made during the drive test at Mburabuturo site and the
received signal strength levels were recorded and displayed at each specific position by using the
scanner and Nemo Outdoor software. The measured results are compared with theoretical
predicted signal levels based on the COST231-Hata Model which was simulated in the ASSET
planning tool; the comparison intend to minimize the error between the measured values and the
predicted coverage, thus improve the accuracy of coverage predictions.
