SIR:

I am Ms. ____________________, of the OBO and have been in the office


for ______years as __________________________, in my extensive and
faithful years of service to the government I have never been involved in
any irregularities and I am proud of that, but, I have a family to support and
children to propel to school and because of the inadequate salary of a
government employee, this would not be enough for my familys
requirements, there is a necessity for me to pursue other opportunity to
uplift my earnings to come across our needs, therefore;
The undersigned hereby asks permission to allow me to practice my
profession as _______________________________ but not limited to subcontracting, supervision and representation subject to the faithful
compliance as the law may provide;

Under The Rules Implementing the Code of Conduct of and Ethical


Standards for Public Officials and Employees provide in Rule X Section 1
that no government official or employee shall engage in the private
practice of his profession unless authorized by the Constitution, law or
regulation provided that such practice will not conflict or tend to conflict with
his official functions. Hence, the private practice of profession is allowed if
so provided in the Constitution, law or regulation. Relative thereto, Section
12, Rule XVIII of the Revised Civil rules specifically provides Section 12.
No officer or employee shall engage directly or indirectly in any private
business, vocation or profession, to be connected with any commercial,
credit, agricultural or industrial undertaking without a written permission
from the head of the department. (underscoring supplied)
In view of the above, I fervently hope that this request be given credence
and consideration.
