BACKGROUND:
UNICEF support on malaria and immunization in North Maluku was started in 2006 with a
successful demonstration of integrated LLIN distribution during routine immunization service to
children under five. Heavily affected by malaria together with other four provinces in Eastern
Indonesia, North Maluku is also supported for malaria in pregnancy program and comprehensive
malaria control effort. In immunization, North Maluku is among the eastern Indonesia provinces
with the lowest children received 3 doses of DTP vaccination and also among the lowest district
score during the national EVM assessment conducted in October 2015.
UNICEF continues to support North Maluku province to reduce mortality and disease burden among
mother and child. North Maluku has continuously demonstrated strong leadership in taking in UNICEF
model developed in malaria EPI _ ANC integrated program and on community participation for
malaria control. However, with new leadership on board in 2015, a stronger support is needed to
maintain the gain made during previous support. Moreover North Maluku is one of the focus province
for malaria support in Indonesia.
The purpose of this consultancy is to continue UNICEF assistance in leveraging existing technical
models, advocacy networks, and funding to support rapid and effective expansion of integrated malaria
control and start assisting transition from malaria control to malaria elimination in this province, as
well as providing close technical support on vaccine stock and proper cold chain logistics management
which was identified as bottleneck on routine immunization coverage, especially during mobile
outreach delivery in remote islands to achieve the VPD control goals.
