Dear Mr. Baker:

This responds to your letter of January 19, 2011, requesting information related
to the Hawai'i Police Department's policies regarding applications for a
concealed firearms permit and applications to openly carry a firearm.

Our response is as follows:

1. The Hawai'i Police Department does not maintain its own server or
e-mail platform. The Hawai'i Police Department presently contracts
these services from an outside vendor.

2. From January 1, 2010 - January 1, 2011 no policies, memos, or

informational handouts were issued by Police Chief Harry S.
Kubojiri in regards to open carry, concealed carry, carry permits, or
firearm permits.

3. The Hawai'i Police Department maintains strict compliance with the

provisions of HRS 134-9 by rigid compliance with the County of
Hawai'i Administrative Rules and Regulations Governing the
Issuance of Licenses to Carry Concealed and Unconcealed
Weapons. These Administrative Rules were signed and adopted by
former Chief of Police Wayne G. Carvalho on October 16, 1997.

4. The Hawai'i Police Department defines the requirements of HRS

134-9{b) (1) and the phase, "Be qualified to use the firearm in a
safe manner," in the following manner.

1. An applicant's proficiency shall be determined by the

designations of either "pass" or "fail" on a firearms
qualification course sanctioned by the Police Chief.
