Romania¶s territory is organized administratively into
counties, towns and communes.
There are 41 counties and the capital Bucharest with 6
sectors,all of them with their own administrative
structure.
In each county the education system is
coordinated by The County School
Inspectorate.

school network under their jurisdiction and the

· The headmaster is subordinate to the County School Inspectorate,
represented by the General School Inspector. Headmasters job
descriptions and evaluation sheet is prepared by the School
Inspectorate;
Obs. According to The new Education Law which will be approved soon by The Romanian Parliament,the
headmaster will be hired by The School Administration Council of whom members will be
representatives of The Local Council and of The Representative Parents Council.

· Representing the school in dealings with other persons and legal


entities;
· The head of the school has the right of guidance and control over all
personnel employed by school;
· The headmaster is the president of The Administration Council and of
The Teachers Council to whom he has to present semestrial and
annual reports;

b) Is directly responsible for the quality of education provided by
the school;
c) Launches partnership projects with schools from EU or
elsewhere;
d) Elaborating decisions and service notes covering education

e) Proposing to General School Inspector The Education Plan,
approved by The Administration Council , The Teachers
Council and the Local Committee for Xevelopment of Social
Partnership in Vocational Training (professional, technical
andvocational educations);
f) Coordinating the activity of all the departaments in the school;
g)Oorking and proposing the managerial projects and the
educational programmes activities of the school;
h)Oorking on and proposing the annual school budget;

a) Hiring auxiliary and non-didactic staff , acording to the


Labor Code;
Obs. The teaching staff is hiread by The County School Inspectorate afer passing an
annualy exam for tenured teachers or for substitutes.According to The new Education
Law which will be approved soon by The Romanian Parliament,the teaching staff will
be hired by the school.
b) Signing labor contracts with staff and approved leave of
teaching staff, auxiliary and non-teaching based on their
written requests;

c)Coordinating the salary commision

d) Approving the salary increasement for all the staff from


one pay grade to another, respecting the law;

a)Evaluating annualy all the school staff

b) informing the County School Inspectorate of the results of


outstanding teachers, which are propose for honors and
awards, according to The Teachers Status Law no.
128/1997.

b) Observing the collection of all the revenues;

c) Establishing the necessity and the legality of the


commitment and budgetary incomes, as they were
approved by The Administration Council;

d) Organization and maintenance of accounting and timely


presentation of balance sheets and accounts of budget
execution.
