1 Introduction

1.1 About Andhra Pradesh State Road Transport Corporation


Andhra Pradesh State Road Transport Corporation (herein after referred to as “APSRTC” or
“Corporation”) is a leading road transport corporation in Andhra Pradesh, India. It was
established by Government of Andhra Pradesh on 11th January 1958 in pursuance of the Road
Transport Corporations Act, 1950. It provides road transport facilities for inter as well as intra
state travel.
On an average, APSRTC transports about 14 million passengers every day, equaling the number
of passengers ferried by Indian Railways. It is the world's largest public transport organizations
by bus fleet offering a wide transportation services in the Southern states of India. APSRTC
operates across the states of Andhra Pradesh, Tamil Nadu, Karnataka, Pondicherry,
Maharashtra, Orissa, Chhattisgarh and Goa.
Currently, the Corporation is operating with 21,439 buses from 210 depots and cover 767 Bus
stations. These buses cover 75.51 lakh Kilometres and almost 14.5 million people every day.
These buses connect 24,336 villages to all major towns and cities in AP.

1.2 APSRTC Organization


APSRTC is organized into four tiers comprising of Head Office at Hyderabad, Zones at seven
locations, 23 Regions and 210 Depots. Each depot is attached to one zone and all zones report to
the Head Office. Each zone has a workshop to cater to the maintenance needs to depots and a
store to cater to the requirements of material requirements of these workshops and depots.
Organizationally, the corporation is headed by the Chairman and supported by Vice – Chairman
and Managing Director. Each of the zones is headed by an Executive Director. In addition, there
are 23 regional offices that cater to the administrative requirements of the depots. Each of the
regions is headed by a Regional Manager. APSRTC also have one Body building workshop and
one printing press to support its operations.

1.3 Key Achievements of APSRTC


The major achievements of the Corporation are:
• It has entered into the Guinness Book of World Records on 31/10/1999, with 18,397 buses
making it the largest bus fleet in the world
• APSRTC was honoured with the ‘Road Safety award’ by United Kingdom based ‘Chartered
Institute of Transport’
• ‘Productivity and Fuel Efficiency Award’ from Government of India is been given to
APSRTC for many consecutive years

1.4 Information Technology Initiatives of APSRTC


APSRTC has been a front runner in adoption of IT and most of the activities of APSRTC are
computerized since 1988. Some of the existing IT projects and systems in use at present are as
under:

1.4.1 Depot Computerization Project (DCP)


This is the main Project implemented in APSRTC covering the core activity in all the 210
depots. DCP was developed using SCO Open Server, RM-COBOL. It was subsequently ported
on servers with Linux as Operating System and RM-COBOL.
This functionality of DCP covers all the activities involving Receipt and Accountal of Tickets,
Materials, Major Units, Performance of Tyres, Major Aggregates, Vehicle-wise and Driver-wise
KMPL, Earnings per KM, Cost per KM., many other parameters and also Stores Accountal
System. Depot Computerization Project (DCP) consists of three modules, as detailed hereunder:
• Online Ticket Accountal System (OLTAS): This is the most important module as it deals
with the core activity of the Corporation. The main functionality of this module is indent
generation of tickets, receipt and accountal of tickets, issue of ticket Blocks and Passes to
conductor ticket trays, accountal of earnings through sale of tickets, Vehicle departure,
TIMs data capture, Attendance, leaves of the crew, etc.
• Vehicle Maintenance System (VEMAS): This Module broadly deals with the
maintenance of vehicles. It covers all the parameters pertaining to Vehicles comprising of
Chassis, Engine, Gear Box and other such major aggregates, Driver-wise and vehicle-wise
parameters, Tyre Performance, Fuel efficiency (vehicle-wise, driver-wise) etc.
• Stores Inventory System (STOINS): STOINS deals with indent generation on Zonal
Stores, receipt of materials from Zonal Stores (through OLIMS) and accountal of materials
while issued to vehicles, Local purchase of materials, Stores performance statements etc.

1.4.2 Personnel Management System (PMS)


PMS package was also developed using COBOL on UNIX platform and primarily deals with
the data pertaining to the Officers and employees of the Corporation, viz. Employee number,
Employee name, Designation, Unit name, date of birth, date of appointment, Basic pay, date of
increment etc.
It also takes care of other information like leaves, transfer particulars, increments, punishments,
promotions etc.
Some of the data from this Project is transmitted to Pay Rolls System monthly for generation of
Salary bills etc.

1.4.3 Ticket Issuing Machines


APSRTC is using Ticket Issuing Machines (TIMs) at all the Depots for issue of tickets through
TIMs and integrating the data of TIMs with DCP modules for Accountal of tickets and ticket
sales (revenues) as well as trip-wise details and origin-destination analysis. These TIMs are
handed over to Service Drivers, who sell tickets through TIMs. MTD 141 cards (Stage-wise

Fares) data is loaded on to the TIM and after the duty of the driver is completed the TIM will be
taken back. Such TIM will be connected to the Server to download the data (of sale of tickets)
into DCP system. TIMS are being provided to conductors and it is planned to move all
operations related to issue of tickets onto TIMS.

1.4.4 Financial Accounting Information System (FACTIS)


Financial Accounting Information System (FACTIS) is implemented at all the accounting
centers of APSRTC (including all 210 Depots, 23 Regions, 7 Zones and the HO) and the Project
covers major functionality of accounting procedures.
FACTIS is aimed primarily for maintenance of Books of Accounts in all accounting centers and
consolidation of accounts at Regional Offices and Head Office. The software is developed in
RM-Cobol-85 on UNIX/ Linux platform.
The Primary Books of Accounts are Cash Book, Check Issue Register (CIR), Journal Entry
Register and Traffic Revenue Register (TRR). FACTIS defines them as Receipts, Payments
and Journal Entry. For TRR separate data entry facility is also provided. All accounting Centers
will maintain Primary Books of Accounts and Depots will maintain TRR.

1.4.5 Online Inventory Management System


Online Inventory Management System (OLIMS) is the project covering all the activities of
“Materials Management” at all Zonal Stores, Regional Stores and Bus Body Workshop Stores
(eight sites in total).
OLIMS is developed using Oracle version 7.1.6 on SCO Open Server 5.0.x. Entire application
is developed using SQL*Forms 3.0, SQL Pro*C and SQL Plus.
The functionality of this project covers all the activities involving Purchasing, Accounting, and
Distributing of all materials, Tickets, Tyres, Tubes, Flaps, Tread Material etc. OLIMS also
covers the activity of disposal of unserviceable materials, tyres, and also vehicles through
tender-cum-action.
It also covers the activity of Receipt and distribution of Major Aggregates (Major units like
Engines, Gear Boxes, Front Axle, Rear Axle etc. pertaining to Workshop and to maintain the
Depot-wise outstanding position of these aggregates.
Further, it also covers the activities of maintenance of Tyre History and Tyres and Tread Rubber
performance pertaining to Tyre Retreading Shop.
OLIMS comprise of the following Modules:
• Purchase
• Receipts
• Stocking and Distribution
• Tyres
• Tickets
• Bus Pass
• Disposal of unserviceable materials, Tyres, and Vehicles
• Workshop Major aggregates
• Tyres and Tread Rubber performance

1.4.6 Payroll
PAY ROLLS Project was also developed using RM-COBOL on UNIX platform and deals
mainly with generation of Pay slips of Officers and employees of APSRTC.
• Employee Master Data files (Unit-wise) are available with Pay Roll Centers.
• Attendance data for the month is received from PMS Project.
• Certain allowances data is received from DCP.
• Current month transactional data is fed at Units / Depots, viz. Maser file corrections, misc.
earnings and recoveries etc.
• At Regional Pay roll Processing center, the entire data so received is processed to generate
Salary Bills and a consolidated data file is generated from which many reports would be
generated and printed, such as Pay slips, Summaries, Non-Departmental Recoveries (NDR)
etc.
• The consolidated data file/s are given to other projects, viz. Provident Fund (PF), Credit Co-
operative Society (CCS), Staff Retirement Benefit Scheme (SRBS) and Staff Benevolent
Thrift Fund (SBT) etc.
• Revised pay scales (RPS) and pay arrears are also calculated using a peripheral software
(RPS software) which draws the current basic pay data from payroll application, the revised
pay scales and arrears payable to employees are calculated and fed back to Payroll
application. Once changed to revised pay scale, the payroll application calculates the
monthly pay.

1.4.7 Online Hospital Management System (OHMS)


Online Hospital Management (OHMS) is implemented in our Hospital at Tarnaka, Hyderabad
covering important activities of the Hospital.
OHMS is also developed using Oracle version 7.1.6 on SCO Open Server 5.0.x. Entire
application is developed using SQL*Forms 3.0, Pro*C and SQL*Plus.
OHMS comprise of the following Modules:
• Registration
• Medical Records
• Purchase
• Receipts
• Stores
• Pharmacy
• Radiology
• Laboratory
• Medical Aid
This Project covers the activities in the Hospital relating to registration of Officers, Employees
and their family members, Lab tests, Radiology reports, Medical Stores Inventory maintenance,
Pharmacy medicines maintenance, Directing of patients to external Hospitals for treatment and
Diagnostic Centers for Tests, Payment of bills of Hospitals etc. The Purchase Module is run

from Central Contracts Cell at Head Office through dial-up connectivity to the Server at
Tarnaka Hospital.

1.4.8 Online Passenger Reservation System (OPRS)


Online Passenger Reservation System project is developed and implemented mainly to provide
better service to the commuters of APSRTC to reserve their tickets from anywhere to anywhere
at any time up to one month in advance.
It covers the main activities of advance reservation, pre-pone, post-pone journeys and also
cancellation of tickets booked under advance reservations and more. It also provides e-
Ticketing.
An exclusive data center is set up at Bus Bhavan, in APSRTC to cater the services under the
OPRS Project.
This is also an independent project having no integration with any other project of APSRTC but
with a centralized database and web-based application, though in future data has to be sent to
the Operations and Finance Modules for integration. The present system is on J2EE, Websphere
and DB2 database.

1.4.9 Pass Automation and Accountal System (PASS)


Pass Automation and Accountal System (PAAS) is the project which deals with issue of
Identification cards and variety of Passes to the commuters of Cities of Hyderabad &
Secunderabad, Vijayawada and Visakhapatnam.
This Project is developed using VB .NET, and ORCLE 9i / 10g RDBMS as back-end database
on Windows 2003 platform and is implemented at 3 cities with independent databases and
application software.
APSRTC is the owner for the application software and the Project is entrusted to franchisee
firms to run the Project at all the sites and the franchisee firm has to provide necessary
hardware, networking equipment, and other infrastructure required including manpower to run
the project and commission would be paid to the franchisee firm on the no. of Identity cards and
tickets (passes) issued through the system and the Project as per the terms and conditions of the
agreement.

1.4.10 Central Management Information System (CMIS)


Central Management Information System (CMIS) is a Unit in the Head Office consolidating all
the vital parameters information collected from the Regional MIS and appraise the higher
management as per the requirement, and also maintains a Data Bank of Corporate parameters
region-wise.
Every month one Book-let is prepared by this Unit comprising of the operational performance
of all the Regions for the month and up to the month and circulates to all the HODs and to the
Regional Managers for review and analysis. Most of the activity is being carried out manually
in LOTUS-123 and macros within LOTUS-123.
The following functionalities have to be incorporated at Central MIS:
• A Centralized Database at Corporate Office.

• Data has to be automatically pushed to the central Server at Corporate Office, from the
originating source of information, i.e., Depots, workshops, etc.
• Data uploaded / pushed to the Central Server has to be processed, consolidated periodically
(daily, monthly and yearly) and generate required queries and reports.
The consolidated information should be able to be accessed through a Dashboard, and access to
the dashboard should be given to the authorities concerned.

1.4.11 PF Accounting System (PFAS)


PF Accounting System is also developed using RM-COBOL on UNIX platform. It is being run
only at Head Office and deals with accountal of Provident fund of Officers and employees of
APSRTC. The source data is received from Personnel Dept., and also from Pay rolls system.
It mainly deals with amounts of PF recovered from the salary bills, withdrawals of amounts
through loans, settlements (for Retirements on Superannuation, Voluntary, Medical grounds,
expiry cases etc.
It also deals with accountal of investments from PF trust through various instruments (Bonds
etc.), and other mandatory requirements as per the guidelines from RPF commissioner.

1.4.12 Staff Retirement Benefit Scheme (SRBS)


Staff Retirement Benefit Scheme (SRBS) is a welfare trust scheme (independent of APSRTC)
in operation since 1989 for retired employees of APSRTC. The members under this scheme
contribute INR100 per month during their service as a subscription fee and are paid monthly
cash benefits (MCB) after they retire from APSRTC till the death of member and spouse. The
scheme also facilitates employees to avail several types of loans such as marriage loans,
personal loans and educational loans.
The SRBS application is implemented at Head Office (HO) at Hyderabad. The application has
two tier Client-Server architecture and is developed using SCO Foxbase Plus. The Operating
system in use at present is SCO UNIX 5.06. It involves activities such as member creation
(subscription to the scheme), recovery from payroll, loans creation and recovery, loan and
subscription payment defaults, benefits payments and settlements. It also has an accounting
module for creation of ledger for SRBS.

1.4.13 Staff Benevolent Thrift Fund (SBT)


Staff Benevolent-cum-Thrift Fund (SBT) is a welfare fund scheme (independent of APSRTC) in
operation since 1983 for benefit of APSRTC employees. A member contributes Rs. 60 per
month as a subscription fee during the service, for which they receive a lump-sum amount with
simple interest at 8% p.a. by the end of the service along with the ex-gratia bonus. If a member
is deceased during service, INR 1 lac is given to the nominee of the member. The scheme also
facilitates employees to avail personal loan, but only once during his employment with
APSRTC.
The SBT system is implemented at Head Office (HO) at Hyderabad. The application has two
tier Client-Server architecture and is developed using SCO Foxbase Plus. The Operating system
in use at present is SCO UNIX 5.06. It involves activities such as member creation (subscription

1.4.14 Credit Cooperative Society


The APSRTC Employees’ Thrift and Credit Co-operative Society Ltd. (CCS) is an independent
entity that aims at providing loans and deposit benefits to the APSRTC Employees throughout
their services with the Corporation. Members can avail various loans from the Society based on
the loan eligibility of the employee.
The CCS application is implemented at the CCS office (Central implementation) and is
developed using RM COBOL. The Operating System is SCO UNIX 5.06. The application
enables activities such as member creation, loans and deposits creation, recovery towards thrift
fund and loans or deposits (from monthly salary). The application also enables personnel to
determine the loan eligibility for an employee or his guarantor.

2 Objective of the Project


The activities at APSRTC are functioning on the hardware and the technologies computerized in
1988. And most of the IT projects are developed using SCO open server 5.0.X, ORACLE
(Version 7.1.6) and RM-COBOL etc. Hence the need was realized to migrate and integrate all
the existing IT related Projects to the latest technologies with a centralized database and
application duly networking all the sites / Units.
Centralization will also facilitate in managing independent data maintained at distributed
databases. Further, the migration to latest technology would help APSRTC to overcome
following weaknesses:
• Obsolete technology: Migration will facilitate to overcome current system’s inability to
operate on the latest technology,
• Security: Latest technology will enable better security of data and information by
centralizing the data storage location.
• Redundancy: Redundancy and duplication of the data can be achieved with integration of
various applications.
In addition, centralization of systems would help in attaining efficiency and better quality of
data through the following:
• Data Integrity: Data integrity can be attained within and between all these systems through
centralized data management avoiding duplication of data and enabling data integrity since
data would be maintained at a single site.
• Easy Data Management: Centralization would help in easier and cost effective
management of large amount of data.
• Sustained Application: Centralized application would ensure control on the existing
application by avoiding multiple versions at different locations. Also any application change
will be validated across all the sites in the organization.
• Optimum Manpower utilization: The available man power will be optimally utilized at a
central location, concentrating on the major issues at a single site. No local IT support may
be required at sites.
• Data Availability: Access to real time information and desired MIS reports can be
extracted from centralized system, providing up-to-date and accurate data for reporting,
analysis and decision making.
• Standardization: Standardized formats and forms will be built into the new system for easy
user operations. Codes across systems that are currently not uniform and lead to manual
effort would be standardized after the integrated solution implementation.

3 High Level Scope of Work


The system integrator (SI) would be responsible for implementation of a Centralised Integrated
Solution (CIS) for APSRTC including the following:
• Integrated Solution covering all the systems listed in Section 1.4
• Interfaces with the existing systems such as TIMS, OPRS, PAAS, Intelligent Transport
System and APSRTC Website.
• Automation of areas that are currently partially automated (any areas within the scope of
existing systems where additional automation can be undertaken)
• Automation of areas where there is currently no automation. There has been a study
conducted and the following areas have been identified for automation:
- Operations Department
- Mechanical Engineering Department
- Stores and Purchase Department (central contract cell)
- Industrial Engineering Department
- Civil Engineering Department
- Finance Department
- Recruitment
- Procurement of Chassis & Bus Body and Buses
- Legal Department
- Training Cell
- Workshops
- Printing Press
• Automation of the bulk procurement activity and distribution of the material to all the zonal/
regional/ Bus Bodybuilding Workshops (BBW) stores as dealt by the Central Contracts Cell
• Computerisation of the Central Management Information System (MIS) at the Head Office
• Paperless Office: The Corporation also aims at establishing a paperless office. To this effect
there are the following areas identified:
- Implementation of an office automation system for file management
- Document Management system
- E-Procurement System
- Workflows for various processes
• The SI would also be responsible for providing the Operating System and the Database,
User licenses
• The system integrator would also be responsible for supplying the necessary hardware:

- For all units - depot/region/Zones/HO side hardware, such as desktops, printers,


networking equipment, and hardware to support operations at units.
• Setup of Data Centre and Disaster Recovery Centre
• Backup and Recovery tools
• Middleware interfaces (if required)
• Provide Warranty for the Hardware, application and Database
• Data Migration
• Provide a Hardware, application and Database Support for a period of 5 years
• Provide Training to APSRTC personnel – Core Team, IT Team and End users
The above mentioned scope is high level and a more detailed scope of work would be provided
to the qualified bidders in the RFP document.

4 Qualification Criteria for System Integrators


The system integrators intending to empanel/register should fulfill following eligibility criteria:
• The Prime bidder can bid as a consortium along with maximum of three member
companies. Any bidder bidding as part of more number of consortiums shall be disqualified.
• Composition of the Company: Has to be a Government / Public Limited Company / Private
Limited Company or a Partnership Firm. Copies of Documents certifying the same needs to
be provided.
• The firm should have an office in India and preferably presence in Hyderabad.
• The Prime Bidder should have implemented the proposed solutions at a minimum of 2
companies of which one organization should have a total turnover of more than `500 Crores
and the other organization should be either PSU or Government Organization. Experience in
implementation of Transport Management System would be preferred.
• At least one of the two aforementioned implementations must be inclusive of a
comprehensive solution including Hardware, Software, Network, Hosting Services,
Facilities Management, etc. and must have involved multi-location network comparable
with the proposed network of APSRTC comprising of Head Office, Zonal Offices, Regional
Offices and Depots. Details of assertions for the same needs to be provided by the Bidders
as a part of the response. The Bidder should be able to establish that the primary
implementation work has been carried out by their employees rather than through sub-
contracting. Credentials from the respective customer reference sites indicating the complete
scope of work should be produced to the Corporation as a part of the EOI response.
• The Prime Bidder should have a minimum of `150 Crores turnover in each year for the last
3 years from IT. Group business turnover will not be considered for eligibility criteria.
• The prime bidder should have a valid CMMI level 5 certification.
• The Prime Bidder should have made profits in the last 3 years consistently. Necessary
Balance Sheets and P&L statements have to be provided by the bidders.
• The proposed implementation partner must have prior experience in implementation of large
centralized solutions. Credentials from the respective reference sites indicating the
involvement of the implementation partner and the scope of work should be produced to the
Corporation as a part of the EOI response.
• Bidder must provide a brief overview of the solution that could be implemented based on
the information given in this Request for Expression of Interest (RFEOI) document.
The customer letters in support of the experience must be submitted to the Corporation for all
the aforementioned past experience criteria. Only the experience details for which the
supporting client letters are provided (clearly mentioning the scope and timelines of the project)
would be considered for evaluation.
The bids would be evaluated and all the bids satisfying these criteria shall be classified as
‘Qualified in EOI’.

5 Expected role of System Integrator

In brief, the system integrator should study the existing systems/projects and deliver the
functional and technical requirements as provided in Request for Proposal (RFP), develop
the solution (configuration of existing features and development of customized
components), perform unit integration and system testing, perform user acceptance testing,
conduct a pilot implementation based on the pilot implementation plan and deploy the
solution across all APSRTC Units.

The System Integrator (SI) would be responsible for supplying necessary hardware,
Licenses, connectivity in the name of APSRTC and implement an enterprise network
covering LAN, WAN, IBW and all network components. The SI must deploy the required
Hardware and networking equipment, Setup the Data Centre and Disaster Recovery (DR)
Centre, deploy suitable Operating Systems, Application packages like RDBMS, application
development tools etc.

In addition, the system integrator is also expected to provide interfaces between the
proposed solution and the existing systems in use such as – Ticket Issuing Machines, Online
Passenger Reservation System, Pass Automation and Accountal System and Intelligent
Transport System for Buses. SI is also expected to train, involve and utilise the IT team
during the project and conduct train the trainer programme for the end users of APSRTC as
per the Training Plan (to be provided in the RFP).

In Phase - I, the SI would study the existing systems, infrastructure, processes and
documentation and prepare functional and technical requirements (for total solution
covering systems, architecture, hardware, networking equipment, networking (LAN &
WAN) solution, internet bandwidth, data centre, DR Centre etc.

To gain understanding on the existing IT Projects the system integrator may visit following

In Phase - II, the SI would develop the proposed solution incorporating the customization if
needed and configuring the existing functionality available in their system. Ensuring the
installation and commissioning of related hardware, network equipment, operating system,
RDBMS and related packages duly coordinating with the relevant partners (if any).

In Phase - III the SI would conduct relevant test procedures (including but not limited to
unit testing, system testing, integration testing and user acceptance testing) for the solution.
On successful completion of these procedures, the system integrator is expected to conduct
pilot implementation as per the Pilot implementation plan as per the RFP.

During Phase – IV, the SI would roll out the solution at all locations of the Corporation, as
per the roll out plan.

In Phase - V the SI is expected to provide warranty support and managed services (like
AMC, License renewals etc.) for the implemented solution for a period of five years from
the date of acceptance. During this phase the integrator is expected to provide helpdesk
support to end users and to the IT team of APSRTC.

6 EOI Bid Submission


The EOI document is neither an offer letter nor a legal contract, but an invitation for Expression
of Interest for Implementation of a Centralized Integrated Solution at APSRTC. No contractual
obligation on behalf of APSRTC whatsoever shall arise from the EOI process unless and until a
formal contract is signed and executed by duly authorized officers of APSRTC and the bidder,
after following the complete evaluation processes.
However, this is a binding document between APSRTC and respondents till the completion of
selection process and notification of award and till a contract is signed between APSRTC and
the System Integrator in the process in case both parties initiate and expedite certain actions
pending the execution of a contract.
Andhra Pradesh Road State Transport Corporation has retained a Project consultant to provide
assistance in the preparation of EOI and evaluation of responses to this EOI and the selection
and implementation process.

6.1 Bid Submission


The bidders intending to enroll for participation after qualifying the criteria explained above
shall submit only pre-qualification bid in sealed cover containing documents in support of the
eligibility conditions along with the following documents as per the Annexure indicated:
• Profile of the Bidder(s)
• Copies of necessary Certificates as indicated at above
• Expression of Interest document
• Details of the similar tasks taken up and completed earlier (as per the format provided in
Annexure – B)
• Bio-data, educational qualifications and work experience details of the key personnel like
Project Director, Project Manager, Technical Architect, etc (as per the format provided in
Annexure – C) of those who are likely to participate in building up the solution to APSRTC.
• All necessary documents in support of the information forwarded

6.2 Pre-Bid Meeting


The Pre-Bid bid meeting for the interested bidders would be conducted on 19 November 2010 at
15.00 hours at APSRTC, Bus Bhavan, Mushirabad. Pre-Bid queries may be mailed to mail id
cossmit@apsrtc.gov.in on or before 16 November 2010.

6.3 Date of EOI Bid submission


The completed responses to this RFEOI must reach APSRTC on or before 01 December 2010 at
14.30 hours. All EOI bids must be addressed to:

The bids must be submitted in a sealed envelope with the following title “EOI Bid for
Implementation of Centralised Integrated Solution at APSRTC” and must include the EOI
reference and date on the bid cover.
The Bids received would be opened on 01 December 2010 at 15.30 hours.

7 Evaluation of EOI Bids


The terms of evaluating EOI bids will be as follows:
i. APSRTC will identify the suitable bidders based on the evaluation of the pre-
qualification bid. If it is felt necessary, such identified bidders may be invited for
discussions and clarifications.
ii. The nominated Evaluation committee shall evaluate the bids on the basis of the
response of the bidders, taking into account the projects already handled by them vis-
à-vis the I.T. related requirements of the APSRTC in the present scenario.
iii. The participating bidder shall contact the nominated officials of APSRTC, for any
clarifications through phone, e-mail or in person, before sending the pre-qualification
bid.
iv. After scrutiny, evaluation of technical qualification bids by the nominated Committee,
reasonable number of parties shall be short-listed and empanelled / registered for
Request for Proposal (RFP) bid.
v. The short-listed bidders can get the RFP document from COS (SM-IT), IT
department, APSRTC, Bus Bhavan, Musirabad, Hyderabad, 2nd floor, B block, C-266
on non-refundable payment of `11,250 (Including VAT) through DD issued by
any Scheduled / Nationalized Bank (other than Cooperative Banks) drawn in favour
of Financial Adviser, APSRTC, Mushirabad, Hyderabad, during office hours from
10.30 hrs. to 17.00 hrs. excluding holidays after release of the RFP.
vi. APSRTC reserves the right to reject any / all the bids partially / fully without
assigning any reasons to whom so ever it may concern.
vii. The validity of the acceptance for the services shall be for a period of 5 years from the
date of acceptance which can be extended at the discretion of APSRTC based on the
performance of the tasks by the bidder during the agreement period.
viii. Without express written consent of APSRTC, the bidder appointed by APSRTC shall
not indulge in utilizing, publishing, disclosing, or parting any or part of information
collected from APSRTC and the bidder should return the entire record of data and
information, collected during the execution period, to APSRTC before the expiry of
the agreement.
ix. APSRTC may at its sole discretion and at any time during the evaluation of Proposal
or at a later stage, disqualify any bidder and terminate the contract, if the bidder has:
• Made misleading or false representations in the forms, statements and attachments
submitted in proof of the eligibility requirements.
• Declared ineligible by the Government of India for corrupt and fraudulent practices or
blacklisted.

reference firm are not available, this format needs to include that statement from the
