Before audit the MSC parameter pls first confirm the transimision of Iu/A interface is working fine.
1. paging strategy

Normally the paging strategy as below: 3 paging times, the paging duration are 5s/5s/6s, First Paging with
TMSI/Second Paging with IMSI/Third Paging with IMSI, First Paging send to current LAI/Second Paging send to
current LAI/Third Paging send to all RAN

From the paging counter: we can found out in A interface, the first paging times is most, the second paging
times is less, the third paging times is least.

From paging counter report, suggest to modify the paging strategy as : 3 paging times, modify the paging
duration as 6s/5s/5s, First Paging with TMSI/Second Paging with IMSI/Third Paging with IMSI, First Paging
send to current LAI/Second Paging send to current LAI/Third Paging send to current LAI. Modify the third
paging as LAI.
2. IMSI implicit detach timer in VLR

As network optimization experience, if the IMSI implicit detach timer in MSC is more than 2 hours, so after
reduce the IMSI implicit detach timer, it will improve the paging success rate obviously. Because reduce the
implicit timer, it will helpful for MSC understand the UE state ASAP.
The MSC will not paging the UE implicit detached by MSC, it will reduce the no response times. But the
problem is at the same time to improve the paging success rate, the UE state The user is switch off will
be increase.
So suggest set the MSC implicit detach timer 1.1 times to 1.2 times as BSC T3212. If the BSC T3212 is less
than 30 min, so the MSC implicit detach timer set 2 times and 5 min; if the BSC T3212 is more than 30 min,
we set MSC implicit detach timer 1 times and 5-10 min as BSC T3212.

3. Paging soft parameter audit.

a. P164 BIT4
Normal MSC is not the global multi-area network, the paging soft parameter P164 BIT4, the default value
is 0.

b. P140 BIT4
The function of pre-paging, now the MSC setting is not support pre-paging function, and the soft
parameter P140 BIT4 is 0.

c. P166 BIT15
The call is released before ringing. The system already open.
For the situation of the call is released before ringing, it might be the paging already release but again
come. As usual, system do not measure the paging response, but if this situation is too many, it will
affect the paging success rate too much, as usual, it will decrease the paging success rate 0.1~0.2%.
P166 BIT15 controls whether to measure the PAGING RESP message when a call is released before
ringing. If open, the MSC will measure the PAGING RESP when the call is released before ringing, include
the MTC PAGING RESP, PAGING RESP during Location update, first paging RESP as first paging resp.

d. P1151 BIT7

When GS paging fail, in default, the MSC will send the paging message via A/IU to improve the paging
success rate, the soft parameter P1151 BIT7 determines whether to change the paging route if the
system receive the location update request message through the Gs-interface when paging through the
A-interface or the system receive the gprs detach message through the Gs-interface when paging
through the Gs-interface.

e. P163 BIT0~1
Soft parameter P163 BIT0~1, determines whether to send a paging request to the non-associated SGSN
if the Gs-interface and A/Iu-interface paging request is not acknowledged.

a. Impact with location update.

At the same time of paging, the UE start the location update, the UE will not send paging response
because of UE is busy. When the location update period is short, the impact probability will increase. It
will affect the paging success rate badly.
There are 2 scenario: during the location update, the UE is been paged; when UE is been paged, start
location update process.
P1100BIT1 Controls whether to make the location area update and paging at the same time, for improving the paging
success rate. If the location update fail or during the location update process the UE send a follow on message,
paging fail. Set P1100BIT1 as 0, the MSC server will send the paging message after the UE finish the location update.

b. the impact of paging and service access

At the same time of paging, the UE start service, UE will not response because of UE busy. At this time, the paging will
fail; During the user create the service of sending or receiving SMS, the user already create RR, but the access process is not
finish. At this time the paging will fail; First page the terminal user, after sending the paging message, very soon, the user
sending SMS, if the SMS process continue a little long, it might caused the paging expired; for above 2 scenario, after install
V1R8C3SPH210 and further patch, we can use soft parameter P1100BIT15 to optimized paging procedure if a subscriber is
being paged for the call service while a short message is being transmitted to the subscriber.

After the patch is installed, set bit 15 of P1100 to 0.

MOD MSFP: ID=P1100, MODTYPE=P1, BIT=15, BITVAL=0;
Software Parameter Description
Bit 15 of P1100 (X*** **** **** ****) determines whether the MSC follows the optimized paging procedure if a
subscriber is being paged for the call service while a short message is being transmitted to the subscriber.
= 0: The MSC follows the optimized paging procedure to ensure that paging will be successful.
= 1: The MSC follows the original paging procedure.
The default value is 1.

c. The impact of paging and user switch off

During paging, if the user start switch off process, the paging will no response. P166BIT14 determines
whether to perform the performance measurement when an MS is powered off before sending the
paging response. The involved measurement units are traffic measurement for MTC SUCC rate, paging,
and MSC basic service.
