พระบรมราชินีนาถ ได้อัญเชิญพระราชหัตถเลขาในสมเด็จพระนางเจ้าพระบรมราชินีนาถฯ พระราชทานให้กับคุณนภัส ณ ป้อมเพ็ชร์ โดยพระราช
หัตถเลขา ลงวันที่ 24 กรกฎาคม 2553 มีรายละเอียดว่า

“ถึง คุณนภัส ณ ป้อมเพ็ชร์

ฉันได้อ่านจดหมายของคุณที่เขียนถึงสํานักข่าว CNN แล้ว รู้สึกภูมิใจที่คุณยืนขึ้นทําหน้าที่ของคนไทยตอบโต้นักข่าวต่างชาติอย่างองอาจ ตรงไปตรง

A letter from Her Majesty Queen Sirikit of Thailand praising a young woman who wrote a critique of foreign media coverage of the Thai
political crisis has given a rare insight into the monarchy’s views on the country’s troubles.

The images below show a letter presented last month to Napas Na Pombejra by the queen’s lady in waiting, Thanpuying Jarungjit
Thikara. They have been widely circulated in Thailand via e-mail and the Internet and after making checks I can confirm the letter is
authentic.

The letter says:

I read your letter to CNN. I feel proud of you that you stood up as a Thai person to respond to the foreign journalists in a forthright
way, politely and clearly, which made the world community reconsider the reliability of CNN.

I greatly admire you for your help upholding the nation’s reputation.

It is signed by the queen and dated 24 กรกฎาคม 2553 (July 24, 2010).

To give some background, considerable controversy erupted in April and May over foreign media coverage of Thailand’s political
crisis, as red shirt protesters occupied parts of the city and were eventually driven out on May 19 after days of fighting. Supporters of
the current government of Prime Minister Abhisit Vejjajiva argued that many foreign media oversimplified the confrontation as a class
struggle of rich versus poor, unfairly questioned the democratic legitimacy of the incumbent administration, underplayed the violence
employed by anti-government protesters and exaggerated the severity of the military crackdown, and misrepresented the role of
members of the royal family in the crisis.

Thailand’s foreign ministry even issued a document to try to educate foreign journalists, which you can see here. Among its key
assertions were:

The present Government was formed through democratic, parliamentary means and in accordance with the Constitution of the
Kingdom of Thailand.

Since the protests started on 12 March, the Government has always exercised utmost restraint and caution, trying to avoid
unnecessary violence and confrontation.

The Government has attached great importance to freedom of the press… that certain TV channels, community radios and
websites have been blocked or suspended is due to the fact that these have been used to manipulate and incite hatred among
people by disseminating false or distorted information.

While economic disparities exist, it is not accurate to portray Thailand’s political problem as an urban rich versus rural poor conflict,
or a “class struggle”. Such rhetoric has been employed by the protest leaders to create group emotion, playing on people’s
grievances and sense of injustice.

The Thai monarchy is above politics. As a constitutional monarch, His Majesty the King has not taken sides or involves himself in
political matters or conflict. In the past, the King has used the “moral authority” he has earned over the years to make humanitarian
interventions when political conflicts pitting the government against the people spiral out of control, such as that in 1992.

In recent years, however, the monarchy has been dragged into the political conflict by different political groups. Calls for the King to
intervene this time are also politically motivated, designed to draw the monarchy into the political fray. This is something that has to
be prevented and stopped.

[On whether double standards are a problem in Thailand] For the present Government, there is only one standard and all are
equal before the law.

Much of the anger of government supporters was directed towards CNN, which they felt had been particularly misleading in its
reporting. CNN defended its coverage, and many Thais sympathetic to the red-shirt movement said they regarded CNN as fair and
accurate, particularly in comparison to most Thai media which they considered to have an excessive and overt pro-establishment bias.
The issue became the subject of very heated debate, which continues to this day.

Amid this controversy, Napas Na Pombejra wrote her open letter to CNN. It was circulated widely on Facebook and by e-mail, and
later published by the Nation newspaper. You can read the full text here.

Napas, who works for a Bangkok law firm, described herself as

a current resident of war zone Bangkok who has experienced the effect of the red protests firsthand and is living in a state of
constant terror and anxiety as to whether her family, friends and home will get bombed or attacked by the hardcore anti-
government paramilitary forces…

Her letter argued that CNN’s coverage

has resulted in law-abiding soldiers and the heavily-pressured Thai government being painted in a negative, harsh and oppressive
light, whereas the genuinely violent and law-breaking arm of the anti-government protesters – who are directly responsible for
overt acts of aggression not only against soldiers but also against unarmed civilians and law-abiding apolitical residents (and
whose actions under American law would by now be classified as terrorist activities) – are portrayed as righteous freedom fighters
deserving of worldwide sympathy and support.

Thailand’s political conflict has led to several flashpoints and confrontations in recent years that have damaged the country’s image as
a harmonious Land of Smiles and battered the economy. After a coup in 2006 that overthrew Prime Minister Thaksin Shinawatra, the
country faced a further crisis in 2008 when protesters belonging to another group, the yellow shirt People’s Alliance for Democracy,
occupied Government House for months, forcing the cabinet to work in makeshift offices and making the task of running the country
almost impossible. They then blockaded Bangkok’s airports for almost two weeks, at great cost to the tourism industry. Further
confrontations sparked by red shirt protests in April 2009 forced the cancellation of a regional summit in Pattaya and led to violence on
the streets of Bangkok. And renewed fighting between red shirt protesters and soldiers in April and May this year claimed 90 lives,
including my Reuters colleague Hiro Muramoto.

Amid this ongoing conflict, many Thais have looked for hints about what the widely beloved King Bhumibol Adulyadej and the rest of
the royal family think about what is happening in the kingdom. The queen’s letter provides a fascinating glimpse into royal thinking.

Note – A strict lèse-majesté law is in force in Thailand which makes criticism of the royal family punishable by up to 15 years in
prison. As a result any comments on this blog post will be strictly moderated, and no comments that violate the law will be approved.
