CompareandContrast
SouthKoreaisknownforexcellingineducationandbeingoneoftopintheworldfor
education.EachschoolinSouthKoreaisevaluatedannuallybymonitoringgroupsthatinspect
theschoolsbasedoffoftheMinistryofEducation,Science,andTechnology(MEST)evaluation
plan(CenteronInternationalEducationBenchmarking,n.d.).Theinspectionsreviewthe
teachers,learningpractices,curriculumandstudentsneeds(CenteronInternationalEducation
Benchmarking,n.d.).IfaschoolpassestheMESTinspectionsthentheschoolisawardeda
bonusfortheirhardworkanddedicationtothestudentslearning.Howeverisaschoolfailstheir
inspectionsthataregivenadviceonhowtoimprovetheirscores(CenteronInternational
EducationBenchmarking,n.d.).IncomparisonwiththeUnitedStates,whenaschoolfailsor
fallsbelowonscoring,theschoolisgivenconsequencesanddependingonhowmanyyearsina
rowtheschoolcanfacepunishments.
Elementary/primaryeducationinSouthKorea,ages615arefreeoftuitionforstudents.
Whenastudentreachesseniorhighschooltheireducationrequirestuition.Mostofthebudget
foreducationcomesfromtheMESTbudgetandtheaverageamountspentonastudentis
approximately$7,652(CenteronInternationalEducationBenchmarking,n.d.).Theamount
spentperstudentismuchlowerthanwhattheUnitedStatetypicallyspendperstudent,whichis
approximately$11,000(AssociatedPress,June20130.AccordingtoU.S.senatorTomHarkin
theNCLBwasunderfundedby1$4.8billion(2007).EvenwiththeU.S.spendingmoremoney
perstudent,theireducationisnotcomparedtoSouthKoreas.

EducationistakenveryseriouslyinSouthKorea.Fromthemomentofconception
mothersplayclassicalmusic,speakEnglish,andtrytoeducationwithinthewomb(Lee,J.,
2001).Duringtheirchildren(s)educationparentshiretutorstoensurethatthestudentsare
learningasmuchastheycan(2001).AccordingtoLee(2001)studentslearn30%oftheir
educationinschooland70%oftheireducationoutsideofschool.Lee(2001)alsostatesthat
86.5%ofparentsexpecttheirson(s)tohaveacollegedegreeand79.4%expecttheirdaughter(s)
todothesame.Howeverifaparent(s)haveahighercollegedegreethentheyexpectthesame
outofthechildren.
Asstatedbeforemoststudentslearntheirmaterialoutsideoftheschoolandtheirteachers
areawareofthis,leavingtheteacherstoknowhavetoworkashardwithinschool.Teachersare
notgivingtheirstudentstheirfullattentionandmaterialbecausetheyknowtheyarereceiving
extrahelp.AccordingtoLee(2002)teachersarebeinghiredoutsideofschoolandgivingtheir
tutorjobsmostoftheirattention.Only31%oftheteachersinSouthKoreaaresatisfiedwith
theirjobs(2001).
SouthKoreadiffersfromtheU.S.inmanydifferentways,aspreviouslystated,butthey
aresimilarinwaysoftestingschoolstoensurethatthestudentsarebeingtaughtandexcellingin
theireducation.
PolicyAlternative
Knowledgeisthemostvaluablethingwehaveandmostofwhatweknowcomesforout
education. SamChaltainwasaskedbyForbesMagazine(2013)onwhyschoolsintheUnited
Statesarefailingtheirstudents,andhisanswercouldnothavebeenmoreperfect.Accordingto
Chaltainteachersneedtorememberthattheyarenotonlyteachingourchildrenandhelping

themgrow,cognitively,butalsotheirjobistohelpthemandallowthemtogrowsocially,
ethically,physically,emotionally,andlinguistically(Townsend,J.,2013).Mostteachersare
teachingchildrenthecurriculumandnothingmore.TheeducationalsystemoftheU.S.isso
focusedonitseducationalscoresthatthestudentsarelearninghowtotakethetestandsucceed
thattest.Studentsneedmorethanjusttesttakingskillstobesuccessfulintheirlifetime.
Inorderforourstudentstobesuccessfuloureducationalsystemneedstosupplythe
studentswitheverythingtomeettheirneeds,notjusttheschoolsneeds.Teachingchildren
cursive,forinstance,issomethingthatmanyschoolsnolongerteach.Cursiveissomethingthat
manychildrenhaveneverlearnedandabigquestionthatarisesishowwilltheysigntheir
signature?Educationchangesyeartoyearbutthemostimportantthingistogetbacktothe
basics;teachourstudentseverythingtheyneedtobesuccessfulandnotfocusontesttakingor
certainsubjects.
NoNeedLeftBehindisanalternativetotheNoChildLeftBehindAct.Inthisactitwill
beimportantthatnotonlytheFederalgovernmentchangestheirviewoneducationbutthestate
andlocalgovernmentsaswell.Thefederalgovernmentwillberesponsibleforensuringthe
statesareprovidingsupportfortheirlocaleducationalsystems.IntheNoNeedLeftBehindact
thefocuswillnotbesolelybasedontesting,asmanystudentsstrugglewithtesting.Thefocus
willbeonlearningthematerialandexcellinginthatmaterial.Successfulnessinschoolwillbe
measuredbythestudentsaveragesofhomework,testing,andparticipationinschool.Asstate
beforenotallstudentsexcelattakingtests,manyareintimidatedbytestsandfail.Whentaking
everypieceofmaterialintoconsideration,takingmoretimeonthecurriculum,and
understandingthematerialallowstheschoolstoseeexactlyhowthestudentsareachieving.

TheNoChildLeftBehindActfocusedonstudentsthatneededextrahelpandmadeitso
theywereabletosucceed,howeveritfailedtomentionthestudentsthatwerealreadysucceeding
inthematerialandneededsomethingmorechallenging.Inthispolicychildrenwillbewhere
theyneedtobe,intellectually,evenifthatmeansomestudentshavetojoinmoreadvanced
classroomsthatfitstheirneeds.Studentswhoalreadyknowthematerialwillbetestedinorderto
properlyplacethestudentinthecorrectclassforthesubject.Ifastudentwereextremely
advancedinmaththeywouldbeplacedintoahighermathclass.Eachstudentwillbetestedand
observed,basedonhomeworkandunderstandingofthematerial,andplacedinthecorrectclass
tofitthestudentsneeds.
Keepingtheamountspendoneachstudentthesamewillallowfundingfortheupcoming
changesinschools.Ifthereisconcernornotenoughfundingafterimplementationtheneach
statewillreporttofederallevelandanewbudgetwillbedetermined.
ImplementationofAlternativePolicy
Inordertoimplementthispolicyeverysectionofthegovernmentwillhaveto
participate,howeverthelocalschoolsreallyneedberesponsiblefortheimplementation.
Teacherswillneedtobemorepreparedinordertoteachallofthematerialuntilthestudents
understand.
Inregardstoteachersbeingprepared,educationandseminarswillbeprovidedtobring
eachteacheruptocodewithwhatwillbechangedandwhatwillbetaught.Itwillbetheschools
responsibilitytoensureteachersarebeingtaughtandinformedonwhatisexpectedtobetaught
tostudentsandwhatisexpectedoftheteacherstoteachandhowtoteachthechildren.

Ifthenewpolicygoesaccordingtoplan,whichnoteverpolicydoes,thentheamount
spentperstudentshouldnotchange,makingiteconomicallyefficient.Theremaybeinstances
thatthebudgetmayneedtobeincreasedordecreased.
Thenewpolicydoesnotcallforspecifictestingtomeadministeredtothestudents,
whichwillallowabudgetcutinthisarea.Therewillbenoneedtoprintandsendtesting
materialstoeachschoolandthenchecked.Eachstatewillhaveidentifiedguidelinesand
homeworkassignments,testing,andclassparticipationwillmonitorexceptedlearning
milestonestobehitandthese.Teacherswillberesponsibleforkeepingaccuratescoresforeach
studentsmilestones.
PolicyGoals
TheNoNeedLeftBehindActmeetsthepolicygoalsbutallowingteacherstoensure
everysinglestudent,notjustthosefallingbehind,arereceivingthebestandpersonalized
educationthatthestudent(s)deserve.Regardlessifastudenthasmonetaryresources,difference
innationality,oranyothertypeofresource,thestudentwillbegivenafairchanceatan
education.
PersonalFeelings
Educationisextremelyimportanttome,evenmorenowthateverbecauseIamamother.
EducationhaschangedjustfromwhenIwasinhighschoolbackin2008.Educationisnottaken
asseriouslyasitshouldbeandfrompersonalexperiencealotofschoolscatertostudents.In
highschoolIwasnotheldaccountableifmyassignmentswerelate.Ifastudenthadapoorgrade
theywereabletocorrectitwithextracredit,whichinmyeyesisnotallowingthestudentto
learn.Ifastudentdoesnotpassaclasstheninmyopiniontheyneedtorepeatthatclass.Ihave

heardfrommyofmyfriendsovertheyearsthattheyshouldnothavegraduatedhighschoolbut
therewereteachersthatlikedthemandpulledstringstoallowthemtograduate.Thisisnot
whateducationisabout.Educationisaboutgainingknowledgeandlearninglifeskills,like
accountabilityanddeadlines.
Ifeducationwasbasedonhomework,testing,andparticipationthenIthinkitwould
allowthelocal,state,andfederalgovernmenttoseewherestudentsarestruggling.Iama
horribletesttakerandIstrugglewhiletakingthem.IcandemonstratewhatIhavelearnedduring
assignmentsandparticipation.
Anotherimportantaspectofeducationisteachinglifeskillsorhowtohandlesituations
onyourown.IntheYouTubeVideoItsAboutToGetUncomfortable:EducationinAmerica,
MattBeaudreaudiscusseshowchildrenaretaughthowtositandwaitforinstructionsandwhat
theywilldo(2015).Studentshavenaturalskillsetsthatwecannotmeasureonatest,andas
Beaudreausays,educationfailskidsinthataspect(2015).Beaudreaugoesontoexplainthatwe
havetaughtkidsthattheyhavetobeclassifiedbyageandplacedintoclassesbasedonyourage.
Notwochildrenarealike,sowhyclassifythemthatway?Examiningeachstudentsneeds
allowsthestudenttoexcelinschool.
AsasocialworkerduringtheimplementationprocessIwouldbethereforsupportforthe
studentsthatarestrugglingandtofigureoutwhichstudentneedstobetestedandplacedin
alternativeclasses.Ifastudentisadvancedandneedstobeplacedintoahigherlevelclassthena
socialworkercanhelpadministerthetestandgivethestudentsupport.
AccordingtoKristenAvey(2015),theNoChildLeftBehindActbarelyevenhelpsthe
strugglingstudents.Aveystatesthattheteachersarejusttaughttopaymoreattentiontostudents

andtheirperformances(2015).Iftheactisnotevenhelpingthestudentsthatitisaimedtohelp,
wouldntitbeconsideredtobefailing?Thenewalternativepolicywillensureallstudents,
strugglingornot,willbehelped.

Conclusion
TheNoNeedLeftBehindActfocusesonhelpingeverystudent,regardlessofhisorher
status.Thisactallowseverystudenttogetthebesteducationpossiblebyexaminingthestudents
abilitiesandplacingthestudentintothecorrectlevelclassforeachsubject.Thisallowseach
studenttoobtainthebesteducationandexpandhisorherknowledge.
