Fares) data is loaded on to the TIM and after the duty of the driver is completed the TIM will be
taken back. Such TIM will be connected to the Server to download the data (of sale of tickets)
into DCP system. TIMS are being provided to conductors and it is planned to move all
operations related to issue of tickets onto TIMS.

1.4.6 Payroll
PAY ROLLS Project was also developed using RM-COBOL on UNIX platform and deals
mainly with generation of Pay slips of Officers and employees of APSRTC.
• Employee Master Data files (Unit-wise) are available with Pay Roll Centers.
• Attendance data for the month is received from PMS Project.
• Certain allowances data is received from DCP.
• Current month transactional data is fed at Units / Depots, viz. Maser file corrections, misc.
earnings and recoveries etc.
• At Regional Pay roll Processing center, the entire data so received is processed to generate
Salary Bills and a consolidated data file is generated from which many reports would be
generated and printed, such as Pay slips, Summaries, Non-Departmental Recoveries (NDR)
etc.
• The consolidated data file/s are given to other projects, viz. Provident Fund (PF), Credit Co-
operative Society (CCS), Staff Retirement Benefit Scheme (SRBS) and Staff Benevolent
Thrift Fund (SBT) etc.
• Revised pay scales (RPS) and pay arrears are also calculated using a peripheral software
(RPS software) which draws the current basic pay data from payroll application, the revised
pay scales and arrears payable to employees are calculated and fed back to Payroll
application. Once changed to revised pay scale, the payroll application calculates the
monthly pay.

from Central Contracts Cell at Head Office through dial-up connectivity to the Server at

• Data has to be automatically pushed to the central Server at Corporate Office, from the
originating source of information, i.e., Depots, workshops, etc.
• Data uploaded / pushed to the Central Server has to be processed, consolidated periodically
(daily, monthly and yearly) and generate required queries and reports.
The consolidated information should be able to be accessed through a Dashboard, and access to
the dashboard should be given to the authorities concerned.

In brief, the system integrator should study the existing systems/projects and deliver the
functional and technical requirements as provided in Request for Proposal (RFP), develop
the solution (configuration of existing features and development of customized
components), perform unit integration and system testing, perform user acceptance testing,
conduct a pilot implementation based on the pilot implementation plan and deploy the
solution across all APSRTC Units.
The System Integrator (SI) would be responsible for supplying necessary hardware,
Licenses, connectivity in the name of APSRTC and implement an enterprise network
covering LAN, WAN, IBW and all network components. The SI must deploy the required
Hardware and networking equipment, Setup the Data Centre and Disaster Recovery (DR)
Centre, deploy suitable Operating Systems, Application packages like RDBMS, application
development tools etc.
In addition, the system integrator is also expected to provide interfaces between the
proposed solution and the existing systems in use such as – Ticket Issuing Machines, Online
Passenger Reservation System, Pass Automation and Accountal System and Intelligent
Transport System for Buses. SI is also expected to train, involve and utilise the IT team
during the project and conduct train the trainer programme for the end users of APSRTC as
per the Training Plan (to be provided in the RFP).
In Phase - I, the SI would study the existing systems, infrastructure, processes and
documentation and prepare functional and technical requirements (for total solution
covering systems, architecture, hardware, networking equipment, networking (LAN &
WAN) solution, internet bandwidth, data centre, DR Centre etc.
To gain understanding on the existing IT Projects the system integrator may visit following
sites/ locations:
In Phase - II, the SI would develop the proposed solution incorporating the customization if
needed and configuring the existing functionality available in their system. Ensuring the
installation and commissioning of related hardware, network equipment, operating system,
RDBMS and related packages duly coordinating with the relevant partners (if any).

In Phase - III the SI would conduct relevant test procedures (including but not limited to
unit testing, system testing, integration testing and user acceptance testing) for the solution.
On successful completion of these procedures, the system integrator is expected to conduct
pilot implementation as per the Pilot implementation plan as per the RFP.
During Phase – IV, the SI would roll out the solution at all locations of the Corporation, as
per the roll out plan.
In Phase - V the SI is expected to provide warranty support and managed services (like
AMC, License renewals etc.) for the implemented solution for a period of five years from
the date of acceptance. During this phase the integrator is expected to provide helpdesk
support to end users and to the IT team of APSRTC.

The bids must be submitted in a sealed envelope with the following title “EOI Bid for
Implementation of Centralised Integrated Solution at APSRTC” and must include the EOI
reference and date on the bid cover.
The Bids received would be opened on 01 December 2010 at 15.30 hours.
