City of Toledo City Council Office One Government Center, Suite 2140 Toledo, OH 43604 November 5, 2010 Council President Witma D, Brown Members of Council Joe McNamara My interest in chairing the Utilities & Public Service Committee Dear President Brown: Pursuant to the November 5, 2010 memorandum from the Clerk of Council, I am writing to express my interest in chairing the Utilities & Public Service Committee. am extremely excited about this position because I see a plethora of opportunities within the Department of Public Utilities for economic development and to continue Toledo’s leadership in alternative energy. I have shown an intense interest in many different policy aspects within the jurisdiction of the committee. On the Public Service side, I have actively advanced policies to extend the life of our landfill. I also believe that being a practicing attorney would be an asset for this position. A few of my legislative initiatives involving public utilities include: ‘sponsoring and passing unanimously Resolution 729-08, which led the Plan Commission to adopt ‘expanded usage of “green infrastructure” as a storm water management tool; ‘* sponsoring and passing unanimously Ordinance 44-09, which began the planning process for the Collins Park Municipal Solar Field. This project will likely be completed via federal and private funding sources; © encouraging the Finkbeiner Administration to partner with the Port Authority (expeditiously pushing for the adoption of Resolution 664-09), which ultimately led to the award of a $15 million Department of Energy Grant for an Advanced Energy Utility; + amending and passing Ordinance 180-10 (628-09) —relieving an ordinance stalled in committee by balancing the Administration’s ability to collect overdue water bills with consumer protection rights; ‘© sponsoring and passing Ordinance 217-10 that created the Toledo Energy Policy Committee, which has assisted the City in its efforts to bring our Renewable Energy Credits to market. Additionally, I have taken a substantial interest in Toledo's clean water and storm water management policies. Ihave visited and observed other cities’ storm water management strategies. I uncovered variances in our clean water policy and worked with the Administration to ensure that the Municipal Code is followed. If you appoint me as the new chair of the Committee, you can expect that I will be diligent and devote the necessary time, Ensuring that Council is knowledgeable and informed helps us make good policy decisions that serve the public’s best interests. I would like to take this ‘opportunity to recommend Joe McNamara. Thave known Joe for years, T have worked with him both in the legal arena as well as in my capacity as Chairman of the Port Authority. Joe has an excellent mind and is a committed public servant, He has consistently supported the economic development efforts of the Port Authority and was helpful in our efforts to obtain the Department of Bnergy grant for an Alternative Energy Utility. Additionally, I understand Joe created the Toledo Energy Policy Committee. The Port Authority has hosted these meetings and is actively participating in the creation of policy advice, Joc understands the opportunities we have in northwest Ohio and has becn an advocate for collaboration, In sum, I believe Joe has already shown exceptional leadership in issues involving public utilities and would be well suited as the new chair of the Utilities and Public Service Committee. Brown & All Members of Council RE: Chairmanship of the Utilities & Public Service Committee recently leaned of your memo to the Council President and members of Council expressing your interest in the Chairmanship of the Utilities & Public Service Committee. I am uncomfortable in writing this memo, because itis highly ixregular for a member of Council to lobby members of Council on a position the Council President has the authority to appoint. However, you have left me little choice. Wilma Brown is the Council President and is presumed to be the Council President again next year as she finishes her final term. I was proud to offer early support for her as the first African American Councilwoman for President. I respect her decision making authority and ability and voted to give her that right. [also supported you as Council President, but you declined to continue in that eapacity this past year, as you pursued a position in Columbus, If you were Council President, this discussion would not be taking place. Tam sure you will recall that I was willing to forego a committee chairmanship because of my pregnancy and the birth of my son for this year. In your memo, you indicate that you will “devote the necessary time” to the Chairmanship. I certainly hope that this appeal is not reflective of an underlying assumption by you that a working mother is incapable of chairing the second most powerful committee. I have served as a member of the Utilities & Public Service Committee for 3 years and Vice Chair for last year. Ihave developed the necessary working relationship with members of the Administration and the interested public and have a sufficient command of the subject matter to serve in a competent capacity. T reviewed your list of legislative accomplishments in this arena and would respectfully remind you that I was instrumental in making “your” accomplishments possible.
