Transcript of[Optional audio]: The assessment consortia were created to fill the need for new assessments to measure the newly created Common Core State Standards. The
assessments needed to be able to support and inform instruction and provide accurate information about students knowledge and skills, as defined by the standards. The
audio:
Race to the Top Assessment Program, authorized under the American Recovery and Reinvestment Act of 2009, or A-R-R-A, gave funding to consortia of states to develop
valid and reliable assessments to meet those needs. In September of 2010, the U.S. Department of Education awarded grants to the two consortia: the Partnership for
of Readiness for College and Careers, or PARCC Consortium and the Smarter Balanced Assessment Consortium, or SBAC.

PARCC is a public agency currently supported by 8 states. PARCCs official statement is The Partnership for Assessment of Readiness for College and

Careers (PARCC) is a group of states working together to develop a modern assessment that replaces previous state standardized tests. It
provides better information for teachers and parents to identify where a student needs help, or is excelling, so they are able to enhance
instruction to meet individual student needs.

SBAC and PARCC share some basic characteristics, the first one being that their assessments are administered via computer and are usually
delivered through a Learning Management System that records and monitors student progress. The two consortia also share the same types of
items and have similar specifications about the level of rigor of both the stimuli and items that make up the assessments. Mouse over each of the
images to learn more about these shared features.
Standard navigation plus three rollover objects with resulting pop-up windows. Each pop-up will have a text description of the concept. See next
slide for pop-up information.

Next-generation assessment items are designed to elicit responses that require careful analysis and evaluation of stimuli. They must go above and beyond
standard multiple-choice, true/false, or even essay questions in order to measure these higher-order thinking skills. Each of the three categories of item
accomplishes this in a unique way. Click on the button that describes each item type to see an example.
