    This is the document containing ordinance amendments that was sent to the various planning commissions of townships in the CJER region, and also the county planning commission, and then submitted to the Pocono Record for advertising. There is no evidence that the county planning commission actually reviewed it, or that CJER Solicitor Fareri did either, who was the solicitor solely responsible for reviewing these amendments. Regardless, this file was not properly processed by the Pocono Record, because double underlining was printed as single, rendering underlining meaningless since it is impossible to distinguish between text that is to be underlined for emphasis and text that is new. Even more important is that the Record did not print underlining under the words "manufacturing, light" and did not print the word "industry" with strike through, in the water extraction amendment. These were the only two differences from this file, and the probability of this being an error by the Record are less than 1%. The evidence suggests that someone requested the water extraction amendment portion of the ad be altered to disguise its meaning.
