RULES OF PROCEDURE
Definitions
Chair President Ocer(s) of the commi6ee also referred to as Director or Dias.
When addressed, they should be referred to as Honorable Chair or similar. All
statements should begin by addressing the Chair. Ie: Thank you Madam Chair, the
delegate of the United Kingdom would like to or Distinguished Chairs, the
Delegate of Italy would like to raise a point
Delegate A representative of a country to a UN Commi6ee.
Delegation A group of delegates representing the same country in a
conference, often in dierent committees.
Committee Also referred to as Forum. A conference hosts various commi6ees
focused on dierent themes. (Ie: Human Rights, Economic Aairs, International
Security)
Simply Majority 50% +1 of delegates present in a committee.
2/3 Majority Self-explanatory, 2/3+1 of delegates present in a commi6ee.
House All delegates present in the commi6ee are referred to as the House.
Rules of Procedure
1. Opening of the Debate
1.1At the beginning of each session, the Chair will call the meeting to order.
Following, the Chair will proceed to a role-call. When delegates hear their
delegation call, they should raise their placard and say present.
Delegates who are late should inform the Chair of their presence by writing
them a note.
1.2The Chair will then introduce a minute of silent prayer or meditation
before the committee enters into session.
2. Se3ng of the Agenda
2.1The Chair will inform the House of topics on the agenda, and entertain a
short debate to decide which will be adopted first.
2.2The Chair will entertain two speakers in favor of each topic, Points of
Information are not in order.
2.3Simple majority is required to adopt a topic.
3. Opening of the Speakers List
3.1The Chair will propose a speakers time the maximum time for which a
delegate may hold the floor and a debate time the maximum time for
which the committee may entertain a single topic.
3.2Speakers time and debate time will be voted on by the committee, simple
majority is required for them to pass.
RULES OF PROCEDURE
3.3 Speakers time and debate time can be amended via motion. If such a motion
is put forward, the Chair will entertain it immediately. The delegate proposing it
will give a short speech to the commi6ee. No points of order of further speakers
are in order, simple majority is required.
4. Speakers List
4.1Delegates wishing to be added to the Speakers List should raise their
placard when called by the Chair, or alternatively send them a message.
4.2A delegate may not appear more than once at the same time on the
Speakers list.
4.3Once the Speakers List has been exhausted, the Commi6ee will move to
voting procedures on the question at hand. The chair will then ask if there
are further draft resolutions to be introduced or motions. If there are none,
the Chair will close debate on the current topic.
4.4Speakers List may be exhausted either by there being no further delegates
wishing to speak, of by finishing the time allocated to a specific item
5. Speaker
5.1A speaker having been called to the floor may deliver a speech of length
not exceeding the commi6ees speakers Mme.
5.2If, at the end of their speech, they still have time left, they may yield that
time to questions. In that case, the Chair will call on the floor and give the
floor to delegates wishing to ask a question. Rights of reply (Ie: Asking more
than one question per delegate) or dialogue between delegates is not
allowed.
5.3Yielding the floor to another delegation is not in order.
5.4Speakers must refer to themselves in third person (Ie: This delegate
believes) and address other members using their titles (Ie: The
delegate of The Chair)
6. Introducing a Draft Resolution
6.1Draft resolutions which have been signed by at least 1/3 of Commi6ee
Members can be introduced for formal debate.
6.2Any delegate wishing to introduce a draft resolution should do so when
no speaker has the floor and no draft resolution is being debated by
raising a motion to introduce their draft resolution.
6.3The draft resolution will be projected and the delegate will give a short
speech in favor of it.
6.4Simple majority is required to introduce a draft resolution.
6.5If a draft resolution is introduced, the Chair will propose an amount of
time to devolve to it, simple majority is required to pass the proposal.
6.6If a resolution is introduced, the Speakers List will be resumed from its
current state with debate centered on the draft resolution.
RULES OF PROCEDURE
Informal Debate
10.1 If a motion for informal debate passes, the speakers list will be
suspended for a set amount of time and delegates will be free to discuss
informally with other members of the commi6ee. Delegates are not
obliged to speak in third person.

Point of Order
11.1 A point of order can be raised at any time if a delegate thinks that
rules of procedure are not being followed or they are being oended.
11.2 The Chair will immediately interrupt the debate and grant the floor to
the delegate who moved the point of order.
