Congratulations for serving as a volunteer member of the nation' s leading Auxiliary Police
Program. With your commitment and service to your community, the Auxiliary Police Program
continues to provide invaluable assistance to the Police Department and citizens of New Yark City
by performing uniformed auxiliary police patrols as an effective crime reduction strategy.
The Auxiliary Police Section, with the assistance of the Management Orders and Directives
Section, has re-engineered the Auxiliary Police Guide to improve the efficiency and integrity of the
Auxiliary Police Program.
The Auxiliary Police Program is an integral component of the Depanment that strengthens
police community relations by bridging the gap between the police and the community. The
knowledge, skills and abilities of every member of the service and auxiliary police volunteer
working cooperatively is necessary as we strive forward to provide superior police sen/ices to all
communities throughout the City of New York.

The development and publication of this revised Department Auxiliary Police Guide will
provide a strong foundation to support a more dynamic Auxiliary Police Program. The Auxiliary
Police Guide was prepared by the dedicated staff of the Auxiliary Police Section under the direction
and support of the Chief of Patrol and with assistance from the Management Orders and Directives
Section.
This Department Auxiliary Police Guide serves as a guide for ALL members of the
auxiliary police program and auxiliary police coordinators. Members are expected to be familiar
with its contents , and remain current with all new and revised procedures. Furthermore. all auxiliary
police coordinators and auxiliary police supervisors must be knowledgeable and compliant in order
to lead, train and supervise.
It is an honor and pleasure to serve as the Commanding Officer of the Auxiliary Police
Section and be able to work so closely with the dedicated uniformed police and volunteer auxiliary
police throughout the City Of New York. To all members of the New York City Auxiliary Police
Program, as volunteers in policing, I thank you for a job well done.

Auxiliary Police Section
MISSION Membership in the Auxiliary Police Program affords citizens the opportunity to
study police work, learn police objectives and goals, and thereafter assist the
Department in its efforts to police the City of New York.
One mission of the Auxiliary Police Program is to develop mutual respect and
understanding between the police and the community they serve, promote an
atmosphere conducive to greater public cooperation and as a consequence, lead to
greater police effectiveness.
In addition to fulfilling obligations under the law the Auxiliary Police Program aids
in the Department's community relations program. The objective of the program is
to emphasize the mutual interdependence of the Police Department and the
community at large in the maintenance of law and order and the prevention of
cnme.
AUXILIARY 1. The NYPD Auxiliary Police Program is the nation's largest and finest
POLICE volunteer crime prevention program. Thousands of dedicated men and
SECTION women contribute countless hours of service each year to their
community. Auxiliary Police Officers function as extra "EYES AND
EARS" for the Police Department. Their primary function is described as
PATROL, OBSERVE and REPORT.
2. The New York State Defense Emergency Act of 1951 required cities to
recruit, equip and train volunteers to be Auxiliary Police Officers who act
as an adjunct to Police Departments in the event of a Civil Defense
emergency or natural disaster.
3. Executive Order # 51 of 1967 charged N.Y.C. Police Department with
full responsibility for the City's Auxiliary Police Program and Executive
Order # 38 of 1975 extended this responsibility.
4. Auxiliary Police Officers are not peace officers or police officers, and do
not possess any powers above or beyond those of the private citizen. In
the event of a Civil Defense emergency however, legislation exists which
enables the Police Commissioner to confer peace officer status upon
auxiliary police officers.
5. In order to carry out the functions and responsibilities assigned to the
Police Department by the Mayor, the Police Commissioner has the
overall responsibility to direct and oversee the Auxiliary Police Program.

AUXILIARY 6. The Commanding Officer, Auxiliary Police Section, under the direction
POLICE of the Chief of Patrol, is responsible for the administration and operation
SECTION of the Auxiliary Police Program. The Borough/Housing/Transit BUreau
(continued) Commanders will designate a deputy inspector or above as a police supervisor to
oversee and determine the effectiveness of the Auxiliary Police Program.
7. In order to ensure that the Department has sufficient numbers of trained
Auxiliary Police Officers capable of acting as an effective adjunct to the
Department in the event of an emergency or natural disaster, and to
provide uniform patrols as a crime deterrent. The Commanding Officer,
Auxiliary Police Section shall:
a. Maintain staff units and provide staff services to field commands,
to properly recruit, train and equip the Auxiliary Police Program.
b. Receive, interview, screen and process enrollment applications.
c. Establish and maintain citywide records of Auxiliary Police
Officers which include: personnel folders, time records, statistics,
shield identification file, rosters and training records, as required.
d. Make final decision on administrative hearings in disciplinary matters.
e. Prepare and issue Department directives.
f. Develop entry level, supervisory, in-service and specialized
training programs.
g. Account for equipment assigned to the Auxiliary Police Program.
h. Assist precinct/unit commanders in obtaining shields and
uniforms of auxiliary personnel no longer active.
1. Maintain liaison with the Office of Emergency Management.
J. Issue and control IDENTIFICATION CARDS, Shields, Bullet
Resistant Vests for Auxiliary Police Officers.
k. Conduct field inspections and oversee investigations of misconduct.
1. Review and make recommendations for promotions and awards.
m. Perform other management and supervisory steps in order to
properly administer the Auxiliary Police Program.

Additional Data Auxiliary Police members have unselfishly served their respective communities .
They continue to contribute their dedicated volunteer services in order to
safeguard their communities while helping to improve the quality of life.
Auxiliary Police Officers from the time they enter the program understand there
is no material compensation for their volunteer service, but only the satisfaction
of actively participating in crime deterrence.
Any acceptance of gratuities would diminish the standards of the program and
lower its' high level of integrity. The Auxiliary Guide strictly prohibits the
acceptance and/or solicitation of funds, gratuities, etc., by Auxiliary Police
members.

1. The Auxiliary Police Program is organized under the Auxiliary Police Section and is
comprised of the following commands:
a. Auxiliary Police Headquarters Section
b. Patrol Borough Units
c. Patrol Precinct Units
d. Housing Units
e. Transit Units
f. Harbor Units
g. Highway Units
h. Manhattan Traffic Task Force
2. The jurisdiction of the auxiliary police units are as follows:
a. Auxiliary Police Headquarters Section - encompasses all units of the
Auxiliary Police Program and is citywide in scope and territorial jurisdiction.
1. Headquarters Unit
2. Special Task Unit
3. Headquarters Band
b. Patrol Borough Units - the geographic boundaries of their respective Patrol
Borough commands.
c. Patrol Precinct Units - the geographic boundaries of their respective Patrol
Precinct commands.
d. Housing Unit - the geographic boundaries of their respective police service areas
(PSAs).
e. Transit Unit - the geographic boundaries of their respective Transit
Boroughs.
f. Harbor Unit -the geographic area designated by their parent commands.
g. Highway Unit - the geographic boundaries of their respective Highway units,
which are Highway 1,2,3 and 5.
h. Manhattan Traffic Task Force - the geographic boundaries of Manhattan.
3. The functions of the various auxiliary police units shall include the following:
a. AUXILIARY POLICE HEADQUARTERS SECTION - shall assist the
Auxiliary Police Section staff with the application and operation of the Auxiliary Police
Program, and supervise the Headquarters Section Units.
(1) Headquarters Unit
a. Administrative Unit - perfonn clerical and administrative duties,
which includes assisting the unifonn and civilian staff at the Auxiliary
Police Section on scheduled "shield nights," and other special events.
b. Recruitment Unit - assist precinct/unit auxiliary police
commands to explore methods of recruitment, carry out such
programs, and put into practice a system of follow-up
procedures directed toward the retention of those recruited.

NOTE Prior to responding to a precinct or a borough detail, the Headquarters Police Coordinator!
alternate shall notify the Precinct/PSAITransit coordinator regarding the assignment of the
Auxiliary Headquarters units within their command.
NOTE Auxiliary Police Commanding Officers are responsible for proper supervision ofAuxiliary Police
units within their respective jurisdictions. They will assist the Commanding Officer, Auxiliary
Police Section in the operation and administration of the Auxiliary Police Program.
4. To assist the Police Department with the administration and supervision of the Auxiliary
Police Program, the following tables of organization are established:

NOTE Highway, Housing, Transit units and Manhattan Traffic Task Force with 20 or more
Auxiliary Police members may request an auxiliary police captain. In these circumstances, a
lieutenant may be assigned as the executive officer.
NOTE The above rank quotas established in the Table of Organization may not be exceeded, except
in special cases with permission of the Commanding Officer, Auxiliary Police Section.
COMMAND l. Perform tours of duty that coincide with the tours of Auxiliary Police
AUXILIARY personnel when possible.

NOTE Commanding Officers concerned will make a concerted effort to ensure that the
assignment of the Command Auxiliary Police Coordinator is a full time
assignment.
COMMAND 13. Conduct annually, two (2) three (3) hour classes in both "Use of Force" and
AUXILIARY "Baton Techniques" for all members NOT designated "Administrative Duty
POLICE Only." ,
COORDINATOR a. Include the OEEO, two (2) hour class, annual refresher to ALL
(continued) Auxiliary members.
14. Maintain and provide to the BoroughlBureau Auxiliary Police
Coordinator and Auxiliary Police Section, an updated list of trained,
eligible auxiliary members for "Quality of Life" enforcement operations,
removing members no longer eligible.
15. Identify and recommend to the Special Operations Lieutenant suitable
volunteer Auxiliary Police Officers for "Quality of Life" enforcement
operations.
16. Inspect Auxiliary Police officers at roll call, make assignments, and
provide instruction on current orders, operations orders, bulletins, etc.,
issued by the Commanding Officer, Auxiliary Police Section.
a. Ensure that Auxiliary Police Officers are assigned to non-
hazardous and non-enforcement tasks which assist the
command's police officers in providing service to the
community.
17. Confer with the Commanding Officer, Special Operations Lieutenant and
Planning officer to develop plans for optimum use of Auxiliary Police
members in the event of an emergency.
a. Ensure that auxiliary police mobilization plans are developed and
tested by the command and all Auxiliary Police personnel are
instructed on the provisions of the plans. .
18. Ensure that hours performed by Auxiliary Police members are accurately
recorded.
a. Include monthly activity figures on required Auxiliary Police
Section form A.P.S. #36 and forward a copy to the
Borough/Bureau Auxiliary Police Coordinator and the original to
the Auxiliary Police Section by the 5th day of the following month.
b. Be cognizant of those members who fail to meet required
minimum hours and process as per Auxiliary Police Guide
procedures 505-06, "Active Participation" and 505-08, "Time
Accredited to Auxiliary Police Members. "
19. Obtain shield(s), LD. cards(s), Department issued bullet resistant vest(s)
and equipment of member(s) suspended or leaving the Auxiliary Police
Program and process accordingly.
20. Maintain an Information Log for Information/Observation Report (APS #
44) as per Auxiliary Police Section Directive # 1, dated January 26, 1994.
21. Maintain an Awards Log and submit requests for recognition awards, as
per Auxiliary Police Guide procedure 505-23, "Awards."
22. Create and maintain a "Command Auxiliary Reference Library"
containing relevant materials to the Auxiliary Police Program (i.e., Patrol
Guide, Auxiliary Police Guide, Training Manual, Department Bulletins,
Operations Orders, Personnel Orders, etc.)

The inspection and documentation of portable radios and the reserve supply of
bullet resistant vests assigned to a command for auxiliary police use will be
completed daily. In the absence of the Command Auxiliary Police Coordinator,
the special operations lieutenant/platoon commander will designate an
appropriate uniformed member of the service to complete the above steps. "
27. Ensure that disciplinary matters are processed as per Auxiliary Police
Guide procedures.
28. Upon change of assignment, ensure that the subsequent unit Auxiliary
Police Coordinator is apprised of the operation of the unit and
administrative procedures. Also notify Auxiliary Police Section, Training
Unit so as to arrange for Coordinator Orientation Course training.
The Commanding Officer selects qualified uniformed member of the service for
NOTE assignment as unit Auxiliary Police Coordinator but is not assigned as such until
approved by the Commanding Officer, Auxiliary Police Section. Additionally, the
Commanding Officer selects an alternate to perform the above duties when the unit
Auxiliary Police Coordinator is not working.

NOTE All Borough/Bureau and Unit Auxiliary Police Coordinators are responsible for
(continued) program management and will ensure adherence to the provisions of the Auxiliary
Police Guide and all related Department orders published by the Commanding Officer,
Auxiliary Police Section.
ADD/TONAL Each Command Auxiliary Police Coordinator will maintain an Auxiliary Police Unit
DATA Command Loaner Vest/Radio Log to ensure the integrity and safekeeping of all portable
radios and the reserve supply of bullet resistant vests assigned to the command for
auxiliary police use.
The Auxiliary Police Unit Command Loaner Vest/Radio Log will contain captions
across the top of each page, as follows:
NOTE The Borough/Bureau Commander selects qualified uniformed member of the service for
assignment as Borough/Bureau Auxiliary Police Coordinator but is not assigned as such
until approved by the Commanding Officer, Auxiliary Police Section. Additionally, the
BoroughIBureau Commander selects an alternate to perform the above duties when the
Borough/Bureau Auxiliary Police Coordinator is not working.
SCOPE Auxiliary police supervisors assigned to the borough will have the primary goal
of providing leadership and direction to personnel under their command.
Members will work in conjunction with their respective borough and Auxiliary
Police Section staff to assure that all programs and policies are within Auxiliary
Police guidelines. All assigned borough personnel are under the direction and
supervision of the Borough Auxiliary Police Coordinator. Auxiliary police
personnel will perfonn · all duties in the prescribed unifonn and abide by all
Auxiliary Police guidelines.
AUXILIARY 1. Utilize the Personnel Unit, Management and Control Section, Borough
BOROUGH Executive Officer, Borough Adjutant, Borough Operations Commander,
COMMANDER and Borough Administrator to administer, assign, control, coordinate,
discipline, evaluate, guide, motivate, supervise and train all borough
personnel.
a. Develop plans, establish liaisons and implement strategies m
furtherance of achieving the mission of the command.
2. Supervise and direct the Auxiliary Borough Headquarters staff.
3. Perfonn required amount of hours as directed by the Commanding
Officer, Auxiliary Police Section.
4. Coordinate meetings on a monthly basis with Auxiliary Commanding Officers
and Auxiliary Police Coordinators.
a Meetings should be held to disseminate Auxiliary Police Operations
Orders, Personnel Orders, discuss event coverage, reports, etc.
5. Oversee an Auxiliary Police Borough "Board of Review" of candidates
entering auxiliary program and promotion to sergeant and/or lieutenant.
a Ensure that the candidates have been interviewed and are suitable for
promotion.
b. Review and endorse recommendations for promotion and present to the
borough Auxiliary Police Coordinator for reVIew and
recommendation.
6. Confer with the patrol borough commander on matters of mutual concern.
NOTE Promotions to lieutenant and above are submitted to the borough/bureau Auxiliary Police
Coordinator and the borough supervisor. Submissions will then be forwarded to the
Commanding Qfficer, Auxiliary Police Section for a Promotion Review Board at Auxiliary
Police Section.
AUXILIARY 8. Assure that the units within the borough are operating in accordance with
BOROUGH Auxiliary Police guidelines.
COMMANDER a hnmediately notify the Borough Auxiliary Police Coordinator of
(continued) discrepancies or serious violations observed or reported.
9. Oversee recruitment drives conducted by units within the borough. (Utilize the
table, banner, and sound device made available to auxiliary units upon request)
10. Plan/organize "Mobilization Exercises" as per Auxiliary Police Guide.
a Maintain current mobilization contact phone numbers as required by
Auxiliary Police Guide procedure 509-01 "Emergency
Mobilization/Contingency Plan"
11. Review and endorse "Requests for Recognition."
12. Maintain contact with the Auxiliary Police Section Liaison Officer in the
absence of the Borough Auxiliary Police Coordinator.
13. Submit monthly "Auxiliary Commanders Status Ref'rt" to the Commanding
Officer, Auxiliary Police Section, by the fifth (5 ) of the month, for the
preceding month, outlining participation in Auxiliary Police activities and
results/efforts of all responsibilities listed above.
14. Submit quarterly reports to the Auxiliary Police Section outlining:
a Accomplishments of each captain during the period
b. Disciplinary action
c. Unusual occurrences.
AUXILIARY 15. Assist the Auxiliary Commanding Officer in the discharge of his/her duties.
BOROUGH a In the absence of the Auxiliary Commanding Officer, assume all duties
EXECUTIVE and responsibilities of the Auxiliary Commanding Officer.
OFFICER 16. Provide support for special programs and recruitment drives, as directed by the
Auxiliary Borough Commander.
17. Assist the units within the borough with the organization and assignment of
personnel for parades, festivals, street fairs, block parties, etc.
18. Visit commands within the borough to promote 'esprit de corps' among the
members.
a Accentuate positive recruitment and retention efforts and discuss
strategies for upcoming events and details.
AUXILIARY 19. Supervise and coordinate activities of Auxiliary Borough Administrator,
BOROUGH Auxiliary Borough Operations Commander and supervise patrol operations.
ADJUTANT 20. Assist with the implementation of borough programs and the achievement of
the overall mission.
21. Oversee Auxiliary Police "Administrative Interviews" for serious violations or
when command discipline is declined.
22. Participate as a member of all borough promotion and recognition "Boards of
Review."
23. Prepare, review and sign reports and endorsements for Auxiliary Borough
Commander, when necessary.
24. Review and maintain all evaluations of auxiliary sergeant and above.
25. Advise Auxiliary Borough Commander on all matters that will unprove
borough operations and performance.

AUXILIARY 33. Oversee administrative function of the borough (e.g., unit inspections,

ADMINISTRATOR 34. Oversee the collection and receipt of administrative reports (e.g.
Auxiliary Police Section (APS) #10's, #36's, mobilization rosters, self
defense verification rosters, radio inventories, requests for recognition
and promotion, evaluations, shields and IDENTIFICATION CARDS,
etc.,) from precinct commands.
35. Ensure that surveys for citywide details and information due at Auxiliary Police
Section are collected and forwarded within the appropriate time frame.
AUXILIARY 36. Assist with surveys and requests for personnel by Auxiliary Police
PLANNING Section for upcoming events and training sessions.
OFFICER! 37. Develop boroughwide newsletter announcmg recognition, special
SPECIAL activities, promotions and announcements from within the borough.
PROJECTS 38. Assist the Borough Auxiliary Police Coordinator and Borough Auxiliary
OFFICER Commanding Officer with recruitment and retention efforts as well as the
implementation of new projects and initiatives.
SCOPE Auxiliary Police Supervisors assigned to commands will have the primary goal
of providing leadership and direction to Auxiliary Police personnel under their
command. All command Auxiliary Police personnel are under the direction and
supervision of the Command Auxiliary Police Coordinator. Auxiliary police
personnel will perfonn all duties in the prescribed uniform and abide by all
Auxiliary Police guidelines.
AUXILIARY 1. Command auxiliary unit within a precinct, police service area, transit
COMMANDING district or similar unit.
OFFICER 2. Be responsible for:
a. Proper perfonnance of functions of the unit
b. Efficiency and discipline of personnel assigned to unit
c. Serviceability, proper care and use of equipment assigned to unit
d. Patrol, administrative and record keeping functions of the unit
e. Infonning members of current auxiliary Operations Orders,
. ---. Bulletins and Personnel Orders .
3. Perfonn duty in unifonn.
4. Frequently test the knowledge of members in the unit on their duties and
responsibilities.
5. Make personal inspections of unifonns, equipment and general
appearance of members in the unit.
6. Conduct monthly meetings with supervisors within the unit.
7. Attend meetings at the borough/bureau office or at the Auxiliary Police
Section.
8. Attend and address monthly precinct community council meetings, if
appropriate.
9. Confer with the patrol precinct's commanding officer on matters of importance.
10. Adjudicate Command Discipline issued by unit's supervisors.
11. Inspect IDENTIFICATION CARDS of members in the unit for expiration.
a. Infonn Auxiliary Police Coordinator of expiration so that a
replacement can be obtained from Auxiliary Police Section.
AUXILIARY 12. Assume control of unit and perform fimctions of the Auxiliary Commanding
EXECUTIVE Officer during absence.
OFFICER 13. Perfonn duty in uniform.
14. Supervise perfonnance of administrative functions in the unit.
15. Evaluate training, planning and personnel functions and needs of the unit
and make recommendations to the Auxiliary Commanding Officer.
16. Inspect unifonns, equipment, and general appearance of members of the

ADDITIONAL Auxiliary Police Officers are not recruited or trained to perform police enforcement
DATA activities. When a dangerous incident or crime in progress is observed, they MUST:
a. Remain at a safe distance and gather intelligence (descriptions of
possible perpetrators, vehicles, direction offlight, etc.)
b. Ifpossible, maintain visual observation
c. DO NOT attempt · to follow, stop or detain persons suspected of
committing a crime
d. Stay on post and await the arrival of sworn police personnel and
provide any pertinent information
e. Be guided by sworn police personnel arriving on the scene.
Auxiliary personnel are reminded that if they are on duty as an Auxiliary Police officer
and make an arrest, they are doing so as a PRIVATE CITIZEN as per the New York
State Criminal Procedure Law.
Auxiliary Police Officers must remember that they serve as the "eyes and ears" of the
Department. When a crime has been committed, observations made by Auxiliary Police Officers
are as important as the testimony ofcrime victims. It is important that Auxiliary Police Officers
gather information and remain on post qfter requesting a police response so that responding
Police Officers can be informed and conduct a canvass which may lead to an arrest.

PURPOSE A Board of Review has been established to enroll quality candidates who meet
the basic qualifications for entry into the program. In order to further this goal,
the following forms must be submitted in the initial package at least two (2)
weeks prior to the commencement of the Basic Training Class: The Candidate
Questionnaire Score Summary (APS #50A), The Candidate Questionnaire
Score Sheet (APS #508), Special Skills Questionnaire (APS #50C), The
NYPD Drug Policy Statement (APS #51A), Medical Certification Form (APS
#51B).
DEFINITIONS The Candidate Questionnaire and Score Form (APS #50B) - will contain ten
(10) questions. Members of the Board will ask any five (5) of the ten (10)
questions to the candidate. U sing the grading legend provided, they will then
grade the candidate's response from one to five (1-5) with one (1) being the
lowest and five (5) being the highest.
PROCEDURE When selecting prospective members for the Auxiliary Police Program:
NOTE The Board of Review will consist of a chairperson (uniformed member of the service in
the rank of Sergeant or above), a Borough Coordinator (uniformed member of the
service in the rank of Police Officer/Detective) and three (3) Auxiliary Police
supervisors.
NOTE Results of interview will be entered on The Candidate Questionnaire Score Sheet (APS
#50B). A minimum of 75 points or higher is required for candidates to pass the
interview. The final decision on whether a candidate passed the Board of Review is
determined by the Commanding Officer, Auxiliary Police Section.

SECTION
ADDITIONAL The Auxiliary Police Program is a para-military organization. Its members will be

Whenever the circumstances require the services of both an Auxiliary Police Officer
and a sworn member of the service, the sworn member of the service present at the
scene will assume command until the arrival of a Department supervisor. Members of

attempt to give orders or instructions to any employee of the New York City Police
Department. .
All Auxiliary Police Officers regardless of rank are required to follow the auxiliary
chain of command on all matters pertaining to the Department.

competent authority. The cellular phone must be carried in a concealed manner

11. Wearing any item of apparel which contains a Department logo or shield,
or in any way identifies its wearer with the New York City Police
Department, unless approved by the Uniform and Equipment Review
Committee prior to being worn by a member of the service, uniformed or
civilian, on or off duty.
12. Engaging in conduct defined as discriminatory in A.G, 505-18,
"Employment Discrimination," "SCOPE" statement.
13. Using Department letterhead, personnel, equipment, resources, or
supplies for any non-Department purpose.
14. Wearing, carrying, or using an unauthorized portable radio while on

GENERAL l. Members of the Auxiliary Police Program shall NOT possess or carry on
REGULATIONS their person a pistol or other firearms while on duty or any time while in
Auxiliary Police Uniform, irrespective of the possession of a pistol
license. This restriction also applies to those members who are listed
under section 1.20 of the Criminal Procedure Law as peace officers.
They may NOT carry their prescribed firearms while on duty as an
Auxiliary Police Officer.
2. Members of the Auxiliary Police Program may ride, for free, on all
N.Y.C. Transit Authority buses and subways while in uniform when
traveling between member's residence and precinct or location of duty.
However, those members designated "Administrative Duty Only (ADO)"
may NOT travel in uniform.
3. The authorized uniform for Auxiliary Police Officers will be worn only
while performing assigned Auxiliary Police duties or traveling between
member' s residence and precinct or location of duty. However, members
designated "Administrative Duty Only (ADO)" may NOT travel in
uniform.
4. Auxiliary Police Officers, regardless of rank, shall not perform any type
of assignment in civilian clothes, without written permission of the
Police Commissioner, Chief of Patrol or Commanding Officer, Auxiliary
Police Section. Notwithstanding this limitation, selected Auxiliary Police
Officers (18 through 20 years and 6 months of age) may be utilized by
PrecinctiTransitIHousing Commanders and the Vice Enforcement
Division as "Undercovers" wearing civilian clothes, for the enforcement
of laws pertaining to the unlawful sale of alcohol to minors and other
"Quality Of Life" initiatives.
5. Auxiliary Police Officers shall not visit a residence or place of business
for the purpose of interviewing any person or conducting any
investigation pertaining to a crime or any matter necessitating police
investigation. Notwithstanding this prohibition, the exception to this rule
allows the assignment of selected Auxiliary Police Officers (18 through
20 years and 6 months of age), under strict supervision of the precinct
Conditions or Vice Enforcement Unit Supervisor, to enter premises as
"Undercovers" to make purchases of alcohol. All volunteer Auxiliary
Police Officers, prior to participating in this undercover capacity, must
be recommended by their Special Operations Lieutenant and properly
trained by the Vice Enforcement Division. Additionally, participating
Auxiliary Police Officers are to be made aware that they may be
subpoenaed by a defendant to testify in court or a State Liquor Authority
hearing.
6. Auxiliary Police Officers shall not conduct criminal investigations.
GENERAL 7. The New York City Police Department has a strict zero tolerance policy
REGULATIONS concerning illegal drug use. Any member of the Auxiliary Police
(continued) Program may be ordered to take a drug screening test at any time upon
reasonable suspicion of drug use. Any member of the Auxiliary Police
Program found in possession of illegal drugs or under the influence of
illegal drugs or who tests positive for illegal drugs will be summarily
terminated from the program.
8. No member of the Auxiliary Police Program shall disclose or assist in the
disclosure of any Department information to anyone outside the
Department and no member shall give out any information for
publication or other public use without written permission of the
Commanding Officer, Auxiliary Police Section.
9. No Auxiliary Police Officer shall communicate in writing with any
governmental agency, organization, association or individual concerning
any crime, police business or interest other than to a Commanding
Officer of the Department.
11. Auxiliary Police Officers are prohibited, under penalty of dismissal, from
using their membership in the Auxiliary Police Program, or the insignia
of the same, or the shield or logo of the NYPD, to further the political,
commercial or other private interest of themselves or another person.
12. Auxiliary police officers are prohibited from soliciting or accepting funds
of any kind for the Auxiliary Police Program. A person desiring to offer
a gift to this Department should be directed to send a letter of donation to
the First Deputy Commissioner. (See Administrative Guide procedure
325-33, "Gifts Offered to the Police Department, " for details).
13. An Auxiliary Police Officer will not obtain information from any police
source, including files or computers, for personal use by oneself or
another, except in the performance of duty when so authorized by sworn
Department officials.
14. Auxiliary Police Officers shall not have any proprietary interest in or
association with, inclusive of employment in any capacity (doorman,
bouncer, bartender, security person, etc.) with illegally operated
premises. These premises include and are not limited to unlicensed social
clubs, houses of prostitution, illegal gambling locations and smoke shops
or any location engaged in any criminal enterprise, and/or similar illegal
activities. Any auxiliary member or prospective member found in
violation of this procedure will be removed from the Auxiliary Police
Program.
15. Auxiliary Police Officers must cooperate with an official Department
investigation (i.e., I.A.B., Borough Investigations Unit, Detective
Bureau, O.E.E.O., etc.) or with a C.C.R.B. investigation whether the
incident occurred on or off duty. Failure to cooperate may result in the
member's suspension and formal disciplinary charges, which may result
in removal from the Auxiliary Police Program.
GENERAL 16. Any Auxiliary Police Officer or prospective member who affiliates with
REGULATIONS or is a member of any "criminal gang, street gang, youth gang, marginal
(continued gang or situation/event group" as defined by the Gang Intelligence Unit
of the Police Department will be removed from the Auxiliary Police
Program.
17. All members of the Auxiliary Police Program must be incorruptible. An
honest member of the Auxiliary Police Program will not tolerate
Auxiliary Police members who engage in corruption or other
misconduct. All members of the Auxiliary Police Program have an
absolute duty to report any corruption or other serious misconduct, or
allegation of corruption or other serious misconduct, of which they
become aware to the Command Auxiliary Police Coordinator or to the
Auxiliary Police Section.

PURPOSE To Process allegations of corruption and other misconduct against Auxiliary Police
members of the service.
SCOPE All Auxiliary Police members must be incorruptible. An honest Auxiliary Police
member will not tolerate Auxiliary Police members who engage in corruption or other
misconduct. All Auxiliary Police members have an absolute duty to report any
corruption, misconduct, or allegation of corruption, misconduct, of which they become
aware.
PROCEDURE Upon observing or becoming aware of corruption or other misconduct or upon receiving
an allegation of corruption or other misconduct involving an Auxiliary Police member of
the service:

detailed written report in addition to a telephone notification or request the member(s)
concerned to await the arrival of an investigator.
NOTE Obtaining a Confidential Identification Number from the Command Center investigator
will satisfy the member 's reporting responsibility, if the information reported is accurate
and complete. Subsequent Qr ongoing reporting is encouraged to insure the information
is timely and complete and may be made by referencing the Confidential Identification
Number.
Failure to report corruption, other misconduct, or allegations of such act is, in itself, an
offense of serious misconduct and will be charged as such when uncovered during an
investigation. Conduct designed to cover up acts of corruption, prevent or discourage
its report, or intimidate those who would report it, will be charged as an obstruction of
justice or other criminal act with the consent of the prosecutor who has criminal
jurisdiction.
SHIELD, 13. Wear Auxiliary Police shield at all times on the outermost garment,
NAMEPLATE, while in uniform.
IDCARD 14. Wear nameplate below and centered under Auxiliary Police shield on
ALL outermost garments (except on raincoat).

REQUIRED All Auxiliary Police personnel performing patrol duty are required to carry or

7. Department Auxiliary Traffic Vest must be worn at all times while

tubular design (without attachments that alter the size, shape or weight of
the device) powered by a maximum of three (3) "D" batteries and a
minimum of two (2) "C" batteries.

NOTE The turtle neck shirt shall not be used as an outer garment but may be worn under the
duty jacket. If during the course of a tour an auxiliary member removes the duty jacket,
whether due to a change of assignment or other reasons, the regulation shirt and tie

PURPOSE In order to readily identify qualified auxiliary police personnel in good standing
and on active status, the Department issues, through the Auxiliary Police Section,
a distinctive seven pointed metal shield. The shields for Auxiliary Police Officers
and Sergeants bear an identification number. Those for Lieutenant and above are
unnumbered.
USE OF The metal shield is worn as part of the regulation uniform while on duty. It does
SIDELD not signify any special peace officer or police officer powers; nor does it imply
any special immunities or privileges. Auxiliary Police members who use, or
attempt to use the shield for any reasons other than for which it was intended,
may face disciplinary charges and possible removal from the Auxiliary Police
Program. Unlawful use of the shield may result in the arrest of the Auxiliary
Police member.
COMMAND 1. Direct Auxiliary Police member to report to the Auxiliary Police Section
AUXILIARY to receive an auxiliary police shield.
POLICE 2. Enter shield number on Auxiliary Police members Auxiliary Police
COORDINATOR Volunteer Enrollment (APS #1).
3. Inform Auxiliary Police member that upon leaving the Auxiliary Police
Program that the shield must be returned to the unit's Auxiliary Police
Coordinator.
NOTE It is imperative that Command Auxiliary Police Coordinators inform all new Auxiliary
Police Officers that the shield is Department property and must be returned to the
Department upon separation from the Auxiliary Police Program.
The IDENTIFICATION CARD must be worn at all times on the member 's outermost
garment while inside Police Headquarters.
The practice of safeguarding the newly appointed auxiliary member's shield and
IDENTIFICATION CARD is not permissible. However, certain exceptions are as
follows: (1) the Command Auxiliary Police Coordinator has cause to believe, based on
verifiable information, that the Auxiliary Police member upon issuance of the auxiliary
police shield, will likely not return to the program and decline to return the shield, (2)
the Command Auxiliary Police Coordinator may hold the shield of an auxiliary member
of disciplinary probation and (3) when an auxiliary member fails to perform the
minimum required quarterly hours the shield may be reissued on a "tour to tour" basis.
In this case, the Auxiliary Police member who performs the minimum required hours in
the next quarter will have hislher shield and IDENTIFICATION CARD returned

AUXILIARY GUIDE
Section: Uniforms and Equipment Procedure No: 504-05
PURPOSE To ensure all Auxiliary Police personnel trained and qualified by the Department to
operate Department vehicles (RMPs and vans) maintain a current New York State
driver license.
PROCEDURE To conduct mandatory New York State driver license check on authorized Auxiliary
Police operators:
BOROUGH! 1. Conduct mandatory New York State drivers license check, via FINEST
BUREAU system, during July of each year, for all authorized Auxiliary Police
COMMAND operators assigned to comand.
AUXILIARY a. Place copy of FINEST message printout in Auxiliary Police
POLICE operator's personnel folder.
COORDINATOR 2. Notify Auxiliary Police Section and Auxiliary Police operator
immediately if license is expired, suspended or revoked.
a. Inform Auxiliary Police operator concerned not to operate any
Department vehicle.
b. Conduct investigation in conjuction with Auxiliary Police Section
to resolve issue.
1. Upon conclusion of investigation, determine if "operator"
status for Auxiliary Police member is reinstated.
11. Advise Auxiliary Police member concerned of results of
investigation and current "operator" status.
NOTE Borough/Bureau Command Auxiliary Police Coordinators will inform Auxiliary Police
operator concerned that he/she is NOT permitted to operate any Department vehicle
until he/she
proves that such expiration, suspension or revocation has been resolved
In addition, at any time an authorized Auxiliary Police operator has iriformation to the fact
that hislher license is expired, suspended or revoked, he/she is required to notify hislher
Borough/Bureau Command Auxiliary Police Coordinator immediately and refrain from
operating any Department vehicle until the issue has been resolved. Auxiliary Police operator
concerned will not operate a Department vehicle until authorization is received from
Borough/Bureau Command Auxiliary Police Coordinator.
A folder of all qualified auxiliary police operators is to be kept on file at the command
Borough/Command Auxiliary Police Coordinators will be responsible to update file as
necessary.

DUTY JACKET There are currently two (2) authorized duty jackets:
1. Navy blue, nylon, hip length with zip out "thinsulate" lining, concealed
zipper front, gilt buttons and zip side vents.
2. Navy blue, nylon, waist length short duty jacket with zip out "thinsulate"
lining, knit wristlets, waistband and zip side vents.
These duty jackets are authorized for all ranks inclusive with "Auxiliary Police
Department" arm patch affixed to both shoulders (exceptions being Auxiliary
Special Task Unit and Harbor Unit which will wear auxiliary police patch on
right sleeve and authorized designated patch on left sleeve).
NAMEPLATE Worn on outermost garment, centered below shield (except raincoat). White
metal nameplate for Auxiliary Police Officers, yellow metal for auxiliary
supervIsors.
SHIRT Dark blue, military type with "Auxiliary Police Department" arm patch affixed

NOTE Members of the ceremonial unit regardless of rank MUST wear a white shirt
while performing ceremonial junctions, i.e. awards, ceremonies, parades,
funerals etc.

INSIGNIA on both inner and outer most garments by ALL ranks at ALL times.
SERVICE For ranks of Auxiliary Police Officer, Sergeant and Lieutenant. Service
STRIPE! HASH stripeslhash marks will be affixed to the left sleeve on all garments. Short sleeve
MARKS! shirts and rain gear are exempt from this requirement. Each service striplhash
LONGEVITY mark represents five (5) years of service and are available at the Equipment
BAR Section.
NOTE 1. Service stripes/hash marks will be affixed with lower tip of the strip four (4)
inches from the bottom and with left edge along outer centerline of the left sleeve
only.
2. Longevity breast bar shall be worn on the short sleeve shirt for Auxiliary
Police Officer, Sergeant and Lieutenant. This bar denotes the number ofyears of
service in five (5) year increments. The breast bar will be worn directly over the

JACKET
HELMET The helmet will be white in color with the word "AUX POLICE" affixed on both
sides in black letters. Helmets must be "ANSI" or "SNELL" certified, weighing
approximately ten (10) ounces. Sergeants and above must affix their rank
insignia (i.e. Sergeant using a chevron), adhesive type, to the front and back of
the helmet. Helmets are required for all auxiliary members on bicycle patrol.
NOTE The NYPD AUXILIARY baseball cap is authorized/or use when not riding the
bicycle and coming in contact with members of the community. The baseball cap
will not be worn underneath the bicycle helmet.
JACKET Two tone (white/royal blue) waist length bolero type jacket with the letters
''NYPD'' printed in 3 ~ inch high white letters and "AUXILIARY" printed in 1
~ inch high letters beneath the "NYPD" on back. The letters "AUXILIARY
POLICE" will also be printed in 1 ~ inch high lettering across right breast.
Authorized auxiliary arm patches will be affixed to both sides.
NOTE As an option to wearing the bicycle jacket, Auxiliary Police Officers may wear
the Traffic Vest over their duty jacket.

SHIRT Navy blue (white for Auxiliary Lieutenant and above) golf shirts with the letters
"AUXILIARY POLICE" printed as described above. Shirts are available in both
long and short sleeve. The authorized long sleeve turtleneck shirt is authorized to
be worn during inclement weather months underneath the long sleeve bicycle
golf shirt only.
NOTE Auxiliary Sergeants must affix chevrons to the golfshirt and jacket.
SHIELD/ Patch will be NYPD gray in color for Auxiliary Police Officers and gold in color
PATCH for supervisors, to be worn on the left breast of golf shirt and jacket.
PANTS Pants are made of supplex material NYPD blue in color, elastic and drawstring
waist, right back pocket with Velcro closure, two (2) front Bello pockets with
Velcro closure on right and left side pockets. One zipper and Velcro snap on
bottom of each pant leg.
SHORTS NYPD blue in color, with drawstring waist, two (2) hip pockets, and two (2)
Bello/cargo pockets with pleats on center of the pockets.
SHOES/SOCKS Black leather sneakers with visible lettering prohibited. High top sneakers are not
authorized. Black cotton socks.
GLOVES Black gloves should be worn for bicycle use. The use of black cutoff gloves, for
summer use, is also recommended.
NOTE Regulation handcuffs will be carried in a nylon handcuff case with snap and key
available for use.
BATON Regulation Baton (Wood) may be carried while assigned to bicycle patrol.
ADDITIONAL Under no circumstances may the bicycle uniform or bicycle be modified. The
DATA authorized auxiliary bicycle patrol uniform shall only be worn when actually
performing auxiliary bicycle patrol duties.

ADDITIONAL Personal bicycles are not pennitted for use in this program. Bicycles will not be
DATA assigned to individual Auxiliary Police Officers, they will be allocated to the
(continued) auxiliary bicycle unit concerned. Notwithstanding this policy, Auxiliary Police
Officers may utilize regular patrol unit's bicycles, if available, and if granted
permission by the Precinct/PSA Commanding Officer or hislher designee. If an
Auxiliary Officer utilizes a regular patrol unit bicycle, the desk officer must be
notified and an entry must be made in the command log.

AUXILIARY 1. MUST wear an approved bullet resistant vest when outside a Department
MEMBER facility and in uniform.
NOTE Under no circumstances shall an Auxiliary Police Officer assigned a patrol function
outside of a Department facility perform his/her duties without a Department issued
loaner, personal or authorized purchased bullet resistant vest. THERE ARE NO
EXCEPTIONS.
ADDITIONAL All Auxiliary Police Officers MUST contact the Auxiliary Police Section Vest Unit at
DATA (718) 520-9243 for authorization and approval prior to purchasing a bullet resistant
vest through the New York City Police Department via the NYPD Equipment Section.
AND:
a. MUST present vest to designated Auxiliary Police Section Vest Unit
personnel, after purchase, for inspection and approval prior to use by
the NYPD Ballistic Vest Unit..
b. MUST wear only one (1) of the following authorized protective vests:
(1) Department issued loaner vest.
(2) Department issued personal vest.

after authorization and approval by the Auxiliary Police Section

Auxiliary members MUST wear their bullet resistant vest panels with the vest carrier
specifically designed to fit these panels as provided by the manufacturer. Generic vest
carriers or vest carriers that are made to fit a range of ballistic panels are not
authorized for use.
All personal vests purchased through the NYPD Equipment Section shall be entered into
the Auxiliary Police Section Bullet Resistant Vest database.
Criteria for a member 's eligibility to purchase a vest through the NYPD Equipment
Section shall be determined by the Commanding Officer, Auxiliary Police Section.
