Energy Buffer Reserves


(Energy Law Nr. 30 year 2007)

To guarantee national energy resilience,


Government is obliged to provide Energy Buffer
Reserves.

The provisions on the types, amount, time, and


location of the energy buffer reserves as
intended by paragraph (1) are regulated further
by National Energy Council.

Operational Stock

Stock shall be obliged to business entity and Industry to ensure continuity of Energy supply.

Energy Buffer Reserves (EBR)

shall mean the availability quantity of Energy Sources and Energy stored nationally which is needed to meet
the national Energy demand in a given period of time.

is the stock other than the operation stock provided by the Business entity and Energy Industry.

Shall be provided by the Government and shall be used to overcome the Energy crisis and emergency
condition.

NEC shall regulate the type, amount, time and location of the Energy Buffer Reserves.

Strategic Reserves

shall mean the Energy reserves whose location, quantity and quality have been identified.

Type of EBR consider to:


Strategic role in national consumption; and
The source of acquisition from imports by taking into account
geopolitical and national security.
The type of energy include:
Crude Oil

Gasoline
Diesel Oil
Aviation Fuel
LPG

Amount & Time of EBR

Concept of EBR Provision

EBR is determined for 30 (thirty days), calculated from


the average daily consumption of the previous year.
The increasing Government stock shall be conducted
gradually according to condition of economic and the
state financial capabilities.

Concept of EBR Provision

EBR can be stored above, in or underground by


considering to:

Geological conditions,
Economics conditions,
The availability of energy infrastructures, and
Compliance to the spatial and environmental
requirements according to the regulation.

Stockholding in ASEAN Countries

Majority ASEAN countries member obliged stock to the Business Entity, except in Indonesia, Myanmar and Thailand.

Singapore has been obliged crude oil stock , however currently it is not mandatory. Especial mandatory for fuel around
BBM 90 days has been obliged to power plant for fuel back up.

Government stocks have been established in Myanmar and Vietnam, while in Laos is still stockholding plan.

Malaysia doesnt obligate stockholding due to net exporter, however when emergency Government can fully control stock
Petronas.
