BACKGROUND:
UNICEF support on malaria and immunization in North Maluku was started in 2006 with a
successful demonstration of integrated LLIN distribution during routine immunization service to
children under five. Heavily affected by malaria together with other four provinces in Eastern
Indonesia, North Maluku is also supported for malaria in pregnancy program and comprehensive
malaria control effort. In immunization, North Maluku is among the eastern Indonesia provinces
with the lowest children received 3 doses of DTP vaccination and also among the lowest district
score during the national EVM assessment conducted in October 2015.
UNICEF continues to support North Maluku province to reduce mortality and disease burden among
mother and child. North Maluku has continuously demonstrated strong leadership in taking in UNICEF
model developed in malaria EPI _ ANC integrated program and on community participation for
malaria control. However, with new leadership on board in 2015, a stronger support is needed to
maintain the gain made during previous support. Moreover North Maluku is one of the focus province
for malaria support in Indonesia.
The purpose of this consultancy is to continue UNICEF assistance in leveraging existing technical
models, advocacy networks, and funding to support rapid and effective expansion of integrated malaria
control and start assisting transition from malaria control to malaria elimination in this province, as
well as providing close technical support on vaccine stock and proper cold chain logistics management
which was identified as bottleneck on routine immunization coverage, especially during mobile
outreach delivery in remote islands to achieve the VPD control goals.

WORK ASSIGNMENT:

1. Ensuring sustainability of supportive environment for malaria control towards elimination


through finalization of local regulation and through increased budget commitment in Province
and select districts.
2. Ensuring compliance to standard protocol in malaria diagnosis, treatment, and prevention in
public and private health facilities including integrated malaria program (malaria in pregnancy
program, integrated malaria epi, and integrated management of childhood illness)
3. Facilitating capacity improvement of malaria program management including fostering
innovations.
4. Ensuring health workers compliance at every level in using standard operational procedures
for Effective Vaccine Management, i.e. continuous temperature monitoring, stock management
and supportive supervision,
5. Facilitate the orientation of immunization communication strategy for the province, selected
districts and HCs.
6. Facilitate the implementation of CC equipment inventory in North Maluku..

among health workers, availability of IEC materials.
(1)Final draft of Local Malaria Elimination
Regulation with technical guide as attachment to the
regulation, (2) report on increased budget
commitment in both provinces. Both for South and
West Papua Provinces and select districts, (3) report
on program review conducted and strategy
formulated by Province and select district based on
data as evidence.

IDEAL PROFILE OF THE CONSULTANT:


Masters degree*) in Public Health or health related subjects.
Minimum 3 years of progressive experience in the field of health or nutrition.
Familiarity with government and administration regulations would be an asset; experience in
Sulawesi an added asset.
Experience in an international organization an asset, ability to work in an international and multicultural environment.
Pro-active and resourceful, good communication skills in negotiating and liaising with counterparts
and partners.
Good knowledge of English and Bahasa Indonesia for drafting reports and communication with
government counterparts and international staff;
Good skills in computer applications; especially Word, Excel and Power Point
*) First level University Degree/ Medical practitioner may be considered in exceptional circumstances with
minimum 6 years of professional related experience.
