ATHENA WALKTHROUGH
After Logging in
After logging in this will be your main screen.

You can add units and other staff members worktrays by clicking on the + button
and searching (This will be required for team leaders and dependant on access
permissions).

To create a new investigation click on the red chain link/ handcuff button on the top
left of the screen.

As tempting as it may be, DO NOT SAVE your report


until you have added and linked all of the POLE data.
If you save before this point you will lose functionality and end up spending longer
on the report.

DO NOT LEAVE YOUR WORKSTATION before getting the report


past qa. This may result in Athena timing out and you will lose all of
your work.

Location/ Summary Tab
When starting a new investigation you will first come to the following screen.
MANDATORY FIELDS: Date and time reported, Event date and time,
Officer reporting, Offence location, Summary field, Victim is crown.

Complete the mandatory fields on this page (and incident number if applicable)
The summary is much like question three of the initial q set we had in CrimeFile, this
is a place for any further information that would be handy for the officer to see at first
glance.
The first line of this summary will be the type of offence, this also helps when
viewing the incidents on map view (see page 52).
If you use the location type field you will be creating specific POLE data for that
address with the location type attached. Eg if you enter house bungalow in the
location type and then another offence occurs in the garden of that address, there is no

way to change the location type so you would need to create a new record. We could
end up with many records for each address.
Enter postcode or postcode and house number (less is more) and click verify. The
next screen will differ depending on whether the address has already been used in
Athena.
If it has :

Choose the correct address and click select.


If it has not, no results will be brought back, click Create new record from Gazetteer
on bottom right of screen

This will search gazetteer. There will be very few instances when the address will not
be there, please try a thorough search using wildcards eg *south* for Southend-onsea.
Then choose the correct address and click select.

Your Location summary page should now be complete.

If the offence occurred on a street, you will need to search as follows.

STREET RECORD typed in Premises name, and road name and town required.
Verifying and creating as above.

Now scroll along the middle bar and click on the MO tab.

You can search storm from Athena and copy from storm into the Summary box or the
Enquiry logs tab only, (cannot copy victim details to victim box etc). It is unlikely
that we will use this but we can.
Enter the storm number and click on view

This will bring up an overview of the storm report which you can highlight then
choose to copy to Summary or Enquiry log.

Possible Location Summary Tab Problems:


1) Cannot find address:
Matches need to be exact, trying taking out some information of search on road name
and town instead of postcode etc or using wildcards *.
2) I have this screen after clicking on the address I wanted to choose:

3) When searching for towns such as Southend or Clacton you will need to either
type the full Southend-On-Sea or Southend* to find these.

MO TAB
You can enter the classification tab first if you wish (Page 10) as this tab comes
before the MO tab however if dealing with the public it would be best to obtain full
details before you classify.
MANDATORY FIELDS: PNC MO
REQUIRED FIELDS : Keywords (for burglary and robbery)

The PNC MO is mandatory but is limited to 768 Characters (as it gets pulled across to
PNC). Therefore there is a Detailed MO box for if you have a particularly long MO
this second box is not a required field.
Keywords can be added by clicking lookup then typing in the free text box, this is not
required except for burglary and robbery but they can be used for other offences.

You can expand any box that has this symbol in the bottom right corner.

MO field now includes a live spellchecker.

MANDATORY FIELDS: Classification
REQUIRED FIELDS: Keywords if any are applicable.

Click on Lookup box next to Classification.

Search using any of the variety of input fields and click search and choose your
offence.
Unlike CrimeFile you can also enter secondary offences, for eg, assault AND criminal
damage. The higher offence will always go in the Primary Classification box. The
included classification is a repeating field so many can be added.

MANDATORY FIELDS: Classification


REQUIRED FIELDS: Classification category if applicable
The initial classification box is filled in when officers use the quickform (currently
not going to be used) or Mobile Data (due next year) and provides someone for the
officers initial classification. This will remain blank for now.

Non Crime items will also need to be included here, for example hate crime, child
protection or domestic incidents will have a secondary classification. A full list of
these can be found by search for AMO* in the CCCJS code box.

ADMIN Tab
MANDATORY FIELDS: Reporting method
REQUIRED FIELDS: Information given by, details box (depending on
information given by box)

Reporting method, Information given by boxes to be filled in. If this was the victim
you can enter other and put victim in the details box. The other fields will be
covered in OUTCOMES (Page 33) and CLOSING (Pages 33-36)

This is the main part of the Investigation report done. We will now look at adding
POLE data (People Objects Locations, Event)

ADDING AN ORGANISATION:
MANDATORY FIELDS: None
REQUIRED FIELDS: Company name, Organisation type, Address, Telephone
numbers.
To add a company click on the + button on the workbench on the left hand side.

This will change all of your tabs to 2x organistion tabs.


Fill in the company name click on Links. Again, less is more.

This will return any matches for that company, if there are a lot you can refine your
search afterwards. By clicking on organisation search

If the correct company came up you can single click on it, the click Link. In this
case I have a match for Essex Police but not the station I want so I am going to
Create New Record on the bottom right of screen.

Fill in organisation type. Although there are yellow fields, these are NOT mandatory
unless you start typing in the warning marker area. Once complete, click Done. This
will link the organisation.

You can then enter the address and any contact numbers as before. For the location of
offence or you can click use event location which will bring across the address from
the location summary tab.

You will only need to create an involved party as POLE data if there is a suspect
DESCRIPTION ONLY (as rneeds to be added to witness summary tab) or if they are
a SOLE TRADER (as the vss will be required).
If there is no suspect at all, or a full nominal for a suspect the victim rep details can be
entered in the Person to contact from organisation fields below and no VSS is
required.

If there is a suspect description only, a witness nominal will need to be created,

To add a victim click on the + button on the workbench on the left hand side. Then
click link reason of VICTIM

This will change all of your tabs to Victim tabs.

Enter the victims name and click Links

If there is a match, confirm details with the victim to ensure they are all correct, if not,
click Cancel, then Yes.

checked them with the victim. Tick the ones you wish to include and they will be

Once added the report will revert back to the main page. Single click on the victim to
get back to the victim tabs and complete:
Victim information tab: Victim happy to receive letters, injuries, consents to victim
support.

Contract tab: Complete tab fully.

Witness summary is where you can add suspect descriptions. Click on add and fill in
what you can.

ADDING A VICTIM REPRESENTATIVE
REQUIRED FIELDS: Name, date of birth, place of birth, title, ethnicity,
nationality, occupation, spoken language, address, contact number
To add a victim representative, unless they are a witness and a suspect description
needs to be added, there is no need to create a new record using the workbench.
They can be added using the associations tab on the far side of the victims tabs.

Click on add then complete details verifying address as you go. Make sure you choose
Yes for preferred contact box, then click ok.

For the victims contract choose direct contact No with a note for the officer to look
to the associations tab.

Then click on links, the victim rep will be linked to the victim and not the report.

Research and link in the normal way.

This is very similar to the adding a victim. To add a witness click on the + button on

MANDATORY FIELDS: Suspect status and relation to victim on suspect
information tab
REQUIRED FIELDS: Name, date of birth, place of birth, title, ethnicity,

This is very similar to the adding a victim. To add a Suspect click on the + button on
the workbench on the left hand side. Then click link reason of SUSPECT

This will change all of your tabs to Suspect tabs.

Enter the Witness name and click Links

If there is a match, confirm details with the victim to ensure they are all correct, if not,
click Cancel, then Yes.

Complete the suspect information tab

If the suspect already has a Case/ Custody number this can also be linked to the
investigation.
When in the links page, make sure the investigation is highlightes (not any other pole
object) and click Add link

Then click on case, and type in the case/ custody number In the case reference box
and search. Linking as normal.

ADDING A VEHICLE
MANDATORY FIELDS: VRM Type
REQUIRED FIELDS: Circulation type (if stolen), keywords
To add a victim click on the + button on the workbench on the left hand side. Then
click relevant link reason.

This will change all of your tabs to vehicle tabs.

Enter the VRM if known and Click on links


If there is a match, confirm details with the victim to ensure they are all correct, if not
you can create new record.
If there is no VRM you will need to enter whatever details you have and click on
links, creating a new record regardless. It is very unlikely that we would be able to
confirm if one unknown type of vehicle would be the same as the other. Unless there
are linked investigations
If the Vehicle has been stolen please see TOMV section on page 39
If you are criming a Theft FROM motor vehicle you can link the vehicle as
ATTACKED.

QA AND LINKING
After you have completed your mandatory fields and added your POLE data you can
get the investigation ready for closing under the CBI process (page 36) or transfer to
an OIC or unit.
This QA task is just your initial check. It will later be sent for a full QA.
Your investigation status should be NEW if you have not already saved.

Click on save. If you have missed any mandatory fields you will be guided to them. If
not your status will be changed to REQUIRES QA

Give your Investigation a quick check then click on select task and double click onto
QA New Investigation. Choose Accepted and click save. This will change your
status to either Requires Linking, or if you have already linked, to REQUIRES
IMU PROCESSING. If it states requires linking, check your links then choose the
linking task from the select task tab. Choose accept, then done.

Secondary Linking:
You can link two pieces of pole data together by holding

RISK ASSESSMENTS
Risk assessments can be found under the supplementary data panel on the right hand
side. Click on new and choose the relevant assessment and next.

We will be creating the DASH risk assessment for ALL domestic Abuse reports
After the risk assessment you will need to enter the risk level data in the box that
comes up.

Complete each of the questions clicking next to move on.

ADDING DOCUMENTS
You cannot create a question set if your report has not been saved, these should be
done after completion of all mandatory fields and POLE data.
If the Document Management area is
minimised you may need to click on
the arrows to maximise it.

Once you have clicked on Generate you will be given a choice of available letters.

Choose the letter you wish to send then click next.

This will create your letter, click next.

Your document will automatically be linked to the investigation, if the document


relates specifically to any person or address you can also choose to link it to them
additionally. This will not happen often.
Click next. Then enter your name as a staff member and click next.
This will have created a document for you. Some documents will be batch printed as
they are now, some will not. This can be checked by looking at the icon below.

Letters that do not batch print can be emailed or posted following a policy yet to be
decided. You can view the document at any point by highlighting it and clicking
view. This will open up the document in Microsoft Word. From here it can be printed/
saved/ emailed as normal.

ADDING QUESTION SETS
There will be a lot less question sets on Athena as they need to be agreed by every
force using the system. As more forces join, expect there to be less.
To complete a question set click on New under question sets on the bottom right on
your screen. You cannot create a question set if your report has not been saved, these
should be done after completion of all mandatory fields and POLE data.

This will bring up a list of available question sets. Choose the relevant one then click
next

OUTCOMES/ CLOSING WITH AN OUTCOME
The outcome process will change dramatically with Athena.
The OIC will create a task of either Request an outcome and file or Request an
outcome and continue investigation which will be sent to the crime bureau (via their
SGT).
For suspects dealt with in custody the suspect status will be previously updated
automatically. Outcomes themselves will be counted automatically. At this point we
will not need to add the outcome but will need to file the report. Check for obvious
errors and click accept. This will complete any parts of the admin page not already
completed and file the report.
For outcomes NOT dealt with in custody we will receive the same task as above but
will need to add the outcome.
There should be an enquiry log update with a rationale for why the outcome was
chosen, if there is not, reject the task with the reasoning that the enquiry log needs to
be updated. This will create a rejection task in the OICs workload and they will have
to resubmit the task.

If the rationale is included you can add the outcome. This is done by clicking on the
suspect in the workbench then on suspect information tab.

Click on the lookup box and choose the correct outcome, (in this case Charged)

If you hover over the edge of the box you


should be able to resize it to see the full
status.

Click on done and the admin tab will be automatically update with the outcome and
the report will be filed.

OUTCOMES FURTHER INFO
The suspect in the workbench will also be altered depending on the outcome. This
would be seen if you went back into the report.

Be aware that offences such as Charge will show up as interviewed. The exact status
can be found on the suspect information tab.
Alternate offences
Where an alternate offence is charged to that recorded an automatic task is sent to the
DDM to review.
If accepted this will come into Crime Bureau via a task and we will add the charge in
the same way. There is nowhere in the investigation to record the offence that has
been charged and the custody report will be linked to the suspect.
It will be a charged outcome counted against the investigation regardless.

ALLOCATING/ CLOSING CBI PROCESS
Your report should be at the REQUIRES IMU PROCESSING status

Click onto select task then double click on the IMU process Inv task. You will be
given three choices.

Allocating
If this is to be allocated, choose OIC or unit and the relevant Box will be highlighted.

Find the member/ Unit and click done. This will create an Investigation task in the
OICs workload and make them the OIC. This will also remove the report from your
screen.
CBI Process
To close the report as Outcome 18 or 14 and complete the CBI process. Assuming
you have completed the CBI process. Your rationale should be included in the case
assessment question set. If it has not, this can be added as an enquiry log.
See page 52 on how to plot/ search offences in an area for linked crimes.

Go to the admin page and complete the Disposal date and outcome type

Click onto select task tab then double click on the IMU process Inv task. And click
Filed

Then click done.


This will file your report as outcome 14 or 18.

DOMESTICS
REQUIRED FIELDS: Secondary classification, risk assessment (if all answers
are no). PVP domestic abuse tab (on victims page)

When recording a domestic there are a few extra pieces of information to record.
You will need to add the included classification of Domestic Abuse Investigation

All non crime offences can be found by searching amo* in the CCCJS box.

A risk assessment will also need to be created for ALL Domestic Abuse reports (see
page 29) and the nominal records may need to be secondary linked (see page 46).
You will also need to complete the PVP domestic abuse tab on the victim page. This
can be found by clicking on the name of the victim to open the victims tabs.

SAFE contact numbers can be added the same way we do now. By adding the
word SAFE after the number. Although there are areas where we can put remarks on
against the numbers they will not be as obvious to look at.
You may also need to register the interest of Central Referral Unit, (This may be
changing to Central Referral-High, Central Referral-Medium and Central ReferralStandard). This can be done by clicking on the dropdown at the bottom of the select
teak tab (once saved) and choosing Register Interest in Investigation.

THEFT OF MOTOR VEHICLE
When recording a theft of motor vehicle there are a few extra pieces of information to
record.
Add a vehicle with link reason of STOLEN using walkthrough page 27.

Click on circulation type and enter the date and any relevant keywords. Click save
and this will create an outline for the PNC report.

Complete the action to be taken box and ensure the Update PNC box states Yes.
Also ensure that both parts of the Owner force/ station box are filled in using the
Lookup button.
Click OK. Then Done.
This will create a Process Submission of LOS report to PNC for PNC to check the
details.
You will not need to call PNC or send a confirmation message switch. When PNC
accept the task Athena will update PNC in the correct format.

PROPERTY TAB
Click onto the property tab and then add.

Type in the search box and double click on the furthest right hand box. Clicking on
either of the other two will only add the details up until that point.

This will open up the property tabs. Many items will bring up specific tabs, EG this
search has brought up an extra Marine Tab on the right hand side.

Fill in any details you can including the mandatory Status field and click OK.
IMEI and serial numbers can go in the Identifying mark section

There are some tasks that are system generated.

There are also User initiated tasks.


These are more for the officers to change OIC or try to reclassify a crime. The task we
may use is the Request Task. Which is a generic task that can be sent to a unit or
officer for action.
Choose a task by clicking on the dropdown for Select user initated task and click on
Request Task

This will take you to the Perform Task tab. Choose who the task needs to be sent to
and this will open up the other fields for input.

Your workload is split into your personal workload and that of any Units you may
have added.

The workload does NOT automatically refresh. You will need to click refresh
regularly. If you complete a task from your workload and then go back to your
workload it will still be there.
If you try to re-enter the task you will get a message stating it has been done but it
will not leave your workload until you refresh.

ANOTHER WAY TO LINK
The below is purely to provide you with a different option for linking. Please
ignore this is you are not confident that you can use it.
You can link from the links page and avoid the workbench entirely if you wish.
Click on the links button at the bottom of the page. At this point you will only have
the location of offence.

Click on Add link then on person.

This will bring up the search box and you can search and link as above, choosing the
link reason at the end, this can be repeated for as many people as you have.
Bear in mind that you will be linking items to whatever is highlighted blue at the
time.

If you add a comms link with this highlighted as above you will be adding a phone
number to the investigation not to a person.
To add a contact number to Mr Timberlake we would need to single click to highlight
him first.

THEN click add link, Comms and fill in the details.

Add the contact number by linking/ creating and complete the link reason.

Addresses can be added the same way.

SECONDARY LINKING
Sometimes POLE data will need to be linked to other POLE date as well as the
investigation. This will largely be completed by other departments like DAIT but if
you do need to link, this is the process.
Click on the two (or more) POLE data items that need to be linked whilst holding
down the CTRL key on the keyboard then click Link Records

This will give you an option of available link reasons.

BEEN INCLUDED IN THE WALKTHROUGH SHOULD YOU NEED TO.

USING THE MAP TO ADD A LOCATION
Sometimes you may need to add a location for an offence that does not have a name
or address. In this case, leave the address blank and click verify on the address. Click
OK to the pop up.
Then click on the Locate button. On bottom right of screen.

This will bring up a map, you can zoom and scroll to your destination. You will need
to be zoomed in to a certain level before the slelct button is highlighted.

Click select and it will enter the details.

You can click on links, highlight the address and click edit at the bottom of the links
screen if you wish to add more detail. Then click Done. (It will not be changed until
you save the report)

SEARCHING
MANDATORY FIELD: Reason for search
Athena has a very in depth search engine that has three levels of search,
Search (below)
Intermediate Search (page 53)
Advanced Search (not covered)
Search:
You will mostly be using the basic search function. If you need to use intermediate for
any reason, you should seek help from a superuser. If you are planning to use
advanced search, you do not need this walkthrough!
Click on Search tab at the top of your screen.

Each area has its own drop down for further searches or you can click on the item for
the basic search. The choices available will depend on your permissions

search PNC for you so you
will not need to log into
PNC separately

In this instance I am clicking on Person and looking for Mr Timberlake.

Enter details, as always, less is more. The Reason for search field in mandatory.
Then click search on top right of screen.
The performed on behalf of box can be used if you are searching for somebody else.
This will bring back any matches which you can view or edit.

Clicking view will take you to the composite record for the POLE data and show
you everything the object is linked to.

Searching can be done mid investigation. Just click on the Investigation tab at the
top of the screen to continue where you were.

You can also plot locations on a map to look for linked offences. Below if have
conducted a search for all arsons using the Search tab and the classification look up.
I have entered a Reason for search and clicked on search in the top right of screen.
There were 7 results.

You can highlight as many as you wish by holding down the Shift key on your
keyboard and clicking on any you need. I have highlighted all seven. Then clicked
Display on Map

After clicking Display on Map you will be given


A choice of which location you wish to plot. Here
I have chosen Incident Location

You will be taken to a scrollable, zoomable map on which will be plotted all of the
incident location. I have zoomed in to particularly Arson-rife area.

Hovering over an icon with your


mouse will bring up further details
including first line of summary.

Intermediate search:

If you need to dig a bit further into the search (e/g/ for the CBI process), you can use
Intermediate search.
Go to the search tab at the top of the screen.
First click on the dropdown next to investigation, and then click on Intermediate
Search.

This will give you a screen with a series of dropdowns. Each of the sets of arrows on
the right hand side can be dropped down.

For this search, to start with, I have entered dates between 18th and 19th March 2015
for the Event Submitted dates.

I have then scrolled down to Location and clicked the double arrow to drop this
down. I have entered the house number and postcode.

I have then scrolled down again and dropped down the Person section. I have added
the name Justin Timberlake.

This will search for any Jobs with Justin Timberlake at the address given that
occurred between 18th and 19th March this year.

There was one match. If I click on the x next to search results I can adapt the
search. If I widen the dates I get 5 matches.

Using the various options and combinations available to you, you should be able to
perform searches for the CBI process.

WARNING SIGNALS ON POLE DATA
Warning markers can be added to any POLE data. They show up as a red triangle and
change the details to red in the links page.

Warning signals are crucial in ensuring people using Athena are accurately aware of
risks associated with the POLE.
If you forget to add a warning signal to a person, object or location you could be
putting people at risk. This is one of your most important roles when linking POLE
objects
They can be added in the Person details tab on the main nominal data page. Either
when adding the person, or later, by clicking on Links, highlighting the person, then
clicking Edit.

Some are automatic such as the one pictured for repeat victim, others need to be
added manually.

In order to maximise the effectiveness of the warning markers there is a standard way
of doing this. It is crucial you add warning signals in the format shown below.

Source/Justification: type PIR


Type: Use Warning Signal or Other to keep consistency.
Value: Enter appropriate signal e.g. Animal cruelty, Drugs, Firearms, Officer Safety,
Other intelligence, Violent, Visor Sexual, Weapons
Further Description: At this stage it is really important you enter the text in the format
of PIR 42/xxxxxx/15- (four or five words ONLY, be factual and brief)
The reason for this is that when you view the persons record from the search screen it
will look like the below.

FREQUENTLY ASKED QUESTIONS
Removing a nominal from a report:
If the Pole object has NOT been linked you can click on the minus button in the
workbench.

If the Pole object HAS been linked you will need to click on links, highlight the
POLE object (single click), then click delete at the bottom of the screen.

Choose your reason then click OK.


What is an orphaned record and will my POLE data disappear:

An orphaned record is a record that is not linked OR attached to an investigation or


any other part of the system.
After a period of time, orphaned records are wiped from the system
If the person is attached to a report but not yet linked it is not orphaned and will not
be wiped.

Linking an investigation to another investigation:
We will not need to link reports for repeat victims etc the each investigation will be
linked to the victims POLE data. A search for the person will bring up everything they
are linked to.

However there will be times where a few neighbours may have had criminal damage
and you will want to link them. To do this, click on Links then Add link at bottom
left of links page.
Click on
investigations and
type in the number
and search on top
right of screen

Choose the report then click select then choose link reason

Adding an Operation
Existing operations will have been created as POLE data, link them in the same way
as above, clicking on Operation, instead of Investigation.
I am unable to create a document/ question set.
You will need to save the investigation first some items cannot be generated under the
status of new.
