The Great Compromise

Big State plan, under this plan representation is based on population,


to counteract that William Paterson also called the Small State plan and rep-
resentation is equal for every state. The Connecticut plan is also called the
Great Compromise, the lower house has population representation and the
upper house is equal.

Three Fifths Compromise.

Will slaves count in representation. Southern concerns are that slaves


are going to be excluded and will the south have to abandon the Constitu-
tion. The north can count southern slaves for taxation the south counts
slaves for representation. Slaves only count as 3/5s of a person.

Slave Trade Compromise

The Northern States are abandoning slaves.The Southern States are


expanding slavery. The foreign slave trade ends in 20 years in 1808.

Legislative Branch

There are two houses, the senate and the House of Representatives
also known as the lower house. The Senate is every six years, HOR gets elec-
ted every two years. The elastic clause makes the Constitution a living docu-
ment Congress or the Legislature can get new powers. 2/3 majority can over
rule if they get it in both houses. The Legislative branch is THE most import-
ant.

Executive Branch

This branch’s powers are greater than those of the English King. A
President is elected once only four years. The President nominates people
like Judges ambassadors ect. However congress confirms them. President
has the Veto or the Pocket Veto. The Pocket Veto is when a President refuses
to sign a bill.
