1.2 13 SOUTH WEST TRAINS RETAIL COMPANY COUNCIL INSTALLATION OF FURTHER AUTOMATIC TICKET GATES People Arrangements BACKGROUND Discussion took place at Company Council on 23" April and 20" June 2008 on the principles of the arrangements that will be necessary to achieve the people changes associaied with the installation of automatic ticket gates at a further 13 locations plus Waterloo and consequent re-lignment of revenue protection resources to meet changing needs. Under the changes, the overall number of jobs in revenue protection will increase substantially. The revenue protection stations team will increase in size in order to provide cover for the newly gated stations. The impact of the additional ticket gates will be a reduction in the number of passengers travelling without a valid ticket and tae revenue protection trains team will therefore reduce in size over time In principle the re-allocation of resources within the revenue protection department will be achieved on a voluntary basis and over time through natural wastage/staff turnover, without the need for displacement of stoft There will also be internal and external recruitment to fill the additional posts in the stations team as wel! as the opportunity for existing employees in the Stations team (RPA & CSA) to transfer te another location of their choice. REVISED REVENUE PROTECTION STAFFING LEVELS Revenue Protection Staffing Establishments Details of existing and new staffing levels (based on fulltime equivalent positions) (for both the Station and Trains teams) are shown in Appendix ‘A Full use will be made of both fulltime and parttime working to meet business needs. The reduction in RPI staffing levels will be achieved over time through natural wastage and turnover. Diagrams and hours of coverage will be adjusted where necessary to reflect changing business needs, in particular to focus or lines of route not protected by gated stations. Any such changes will be consulted with local staff representatives in accordance with Procedure Agreement 1. Any changes to rosters will be negotiated with local staff representatives as per Procedure Agreement 1 2.2.2. Revenue Protection Assistants (Trains) iagrams and hours of coverage will be adjusted where necessary to reflect changing business needs, in particular to focus on lines of route not protected by gated stations. Any such changes will be consulted with local staft representatives in accordance with Procedure Agreement 1. Any changes to rosters will be negotiated with local staff representatives as per Procedure: Agreement 1. In order to achieve the required reduction in the number of RPAS (Trains), all existing occupants (see footnote (@}) of RPA (Trains) positions will be asked if they wish to volunteer to transfer to a vacant RPA (Stations) position. Those wishing fo volunteer will be asked fo indicate their location preferences, Those opting for a vacant RPA Stations position af their home location will have priority over those opting from another location. Any change of location under these arrangemenis will be at no additional cost to the business. As part of this process, existing RPA (Trains) contracted to work parttime can apply for a full time RPA (Stations) position if they so wish. If the number of volunteers exceeds the number of vacant RPA (Stations) positions at a particular location, then the arrangements to be applied will be discussed at company council level Existing RPA (Trains) who do not wish to volunteer to transfer to an RPA, (Stations) position will remain in their Trains position and location. Where necessary Trains diagrams will include Station work until such time os the required staffing level based on the new Stations establishment has been reached. The allocation of Stations work within Trains diagrams will be distributed fairly amongst all individuals involved. Gatelinestaffingpeopleprocess 2of 6 June 2008 2.3 2.3.1 2.3.2 A letter will be sent to all existing RPA Trains inviting them to volunteer to transfer to a vacant RPA (Stations) position and to express their preference of locations. Details of vacant RPA (Stations} positions (including locations, gateline hours of operation, sample roster and gateline installation dates) will be provided to help individuals make their choice. There will be a deadline for RPA (Trains) to volunteer to transfer. Once all such requests have been considered, individuals will be informed of their appointment (his will be subject fo a position being available) and transfer to their oppointed RPA (Stations) position will be arranged to coincide with the implementation of automatic gates at the location concerned or at another agreed date Once the deadline for voluntary applications has passed, any remaining RPA {Stations} positions will be advertised internally and externally. At this point, existing occupants of RPA (Stations) positions can apply to transfer to @ vacant RPA (Stations) position at a location closer to their place of residence (see clause 2.3.1) Overall, the total number of ‘actual’ RPAs will not exceed the combined new establishments for RPA Trains & Stations. Revenue Protection Stations Team Revenue Protection Assistants (Stations) Rosters to cover the gateline hours of operation at the newly gated stations will be the subject of local discussion and negotiation in accordance with Procedure Agreement 1 There will be an opportunity for existing occupants (see footnote (a)) of RPA (Stations) positions to apply to transfer to a vacant RPA (Stations) position at a location closer to their place of residence. This will be at the point that the unfilled RPA (Stations) positions are advertised on the company vacancy list Such individuals should submit a written transfer reauest lo their manager and they will have priority for appointment over other internal/external applicants, excep! RPA (Trains) applying under the arrangements in 2.2.2 above. Any such transfer, if agreed, will be at no additional cost to the business and will take place ot| a date which meets business needs. If the number of transfer requests exceeds the number of vacancies available at a particular location, then appointment will be subject fo the normal selection/assessment process. Customer Service Assistants (see footnote (b}) Rosters to cover the gateline hours of operation at the newly gated stations will be the subject of local discussion and negotiation in accordance with Procedure Agreement | The additional Customer Service Assistant positions created at the newly gated stations will be advertised internally and externally. At this point, there will be the opportunity for existing occupants of a CSA position {see footnote (al) to apply to transfer to a vacant CSA position at « location closer to their place of Gatelinestaffingpeopleprocess 3 of 6 June 2008
