$3 billion childcare package

Low and middle income families will benefit from an increase to the Child Care
Benefit of 15 per cent.

an increase up to $31 per child per week, or up to $1,627 per year, will provide much
needed relief for the family budget.

The annual cap on the Child Care Rebate will be increased from $7,500 to $10,000
per child, leaving families up to $2,500 per child per year better off.

107,800 families who would otherwise reach the Child Care Rebate cap this financial
year wont have to choose between paying double fees, or dropping out of the
workforce.

LABORS PLAN FOR A MORE CREATIVE AUSTRALIA
A Shorten Labor Government will restore the essential role of the arts and creative industries
to their rightful place in Australias cultural and economic life.
restore the Australia Councils ability to make independent funding decisions and
support the small and medium arts organisations across the country that make the
arts accessible to all Australians.
close the Catalyst fund and return all remaining money to the Australia Council. We
will also boost the Australia Council by providing $20 million a year in new funding
over four years from 2017.

employment and professional development opportunities for regional and remote

$5.4 million to strengthen Australias contemporary live music industry by bringing the
Live Music Office and the Australian Music Centre under the umbrella of an
expanded Sounds Australia to support the development of Australias live music
export industry.
$2 million a year to expand successful school music programs such as Music: Count
Us In, Musica Viva in Schools and the Song Room. We will also invest $350,000 a
year to continue the SongMakers program beyond 2017.

LABORS PLAN FOR TASMANIAN TOURISM JOBS
A Shorten Labor Government will create a new $44 million Tasmania Tourism Infrastructure
Fund to support the tourism industry and build the attractions that will entice tourists and
create local jobs.

LABORS COMMITMENT TO COMMUNITY RADIO
Australian communities will continue to enjoy independent community digital radio, with a
Shorten Labor Government committed to restoring much-needed funding to these services.

This $5.6 million commitment over four years $1.4 million per annum will assist with
digital platform and infrastructure costs including data connectivity, linking, multiplexing and
transmission.

LABORS PLAN FOR COMMUNITY RENEWABLE ENERGY
Labor will ensure the benefits of clean energy are available to all, by creating a network of
Community Power Hubs that will boost jobs and facilitate the installation of small-scale
renewables projects.
A Shorten Labor Government will provide $98.7 million toward the creation of up to ten
Community Power Hubs in the areas of most need, which will deal with the challenges of
implementing renewable energy solutions.

BOOSTING WOMENS SPORT ON BRISBANES SOUTHSIDE
A Shorten Labor government will deliver much-needed upgrades to sporting facilities on the
southside of Brisbane, boosting local teams and supporting women in football.
A Shorten Labor government will fund an upgrade to the Giffin Park facilities, including an
additional new playing field.
The extra facilities, costing $1.2 million, will deliver a boost to the Brisbane Lions, the Roos,
the neighbouring school, womens football, and the community more broadly.
A Shorten Labor Government will also assist with football at Morningside.
The Morningside Panthers were Premiers of the Queensland Australian Football League in
2014 and grand finalists in 2015. Working with local and state governments, Labor will
contribute $50,000 to help fund an expansion of facilities at their home ground, the
Morningside Panthers Football Club.

LABORS PLEDGE FOR A NORTHERN AUSTRALIA TOURISM POWERHOUSE
Labor will allocate $1 billion from the Northern Australia Infrastructure Facility to a Northern
Australia Tourism Infrastructure Fund, to boost partnerships with the tourism sector and
provide incentives for investment in new and upgraded tourism infrastructure across the
north.

LABORS PLAN TO PROTECT THE REEF AND TOURISM INDUSTRY
A Shorten Labor Government will act to protect the Great Barrier Reef, and the 70,000 jobs it
supports, from the disastrous effects of climate change and other threats.
It will be supported by a fund of $500 million over five years, including $377 million of new
investment.

GIVING WOMENS SPORT THE ATTENTION IT DESERVES
A Shorten Labor Government will deliver to the ABC the resources it needs to boost
coverage of womens sport, giving our female sports stars the recognition they so obviously
deserve.
The $21 million in funding Labor will provide to the ABC will increase coverage of womens
sport on both television and digital platforms by approximately 500 live hours over the next
four years.

A Shorten Labor Government will establish a Child Health Hub in Sunbury, giving families
access to a range of integrated allied health services for children.

Establish the Active Ageing Fund to support programs to reduce the risk of dementia,
prevent falls, improve physical activities and healthy lifestyles - enabling older

A Shorten Labor Government will boost Northern Territory Indigenous students access to
education and leadership opportunities by investing in the AFL Michael Long Learning and

The $10.7 million investment will help the Centre take the next step to strengthen and
support young Indigenous Territorians.

for Indigenous Australians, helping to close the shameful gap in chronic disease and life

A Shorten Labor Government will provide $45 million to reduce congestion along Perths
north-western corridor, funding two grade separation projects on one of the citys busiest
commuter routes.

LABORS MEDICARE GUARANTEE
A Shorten Labor Government will give a three-part guarantee that will ensure Medicare is
protected for future generations.
Labors Medicare Guarantee includes:
Abolishing Mr Turnbulls GP Tax by stealth.
Scrapping Mr Turnbulls $5 increase in prescription costs, saving the average
Australian family with two healthy kids more than $400 a year in essential healthcare
costs.
Legislating to ensure Medicare remains in public hands. Labor will introduce
legislation in our first 100 days of government to protect Medicare. Labor will
introduce a special Act of Parliament to enshrine public ownership of Medicare in law.

A Shorten Labor Government will create more jobs and get Perth moving again by investing
in the citys most important public transport project: METRONET.
Initial $1 billion to build new lines and extend the passenger rail network across the city.

LABOR WILL END MALCOLM TURNBULLS MEDICINES PRICE HIKE
a Shorten Labor Government will scrap the Liberals medicines price hike and ensure
healthcare remains affordable for every Australian.
In his horror 2014 Budget, Tony Abbott announced $1.3 billion in cuts to the Pharmaceutical
Benefits Scheme (PBS), to be achieved by increasing co-payments and safety net
thresholds.
This would see co-payments increase by $5 for general patients and by $0.80 for
concessional patients.
We will scrap the Liberals cuts to the PBS, ensuring there will be no increase to the copayments or safety net thresholds on top of regular indexation.
Our plan to keep medicines affordable has been costed by the independent Parliamentary
Budget Office at $971 million over the next four years, and $3.6 billion over the decade.

LABOR WILL ALWAYS FIGHT FOR MEDICARE
Labor will reverse the Turnbull Governments GP Tax by stealth.
Thats why a Shorten Labor Government will restore indexation of the Medicare Benefits
Schedule from 1 January 2017.
Labors policy has been costed independently by the Parliamentary Budget Office and will
have an impact of $2.4 billion over the forward estimates (to 2019-20), and $12.2 billion over
the decade to 2026-27.
Labor will fund this policy through announced improvements to the Budget, including not
proceeding with the new baby bonus, capping VET FEE HELP loans, and not proceeding
with the tax cut for multinational companies.

A Shorten Labor Government will commit up to $50 million to kickstart the critical upgrade of
Sydneys notorious Appin Road to improve capacity, safety and invest in local jobs.

Botany which are currently costing jobs across Sydney.

LABORS $500 MILLION COMMITMENT TO ADELAIDE JOBS AND INFRASTRUCTURE


A Shorten Labor Government will create 2000 jobs in Adelaide by investing in the AdeLINK
project. Labor will invest $500 million to deliver the initial stages of the project, giving the
South Australian economy and local workforce a much-needed boost.

A Shorten Labor Government will make sure school funding is conditional on evidencebased learning programs which are proven to increase student results.
Labor will also provide $4.6 million to expand the use of Targeted Teaching using accurate
information about what students actually understand, and what they are ready to learn next.

A Shorten Labor Government will put people first by reversing Malcolm Turnbulls unfair cuts
to paid parental leave.
Under Labors policy, each year 80,000 families with new babies will be as much as $11,800
better off than they would be under the Liberals.
Labors proposal will cost $1.4 billion over the forward estimates.

disadvantaged Australians and tackle inequality. Labor will legislate so that the competition
regulator must put disadvantaged consumers first.
Amend Section 76 of the Competition and Consumer Act to allow the Courts to apply
higher penalties for conduct that targets or disproportionately impacts disadvantaged
Australians
Include a requirement in the Competition and Consumer Act that the Australian
Competition and Consumer Commission prioritise investigations of conduct that
targets or disproportionately impacts disadvantaged Australians.
