Under Marshall law

By Kate Taylor
Federal politics has found its way into the debate over the
proposed CFA Enterprise Bargaining Agreement and the
views are fiery.
Prime Minister Malcolm Turnbull announced that if the
Coalition government is re-elected in July, it would amend
the Fair Work Act so the Act can no longer be misused to
undermine volunteer emergency services bodies.

The Turnbull
Coalition Government is extremely
disappointed at news recently that the Victorian Labor
Government intends to proceed with its plan to hand over
control of the Victorian Country Fire Authority to the
United Firefighters Union under the guise of a destructive
new Enterprise Bargaining Agreement, read a Coalition
statement.

With Moorabool brigades furious over the proposed EBA,

Ballan-based Nationals candidate for the seat of Ballarat,
Paul Tatchell, fired up in response to the proposal.
Mr Tatchell said country people have had a gutful of
misrepresentation, manipulation, and mismanagement,
taking a swipe at politicians who use campaign volunteers
dressed in firefighter uniforms.
Unions need to do what they are paid to do, protect their
members; not stand on polling booths intimidating decent
people, and misrepresenting the heart of country life:
volunteerism, he said.
Mr Tatchell continued his stinging attack on the Victorian
Labor government.
Daniel Andrews has chosen to dance with the devil in the
pale moonlight; Peter Marshall (UFU Secretary) is a militant
thug that uses Mick Gatto as his poster boy as the ageing

GAS DUCTED HEATING

From $2,750

two-bob gangster tries to buy his way into decency with illgotten gains.
Country people are not only tougher than that, they do it
with integrity - its gone from the Carlton Gang to the Spring
Street gang, as the Premier and the silent jellyfish bowl full of
invertebrate Country comrades hide in silence.
Andrews is nothing but Marshalls marionette with way
too many strings attached.
As for Jimmy The Rat Merlino, he is about as relevant to
the CFA and country Victoria as a three legged Shih-tzu with
a water pistol!
The issue has so far seen former Emergency Services
Minister, Jane Garrett resign alongside CFA CEO Lucinda
Nolan. The CFA Board has been sacked, and large protests
have been conducted by CFA volunteers.

Revved up for
Aussie titles

Most nine-year-olds are

there is one young boy who
has a huge passion for a bike
with a motor.
Brandyn Thewma has just
completed his first Junior
Victorian MotoX title to finish
fourth overall from 22 riders
in his Division 2 50cc class.
His mother Rayleen said he
hopes one day to become a
professional rider.
Brandyn went into the competition with the goal to finish
in the top ten and achieved
that by coming fourth.
Ms Thewma said her son
started competitive racing
in 2015 and competed in the
Western Region of Victoria
finishing third overall.
This year we will be taking Brandyn around the State

It is not as easy as just riding
a motor bike either; a special

Brandyn and signed off by
a qualified coach, and he
must also answer a series of

It is no different than getting any other licence Ms
Thewma said.
Despite many hours spent
training on the bike, Brandyn also has ongoing coaching sessions with his biggest
goal, to compete at the Junior Aussie Titles to be held in

Name only
change to
hospital

Open
8am-6pm
7 Days

By Jessica Howard
Bacchus Marsh Hospital
officials are out to dispel rumours that the Emergency
Care Department no longer
exists.
The Moorabool News was
recently contacted by concerned community members who believed the department was no longer a
part of the hospital, meaning
ambulances could not enter
or exit the premises.
However, a spokesperson
for Djerriwarrh Health Services has confirmed that the
only change to the Emergency Care Department is
its name.
In April of this year, the department was renamed the
Bacchus Marsh Urgent Care
Centre in order to bring the
hospital into line with other
similar health services in
Victoria.
These services follow a
Department of Health and
Human Services directive issued in 2011 about Emergency Department signage. The
directive is based on a 2010
Coroners recommendation
that the term Emergency
Department should not be
used at small and rural hospitals equipped only to handle urgent care cases.
The spokesperson for DjHS
said the change was to make
it clear to communities of
the service capabilities at the
hospital.
Services at the Bacchus
Marsh Hospital have not
changed since the Emergency Department was
renamed the Urgent Care
Centre in April 2016; ambulances are able to enter and
exit as always.
Ambulance Victoria Regional Director Metro West,
Anthony Carlyon said decisions about patient care,
including which hospital to
transport them to, was always made in the patients
best interest.
Bacchus Marsh is well
served by a team of dedicated paramedics who are
proud to help their local
community and surrounding areas, he said.
Paramedics
transport
patients to the most appropriate hospital that is able
to provide the level of care
required. We continue to
transport patients to Bacchus Marsh if it is the most
appropriate hospital for
them.
The Bacchus Marsh Urgent
Care Centre provides urgent
medical services seven days
a week, including the management of acute injuries,
acute illness and short term
medical problems.

Court in
action

Under Marshall law

continued from page 1

One of those protests was held

in Ballan last Saturday afternoon. CFA volunteers from
the Bacchus Marsh and Ballan
Group Fire Brigades gathered
outside the 108 year-old building with support from Federal
Senator Bridget McKenzie and
local Nationals candidate Paul
Tatchell.
We must try and unite somehow and keep going, or this will
be all over, they will roll us,
said one member at the Ballan
Station.
Senator McKenzie said that this
is the hardest thing in a political
fight, being at one; have a game
plan, everyone has their role and
you just roll it out.
It is about getting organised
together and be very clear about
what the goal is and implement
that plan.
When members raised concerns
about how they get the word out,
Ms McKenzie said, you have a
representative body that has
everybodys emails, I dont know
why you dont all have a list.
A brigade member from Meredith said he received a call
from a brigade member whose
captain is pro union; none of the
information I have been pushing
in our district has been getting
to our brigade members.
Ms McKenzie went on to say
this is the great tragedy of all
this.
I think paid and volunteer firefighters have worked very hard

to work together for the communitys benefit over a long period

of time and it is this that has
reaped that asunder; and this is
the great tragedy.
John Zaina from the Morrisons
brigade said those that dont
know, the membership of the
UFU, in the CFA is about 900,
and there are 60,000 volunteers,
and we have to keep that in
perspective.
Member for Buninyong Geoff
Howard got a mention when a
volunteer asked if . anyone
spoken to Geoff Howard, he is
the local member?
After the laughter died down
Bill Smith from the Ballan Brigade said he had spoken to him
and told him pretty much to
Wake up Geoff.
He has his head in the sand; he
doesnt want to know about it.
He said it is all emotional, emotional, emotional and nothing
has changed, you still get your
trucks out the door he said.
I invited him out here last
Monday night but he declined;
I then asked when can you get
out here and he said, When the
time is good.
Federal Minister for Employment Senator Michaelia Cash
said in a statement that Bill
Shorten is at the centre of this
issue and cannot escape his
responsibility.
He met with UFU boss Peter

Marshall in his Canberra office

in April and did a deal to give
the union control of the CFA
after it had threatened to campaign for the Greens in innercity Melbourne seats.
Victorias 60,000 CFA volun-

teers are the human cost of Bill

Shortens deal with the UFU.
Members, families and friends
were encouraged to tie a yellow ribbon to their vehicles in a
show of support for the Hands
off CFA cause.

The perils of fraud and deception have

been showcased in the Bacchus Marsh
Magistrates Court this week.
Monique Humphrey, a 31 year-old single
mother of one, was charged with offences
dating back to January 2014 after not paying
one of her employees.
Ms Humphrey created a startup business
that centered on skilled driver training.
After employing the victim to handle
administration duties the accused did not
pay her as agreed.
This continued until September of 2014
when it was discovered by the affected
party that she had not been paid at all since
commencing work.
In addition, the accused completed home
loan documents claiming she was the
manager of the business, despite the fact
it wasnt actually operational, and had no
income.
In her defence it was stated that she did
legitimately try to start the business and
had apologised to the affected party via
email.
The court heard Ms Humphrey has already
started to pay back the almost $17,000 owed
to the victim through Fair Work Australia.
In his sentencing, Magistrate Gregory
Robinson committed Ms Humphrey to 100
hours of community work to be completed
over a 12-month period. In his final address
Mr Robinson said,to mark the seriousness
of the crime I am ordering a community
corrections order, which is one step before
jail.
Youve put her (the victim) under
emotional strain and I cant change that.

Local in the running

By Kate Taylor

Ballan-based federal election candidate Paul Tatchell

has drawn the second spot on voters ballot papers.
Contesting the seat of Ballarat for the National Party,
Mr Tatchells name will appear ahead of that of
incumbent Catherine King for the Labor party, who
drew third spot.
Top spot was drawn by Dianne Colbert from AUC,
while fourth position went to independent candidate
Bren Eckel, followed by Greens candidate Alice
Barnes, Graham Howard from Family First, Tran Tran
from Rise Up Australia, and lastly, Liberals candidate
Sarah Wade.
The draw came as preferences were announced, with
Mr Tatchell having received a preferences boost from
the two fellow major parties.
Catherine Kings how to vote card lists the Greens
candidate as second on her ballot and Mr Tatchell as
third.
Meanwhile the Liberal card instructs voters to
number Mr Tatchell as second, followed by the Family
First candidate.
The Greens how to vote card is non-committal and
lists only the partys candidate in the number one
position, leaving the remaining positions unallocated.

Councillor confusion surrounding councils New Tourism

Event Grants program has forced the consideration of a
recipient to be delayed.
A report tabled at the June council meeting recommended
awarding more than $3000 to the Bacchus Marsh Aquatic
Community Consortium to stage and promote the 2016 and
2017 Bacchus Marsh Horticulture Shows
However it was pointed out that the amount of funding
requested by groups fell short of the amount of funding
made available under the program just one application for
funding was made under the round, the programs third.
East Ward Councillor Dave Edwards asked at the meeting
how the grants program had been advertised.
I dont recall this being advertised, added Woodlands
Ward Councillor Pat Toohey.
The $3,114 grant, doubled as it was to be awarded for two
financial years, would leave a total of $18,572 in unallocated
funds, which were recommended to be rolled over into a
fourth round of funding.
Councillors passed a motion moved by Cr Toohey to defer
consideration of the item until councillors could be advised
on how it was advertised and so that due process could be
undertaken, so that the program is advertised by the same
method as the Community Grants program.

Call to clean up Act

By Jessica Howard
Should local and state governments be doing more to
protect potentially significant artefacts?
The exposure of old brickworks at the site of a Bacchus
Marsh Coles Express Service
Station has raised concerns
that not all construction
companies are fully aware of
the Heritage Act 1995.
The Moorabool News reported last month that an artefact had been uncovered at
the construction site on the
corner of Gell and Bennett
Streets on April 22, however
was enclosed within a few
hours.
Section 132 of the Heritage
Act states that when archaeological relics are discovered
in the course of any construction or excavation, the
discovery must be reported
as soon as possible.
Project Manager Lee Gommersall said he wasnt aware
of the information written in
the Act, meaning the expo-

sure of the brickworks was

not reported.
The Moorabool News informed both Heritage Victoria and Moorabool Shire
Council of the findings for
the first time last month.
There are no policies currently
implemented
by
Council that require developers to report the uncovering of objects, nor is any necessary information written
in the Heritage Act included
within planning permits.
Manager for Statutory Planning and Community Safety, Rob Fillisch said Heritage
Victoria had been contacted
and someone had visited the
site to have discussions with
the project manager.
Heritage Victoria advised
that Council has no responsibility for this issue and if
any action was to be undertaken, it would be done by
Heritage Victoria as the responsible authority, he said.
Heritage Victorias regional
archaeologist David Ban-

near, who visited the site on

May 24, identified the brickworks as a late 19th century,
perhaps early 20th century,
underground cistern or water tank, despite only seeing
a photo image of the feature
that was taken by a community member.
In documents supplied to
Council by the building
contractor and obtained
by The Moorabool News, it
states that throughout the
excavation works on site,
buried rubble, footings,
walls, building material and
important fill were encountered and removed.
The remainder of the brick
structure was removed and
the area backfilled with
crushed rock to provide access to the excavation (this
was done on 15/4/16). The
structure did not extend any
further beyond the excavation, nor any deeper, the
document said.
The miscellaneous inground structures were

dealt with as they were

found by the site team and
either left in place or removed as directed by the
project structural engineer.
All brickwork had to be removed where under structural pavements or footings,
but could remain in landscape area.
A spokesperson for Victorias Minister for Planning,
Richard Wynne said he was
aware that HV had met with
both the developers and
Council to ensure they were
aware of what to do when
these matters arise.
HV has found that reburying the artefacts was appropriate, he said.
Moorabool Shire Council
might wish to provide residents and developers with
information they need to
understand their responsibilities under the Heritage
Act and other building acts,
but councils do not have a
direct role when artefacts
are uncovered.

East
Moorabool
ward
councillor, John Spain said
although he could not speak
for Council, he would not
support the development of
a policy that required builders to report any uncovered
objects.
In a time of rate capping
and
receding
financial
grants from state and federal
grants for local government
operations, Council should
not encumber itself with
additional ongoing responsibilities that will have to be
paid for by ratepayers, he
said.
I would not support the
development of a policy
that unilaterally adds to
Councils
responsibilities
or implies that Council has
a heritage compliance role
beyond the Moorabool Planning Scheme.
Mr Spain said he was a
little sceptical that most
developers, contractors and
builders remain unaware of
their responsibilities under
the Heritage Act.

Heritage Victoria spokesperson Pauline Hitchins

said once the location of the
exposure had been advised,
the issue was followed up
and the site records for Bacchus Marsh had been updated. She said no further
action was proposed.

The question still remains

where are or were, the uncovered remains removed
to, as stated by the site manager? A question no one can
or will answer.
The Bacchus Marsh Historical society told the Moorabool News they would
have been happy to have
the opportunity to keep
the remains if they were to
be removed. Now it seems
these historical remains are
history.

Kids shed just Beachy

There are many people in

this world who care deeply
about the welfare and education of children, and local
teacher, Les Beacham is no
exception. Having begun his
teaching career in the mid
1960s, he has been working with children for over
50 years. Its impossible to
calculate how many students have benefited from
the care and guidance of
Mr Beacham, or Beachy as
he is affectionately known,
but it would number in the
thousands.
Les has a knack for teaching
kids hands-on skills, with
woodwork being his speciality. Less most recent position
at Gordon Primary School
saw him pulling up once
a week with his 6x4 trailer
and unloading endless tools,

old bicycle wheels, pieces

of timber and various other
items designed to inspire
and extend his students. The
school grounds would be
filled with children designing, sawing, drilling and
hammering to their hearts
content.
Over time, Less trailer gave
way to a more ambitious
project, namely, to install
a Kids Shed at the school
a place where woodwork
and other related skills can
be regularly taught. Thanks
to the shared efforts of Les
and Gordon Primary School
Principal, Russel Cowan,
the first of (hopefully) many
sheds was recently funded
and built at the school.
But theres a sad footnote
to the story. Les has recently
been diagnosed with cancer
and is consequently very
ill. So as a gesture of thanks

and recognition, the teachers and students at Gordon

Primary decided to dedicate
their shed to their beloved
Beachy. With the help of local sculptor and school dad,

Paul Blizzard, a hand-crafted steel sign, Beachys Shed

was recently installed over
the entrance to this special
place. Last week, students,
staff, parents and Less

happen.
Students then presented
Mr Beacham with a book of
letters and drawings, sharing their thoughts about
what he has meant to them.
Sean from Grade 5 wrote,
Beachy is the sort of bloke
youd want to be friends
with. I made a pencil holder
with him and I still use it
every day. He is always nice,
friendly and gives you help
whenever you need. He
never does the work for you,
instead he gives you clear
instructions and encouragement to make it yourself.
Conor from Grade 6 wrote,

the official opening.
Moorabool Councillor (on
leave) and National Party
candidate Paul Tatchell
attended the opening of
Beachys Shed, reminding
everyone of the enormous
contribution Les has made,
not just to Gordon Primary,
but to countless children
and families over the years.
Its thanks to people like
Les that our communities are made stronger, Cr
Tatchell said.
A grateful and somewhat
emotional Beachy said a few
short words of thanks, sharing his passion for teaching
and urging everyone to get
behind the idea of installing
kids sheds in schools.
Kids need this sort of
stuff, he said.
We need to encourage our

Council applies
for recreational
funding

By Kate Taylor
Three major projects will be put forward for
state government funding by council through
Sport and Recreation Victorias Community
Sports Infrastructure Fund.
The projects are lighting at the Masons
Lane sports ground, the Bacchus Marsh BMX
track development, and the Bacchus Marsh
Racecourse Reserve community sports hub.
Submissions were originally also considered
for other projects but were abandoned on the
advice of SRV, including the Bacchus Marsh
Lawn Tennis Club court conversion, which
needed confirmation of the funding model
including councils commitment to the project,
but was considered a good project for the next
funding round; the Darley Cricket Net Project,
which had no design or quotations provided,
with further pre-planning recommended; and
the Elaine Cricket Club bore installation, with
the project funding model not meeting the
guidelines for the program.
Moorabools need for more indoor stadiums
was also noted, with the Bacchus Marsh
Basketball Association having made enquiries
but no formal submission for a grant to conduct
a feasibility study into more courts.
When discussed with SRV it was mentioned
there is going to be an Indoor Sports Funding
Program with guidelines being developed,
therefore it was recommended to apply through
the planning category to undertake an Indoor
Court Feasibility Study which would plan for
future court growth and begin the process for
applications to State Government in future years
for increased indoor court provision, read a
report tabled at the June council meeting.
The funding is provided on a 2:1 basis,
with council having to put in $15,000 for the
maximum $30,000 grant.
East Ward Councillor Dave Edwards added a
point to the motion that included putting the
$15,000 funding into councils Capital Works
Seed Funding allocation, saying that the need
for more basketball courts in Bacchus Marsh is
desperate.
The report also recommended that, subject to
budget approval, council endorse the submission
of an application for the Ballan Netball Tennis
reconstruction project to the next round of the
Country Football grant Program.
However, Woodlands Ward Councillor Pat
Toohey objected, saying that it could set a
precedent for other clubs that seek similar
funding, and the word endorse was changed
to move forward as a submission.

Nutting out No whinny

for permit
the core
business
By Kate Taylor

By Kate Taylor

Three major services provided by

Moorabool Shire Council are now under
review.
A report tabled at the June council meeting
recommended the reviews into Aged and
Disability services as well as Parks and
Gardens, and School Crossing supervisors.
Part of the reviews will include
investigating whether council is the most
appropriate agency to provide the services.
Previous service reviews undertaken
since 2011 have included the Rural Library
Service, Community Grants Program,
Community Development Fund, Family
Day Care, Leisure Services, Fleet Policy,
Street Sweeping and Statutory Planning.
Council provision of Family Day Care and
Leisure Services were outsourced following
those reviews.
The
proposed
Service
Reviews
demonstrate the Councils commitment
to ensuring that each service is aligned to
Councils strategic direction, valued by its
communities, and delivered in the most
responsible and sustainable manner, wrote
CEO Rob Croxford in the report.
A community consultation plan for each
review is now being prepared.

Councillors have rejected a planning

permit application to subdivide and
realign boundaries on a Coimadai
property.
The land, on Diggers Rest Road,
is approximately 35Ha, with the
proposal to carve off a 4.54Ha parcel
of land to be vacant, leaving about
30Ha as the existing equine business.
If this application was to be
supported a 4.54ha lot would be
created that may create a further
opportunity in the future for the lot
to be excised from the established
horse enterprise and sold off for rural
residential development. It is not
considered that this potential outcome
should be supported, read a report
tabled at the June council meeting.
The property is in a Farming Zone,
close to both the Boral quarry and the
Merrimu Reservoir; it is also covered
by an Environmental Significance
Overlay, with Western Water having
objected to the proposal as it is in the
catchment area for the reservoir.
The application was rejected on a
number of grounds, including that
it did not meet the recommended
40ha minimum lot size, however
council was also required to reject the
proposal as Western Water had lodged
an objection.

Amendment
raises concerns

By Kate Taylor
An upcoming special council meeting will hear submissions on a proposed overlay
which could have a significant impact on many Bacchus
Marsh properties, from insurance premium rises to building restrictions.
Known as Amendment
C73, the proposed planning scheme amendment is
to introduce new flood risk
planning controls into the
Moorabool Planning Scheme,
including flood extent mapping (Land Subject to Inundation Overlay and Special
Building Overlay) and changes to the planning scheme
provisions.
Amendment C73 is set to
implement three Melbourne
Water flood studies relating to the Werribee River,
Lerderderg River and urban
drainage system within the
townships of Bacchus Marsh
and Ballan.
The new controls also implement a range of other flood
modelling work relating to
rural areas within the catchments of the Werribee River,

Lerderderg River and Little

River.
Council exhibited Amendment C73 earlier this year,
and received 44 submissions,
which will be considered at
the special meeting, with
councillors set to vote on
whether to refer the matter
to an independent planning
panel, or to abandon the
amendment.
Melbourne Water representatives are also set to speak at
the meeting.
Resident and ratepayer William Wilson said that the proposal could have a significant
impact on residents, urging
fellow residents to contact
their ward councillors to
make their views known.
A very substantial part of
the Bacchus Marsh township
and residential area is covered by this proposal, and it
will have very serious consequences for any property covered by its implementation,
Mr Wilson said.
I have no doubt the amendment will mean, for properties engulfed by it, that your
insurance premiums could
rise, that you may be constrained from using your land

as you are entitled to now.

Mr Wilson said the amendment simply transfers the discretionary ability from local
administration to Melbourne
Water.
What next? You may have
to put a steeper pitched roof
on your home to cover a onein-100 year snowfall. This is
just a mechanism for Melbourne Water to assume control of matters that can and
should be dealt with at a local
level.
It will take five minutes to
adopt this computer-modelled assumptive witch hunt
for what will flood when
with crystal-ball gazing nonsense and the next 100
years to untangle it from our
everyday lives.
The Special Meeting of
Council will be held on
Wednesday 22 June from 6pm
at the Lerderderg Librarys
James Young room.
If you wish to see how your
property may be affected by
the proposed overlays, please

Exploring the arts

Art is not just drawing or painting, and
during Arts Week students at Bacchus
Marsh Primary School experienced the
many different aspects of art.
It was an action packed week as the school
held their annual Week of the Arts.
Students and teachers created a Flash
Mob dance at the Opening Ceremony
with principal Melinda Williams officially
declaring the week open.
There were many workshops held during
the week and this gave our students the
opportunity to partake in a variety of
activities that included Beat Boxing, Group
dancing and group art works.
Ms Willams said students also made their
own musical instruments and held a jam
session.
Award winning Indigenous artist John
Muir was the schools special guest, holding
a workshop, explaining his upbringing, his
artwork and how he pursued his passion
of art.
The highlight for the school was the Art
Exhibition, open to all families and friends
that showcased the works by the students.
As with any major event there was a
closing ceremony, Bollywood style.
Music teacher Alison Thompson said, It
was just fantastic to see so many families
come out to see the performances and the
artwork the children had worked so hard
on.

On the Olympic path

Hannah McLean has ridden to success in one of the

nations most prestigious
equine events.
The young Moorabool local
competed for the first time in
the Melbourne International
3 Day Event, which was held
over the Queens birthday
long weekend.
Hannah and her steed,
Spider, placed second in
her junior competition after
riding penalty free through
Cross Country and Show
Jumping.
A couple of minor blemishes in the dressage phase
may have cost the talented
duo first place, however
the 16-year-old said it was

amazing to compete in
such a prestigious event.
I was really happy, there
were a lot of people there
and everyone was cheering, which was pretty cool,
Hannah said.
I really liked the environment and just to be there
was awesome; its hard to
qualify so it was good to be
there and be able to compete
against my friends.
Entrants into the MI3DE
must achieve a strict qualifying regime to be eligible for
the event, with Hannah successfully riding in a number
of prior competitions.
Hannah said she had been
riding for as long as she
could remember, with her

mother inspiring her to take

up the sport.
Mum has always been a
rider so when I was little
it just happened. Ive been
a member of the Bacchus
Marsh Pony Club since I was
about six and Im also on the
equestrian team at [Bacchus
Marsh Grammar] school.
Hannah trains with Spider
nearly every day and hopes
to go on to compete with
the steed in Adelaide next
September.
I really hope to do the Four
Star and Two Star events on
the same horse next year.
Four Star is Olympic level
and Two Star is one down
from that. If I could be able
to compete there it would be
amazing.

Environmental Opinion

with Tom Kingston

Ask questions to your candidates

This week in Pakistan, mass graves

are being dug in anticipation of
a heat wave. Last year, more than
1500 people perished from the heat,
too many to bury at once. Thank
God, we are better prepared this
year, a Karachi gravedigger said
recently. At least 300 holes in the
ground are ready.
In Rajasthan, India, a week-long
heat wave spiked to 51-degrees
Celsius last week. It has overlapped
the drought in more than 13 states,
affecting more than 330 million
people. Life has wilted to a halt in
parts of the country.
Then there is the exodus from
Africa towards Europe. Much
of this is due to drought. John
Kerry, the US Foreign Minister,
said as far back as 2015, Its not a
coincidence that immediately prior
to the civil war in Syria the country
experienced its worst drought
on record, as many as 1.5 million
people migrated from Syrias
farms to its cities, intensifying

the political unrest that was just

beginning to boil in the region.
He went on to say, In Nigeria,
climate change didnt lead to the
terrorist group Boko Haram, but
the severe drought that the country
suffered and the inability of the
government to cope with it helped
create the political and economic
vitality that the militants exploited
to seize villages, butcher teachers,
and kidnap hundreds of school
girls, he added.
As you can see it is getting harder
to suppose that human efforts
could long outrun the inevitable.
Recent data visualisation of global
temperatures from 1850 to 2016
indicates the heat is set to reach
levels never seen in all of human
civilisation. Every single month
since August 2015 has been the
hottest on record.
And so we tuned into the leaders
debate on a recent evening.
Nothing on the biggest single
issue facing our grandchildren -

an uninhabitable planet and civil

strife as people try to survive - was
mentioned as these two leaders of
our nation argued the point.
Not only is our government
running from any action on
climate change but it is interfering
with those who would want action.
No doubt you read that it was
recently confirmed that Australian
government officials pressured a
prestigious international body to
silence the truth about the risks
of climate change for the Great
Barrier Reef.
As Professor Will Steffen, the
scientist responsible for Australias
contribution,
reported,
Last
year I was asked to review an
international scientific report on
the impacts of climate change on
World Heritage sites and tourism.
I reviewed a case study on the
Great Barrier Reef, focussing on
the increasing risks to tourism
from climate change. The report
was authored by UNESCO and the

International Union of Concerned

Scientists. It promised to alert the
world to the escalating risks that
climate change poses for some of
the most beautiful and valuable
places on Earth.
The report was released -- but
mysteriously, the Great Barrier
Reef had been cut completely. I
was astonished, given weve just
witnessed the worst coral bleaching
event in the Reefs history.
Australian officials have now
confirmed to The Guardian that they
asked the report authors to remove
any reference to the Great Barrier
Reef, or any Australian world
heritage site. No sections about any
other country were removed.
Does this whole incident sound
familiar? You might remember last
year our government spent half
a million dollars sending senior
officials to at least 11 countries, in
a lobbying frenzy to stop UNESCO
from declaring the Great Barrier
Reef as World Heritage in danger.

Now theyve moved to pressure

UNESCO and its scientific team to
omit all information on the impacts
of climate change on Australias
World Heritage sites.
Question
to
candidate
for
upcoming election: what do you
think of that?
Question to candidate: do you
identify with the system more than
you identify with life. By the best
estimates our planet lost 120 species
today while we have perpetual
growth on a finite planet. Do you
believe that the government takes
better care of corporations than the
planet?
Question to candidate: could
you rate this list from the most
important to the least important
footy, reality TV shows, coal mines
and trees.
What is your opinion?

Affordable regional towns

Geoff White
CEO, REIV

While Victorias property

market has experienced solid growth in the past year,
there are still plenty of affordable properties out there
if you know where to look.
Regional centres are increasingly attractive to first
home buyers with improved
public transport, roads and
new infrastructure providing the ideal combination of space, lifestyle and
affordability.
New REIV data shows the
states most affordable towns
in the past year were located
in the Latrobe Valley.
In the 12 months to March

31, Morwell in eastern Victoria was the states most

affordable town with a median house price of $152,470.
Other towns in the Latrobe
Valley offering value included Churchill with a median
house price of $195,000.
The Sunraysia municipality
in the states north-west was
also home to some of the
lowest median house prices
in Victoria. Merbein, bordering Mildura, recorded a median house price of $181,125
in the year to March while
nearby Red Cliffs had a median price of $192,500.
Several towns in the Wim-

mera region also made the

list of most affordable locations in Victoria including
Stawell ($182,000) and Horsham ($237,000).
While Greater Geelong
recorded some of regional
Victorias strongest capital
growth in the past year, a
number of towns within the
municipality are among the
states most affordable. This
included Norlane with a median house price of $222,500
and Corio with a median of
$239,000.
Although, these areas provide buyers with opportunities to enter the property

market, many of these towns

and suburbs have experienced solid price growth
in the past year. Horsham
recorded one of the states
largest annual increases, up
more than 20 per cent over
the year. Price growth was
also seen in Maryborough,
up 6.6 per cent to a median
house price of $218,500.
Meanwhile, regional Victoria is also attractive to
investors. Investors look at
rental yields that is, the
propertys annual rental as
a percentage of the purchase
price - and some high rental
yields are on offer at present.

Three and four-bedroom

houses in regional Victoria
delivered some of the strongest returns of any property
type in the 12 months to
March 31, with yields of 4.8
and 4.3 per cent respectively.
These returns are significantly higher returns in metropolitan Melbourne, which
generated yields of 3.2 and
3.1 per cent respectively for
the same property types.
For more information on
median house prices by
town, visit the REIV website at reiv.com.au/property
data.

Bacchus Marsh Little Athletics

The Centres Cross Country
was held at Egans Reserve,
Greendale last Saturday
morning.
Although the
course was flat, the many
sharp turns did not allow
for fast running. The continuous drizzling rain and
strong cool winds also made
the course quite slippery,
and not ideal for running.
However, the athletes all
toughed it out, with some
great competition had in all
races.
This Saturday the following Bacchus Marsh athletes
will represent the Centre at
the Region Cross Country
Championships to be held
at Baptist College, Lovely
Banks:
Kirsty Bresnan, Elise Cook,
Riley Dart, Tyrah Doyle,
Xavier Goodman, William
Lalor, Memphis Menz, Phoenix Menz, Evana Miesen,
Solomon Miesen, Isaac Nixon, Kira Watts and Mitchell
Wells.
Athletes will be required
to walk the course at
9.00am with the first event
scheduled to commence at
10.00am.

Finals Hopes
still alive
Round 9 v Skipton

Football

The Blues ventured to

Skipton and found a soggy
ground that had its challenges. The Emus opened
well and were at home in
the muddy conditions up
forward. But as the game
progressed the Blues got
their team work going and
Justin McConnell certainly
got his eye in up forward.
The playing coach was faultless up forward and ended
the day with ten goals. The
centre line got into gear and
in the third quarter the Blues
scored five goals and their
opponents could only manage a solitary point.
The final quarter saw
Sammy Hitching and Dylan Galea in everything. In
defence Jake Wilkie put in
a sterling game and Danny
Mullane was on the job for
the full four quarters . The
Blues will need to be on fire
next week when they take on
Waubra at home.
Final Scores - Ballan 14. 12.

Best - L. Souter, S. Hitchings,
D. Galea, J. Wilkie, D. Mullane, Z. Peoples
The Reserves were also slow
to get into the game and took
tentative steps at the start
but once Rod Watts got into
gear up forward and Dave
Bell started to control in the
centre the die was cast. Trent
Laurie had a great day in
the ruck and took numerous
strong marks. It was great to
see the Bongart father and
sons working well together
with David OHanlon on
song throughout the match.
The Blues are still in striking
distance of the top eight after this win.
Final Score - Ballan 12.5 (77)
def Skipton 6.7 (43)
Best - D. Bell, R. Watts,
T. Laurie, A. Bongart, D.
OHanlon, J. Gibbs
The Under 18s had a crucial
contest against a likely finals
contender and the Blues
were certainly under the
pump. To their credit they
gave their opponents a real
tussle and, whilst trailing
at half time, they certainly
were well within striking
distance. It was Ballans runners such as Aaron Pascoe
and Simon Dale that turned
the tide, and when Tom
McGregors sticky fingers
held strong up forward the
tone of the match swung the
way of the Blues. Hayden
Thompson wore his opponents ragged and his team
mates stepped up to the
challenge. The Blues are back
on track for finals action but
need to tighten up their team
work in the remainder of the
season.

Best - A. Pascoe, T. McGregor,

The Under 15s were fourth

on the ladder and Skipton
were 14th. The Emus certainly did not consider their
chances as slim however and
hit the ground running. The
Blues had their share of the
ball but did not play with the
same intensity or teamwork
as their opponents. The
Blues had some individual
winners but not a winning
team. Corey Pascoe did put
in a solid performance and
Evan Shaw was a relentless
worker. The Blues will need
to get their season back on
track this weekend against
Waubra.

Best - C. Pascoe, G.

E. Shaw, L. Trickey, L. Hodge
The Under 12s were certainly ready for action, and ready
for the sloppy conditions .
They held their opponents
scoreless until half time but
then the Emus scored two
goals and gave the Blues a
scare. The crew held firm in
the final quarter and kept
their one goal buffer to take
the win.

The girls started this weeks
game strong, and maintained intensity to go goal

the scores level at the quarter time break. That intensity continued in the second
quarter and Ballan were able
to get a break and continued to build on it, applying
scoring pressure to Skipton.
Ballans defensive line up of
Bridget, Maddie, Nyree and
Erin worked tirelessly, getting turn overs allowing our
offensive line up of Shelby,
Ellie, Anais and Layla more
opportunities to attack and
score goals.

Round 9

Last weekend the G B Forestry Cobras welcomed Redan to

Maddingley Park where, though the weather was fine on the day
for sport, again the club had mixed results. In the football, the
seniors had another tough game against a team that will be there
at the business end of the season. Our display on the day was not
to the standard that we have been used to. Redan led not only on
the scoreboard but also in regards to football skills, and basically
outplayed us all day. Best on the day were A. Del Papa, D. Burton,
C. Richardson, T. Shea, L. Mullen & L. Phyland.

In the reserves, the boys gave Redan a great challenge where

the game was close all day and it was a strong and dedicated
team effort lead by P. Hoyland, T. Huynh, T. Hughes, T. Wardell,
D. Walker & T. Mullen that ensured they won the game. Rohan
(the coach) was extremely pleased with the outcome, especially as
Redan were coming hard in the last quarter and the boys dug deep
eventually winning by 4 points.
The U18s also had a very tough game where, similar to the seniors,
they were behind all day and just outplayed. The second quarter
set the game up for Redan where they piled on 4 goals to nil and
that was basically the difference at the end. The boys never gave
up the challenge, but were no match on the day and eventually
went down by 20 points. Best on the day were J. Lalor, J. Duggan,
L. Pigott, B. Baldo, B. Croxford & B. Cracknell.

In the Netball, again the girls came up against some pretty tough
opposition and unfortunately not all teams were successful on the
day. The A graders lost their game by 10 goals, best on the day

A game of skill
First it was Barwon Zone Games and then last weekend it was the State Games Championships.
Mooraboool Pony Clubs, Ballan and Bacchus Marsh were Zone representatives against Victorias best horse and rider
combinations.
Each team consisted of seven riders and their horse or pony and participated in six different games of skill, balance and
patience. Speed is not necessarily a component.
The Ballan team placed 12th overall and Bacchus Marsh placed in the top ten, from 25 teams in the State.
