On November 3, 2010, at 4:37 p.m., this Court heard Plaintiffs Application for
the parties, exhibits thereto, verifications and affidavits, and oral argument of counsel, the Court
finds that there is evidence that harm is imminent, and if the Court does not issue the temporary
restraining order, Plaintiffs will suffer irreparable harm if the Defendant Board proceeds to
enj oined from terminating Plaintiffs' concessionaire leases pending the outcome of a temporary
injunction in the Board's favor. This order does not prohibit the Board of Directors from voting
