POLICY: Video Surveillance Code I 18

The Board recognizes the District’s responsibility to maintain order and discipline on
school property and in school vehicles. The Board also desires to afford students and
staff privacy in respect to the records maintained by the District. The Board recognizes
the value of video surveillance systems in monitoring activity on school property and in
school vehicles in as a device to promote the health, welfare and safety of its students and
staff.

Having carefully weighed and balanced the rights of privacy of students, staff and visitors
with the District’s duty to maintain order and discipline, the Board authorizes the use of
video camera surveillance in contracted or owned transportation vehicles and on school
grounds as follows:

1. The District shall notify its students and staff that video surveillance may occur
on any school property and on any school contracted or owned transportation
vehicle.
2. Such video surveillance cameras may be used in locations as deemed appropriate
by the Superintendent and school administrators but shall not be used in locations
where there is a reasonable expectation of privacy.
3. The Superintendent shall cause notification to be provided to employees, parents,
students through handbooks, information guides and/or other means of
communication that video surveillance as described in this policy may occur.
4. The use of video surveillance equipment on contracted transportation vehicles
shall be supervised by the bus contractors hired by the District and school
administrators and/or designee. The use of video surveillance equipment on
school grounds shall be supervised by the building administration and/or their
designee.
5. The use of video recordings from surveillance equipment shall be subject to the
other policies of the District including policies concerning the confidentiality of
student and personnel records.
6. Video surveillance shall only be used to promote the order, safety and security of
students, staff and property.
7. The Superintendent shall develop procedures regarding the implementation of this
policy, including provisions for the retention and timely replacement and storage
of surveillance tapes or digital recordings.
