2/16/16 NDHOA Board Meeting

Attending: Rob Welch, Peggy Chandler, Cheryl Smith, Susan Porteous, Cris Wilcox,
Bob Porteous, Robert Clark, Susan Welch, Cliff Curtis

We have a quorum
Tennis committee update Cris reported on the tennis court updates. He gave a
history of $35000 upgrade done about 10 years ago. To do the same upgrade
would be over $60,000. We need to maintain the courts to get the benefit of our
investment.
Cris received 3 company estimates. One wouldnt give estimate, one wouldnt
guarantee the work. The company selected has relationship with fence company
and lighting company. Cris wants to install rail at bottom of fence where fence is
rolling off and to install a leaf gate.
All companies said step one remove overhanging trees to let sun onto the courts.
This will reduce mildew on the court surface. Surface cant be patched until warmer
weather. Cris is working to get the court pressure washed so that they are available
this season. Mens team will pay for the pressure washing as a good will to the
board in exchange for future consideration for replacing court equipment.
Overall cost for court resurfacing, leaf gate, bottom rail, equipment replacement will
come to about $7,000.00. Courts will need resurfacing about every 5 years.
Cris reported that young families with tennis playing children are interested in
playing in the neighborhood if possible. Sarah Bradbury has expressed an interest in
organizing lessons for kids at the home courts and hopefully moving the womens
team back from Bunten.
Current tennis court lights cant be this high anymore to reduce light pollution. But
ours are grandfathered in and are actually better to play under. We need to get
better lights installed. We are looking at replacing the current bulbs. There are 6
poles today.
Minutes Approved by Vote Rob approved, Susan seconded.
Treasurers Report
Collections are behind for this time of year, but may be due to the lateness of the
invoice.
Budget did not change from last year.
Total Assets - $158, 322.35
Total Reserves - $75,878.87
Reserves for Dam Repair - $23,666.80

Budgeted Operating Expenses - $41,181.17


Susan distributed delinquency report. Susan made a motion to transfer legal
representation to Amy Bray from the current attorneys. Motion carried unanimously.
Susan reviewed lien procedures with the group. We have currently about 11 liens at
least.
Peggy motioned to accept the report, Cheryl seconded motion. Report accepted.
Dam Trees
Rob looked at the trees. Feels like the twin tree should be on NDHOA. The survey
markers have fallen. Contact the city and replace the survey stakes or get a new
survey. If the survey indicates that they are encroaching on our property, they will
have to move the fence & relocate the playset.
Cheryl will speak to the neighbors and if there is a question over the property line,
we will ask the city to replace the survey stakes to determine if their fence is on
NDHOA property.
Elections
Ballots have been mailed out.
Erosion Update
Peggy reviewed the emails from Jonathan with the board. We need to get the
council members involved to get the city council members to apply pressure to get
the repairs declared an emergency. Susan will get Billy and Greg to go look, in
person, at the pool. We want to avoid an EPD waiver which will add additional cost
and delay.
Pool Update
Repair of baby pool will cost about $1200. Rob is giving board a heads up.
Landscaping/Entrances
Lights have been replaced at the main entrances. Interesting note there is no
electric bill for the entrances and no meter.
Susan W. sent out letters and the folks at the corner of Brookshire cleaned up the
yard and the corner.
