What is corruption:
Individual level
• lack of integrity or honesty (especially
susceptibility to bribery)
• (Integrity could be intellectual, financial or
moral).
• Abuse of public office for private gain.
• use of a position of trust for dishonest gain
• inducement (as of a public official) by
improper means (as bribery) to violate duty
(as by commiting a felony);

• Administrative Corruption:
– that alters the implementation of policies,
such as getting a license even if you don’t
qualify for it
• Political Corruption:
– that influences the formulation of laws,
regulations, and policies, such as revoking
all licenses, and gaining the sole right to
operate the beer or gas monopoly.

• Bribery: An offer of money or favours to influence
a public official.
• Nepotism: Favouritism shown by public officials to
relatives or close friends.
• Cronyism: Favouritism shown to old friends
without regard for their qualifications, as in political
appointments to office
• Fraud: Cheating the government through deceit.
• Embezzlement: Stealing money or other
government property.

What is corruption: Country
level
• The word corruption means the
destruction, ruining or the spoiling of a
society or a nation.
• A corrupt society stops valuing
integrity, virtue or moral principles.
• It changes for the worse.
• Such a society begins to decay and sets
itself on the road to self destruction.

Cause of corruption
• Corruption is an age old phenomena.
• two main causes of corruption are-
– Selfishness and
– greed

Who indulges in corruption?
• Greedy & Selfish
• Those who are not self regulated, i.e. those
whose locus of control lies externally.
• Those who behave only when they fear that
someone is watching them. Such people tend to
break law when they feel that no one is
watching them. (In other words they will try to
have sex with their mothers and sisters if they
are sure that no one shall come to know.)

countries
• Transparency International CPI 2010
– A Berlin-based NGO releases annual list of the most and
least corrupt countries in the world.
– The index is called- Corruption Perceptions Index (CPI).
– The scale ranks countries from 0 to 10 (0 being the most
corrupt, 10 being the least)
– Total 178 countries were studied in 2010

• सरकार कहती है िक हमने चूहे पकडने के िलये चूहेदािनया रखी


है.एकाध चूहेदानी की हमने भी जाच की. उसमे घुसने के छेद से
बडा छेद पीछे से िनकलने के िलये है. चूहा इधर फंसता है और
उधर से िनकल जाता है. िपंजडे बनाने वाले और चूहे पकडने वाले
चूहो से िमले है. वे इधर हमे िपंजडा िदखाते है और चूहे को छेद
िदखा देते है. हमारे माथे पर िसफर चूहेदानी का खचर चढ रहा है.

• एक और बडे लोगो के कलब मे भाषण दे रहा था.मै देश की िगरती
हालत,मंहगाई ,गरीबी,बेकारी,भषाचारपर बोल रहा था और खूब बोल रहा
था.मै पूरी पीडा से,गहरे आकोश से बोल रहा था .पर जब मै जयादा मिमरक हो
जाता ,वे लोग तािलया पीटने लगते थे.मैने कहा हम बहुत पितत है,तो वे
लोग तािलया पीटने लगे.और मै समारोहो के बाद रात को घर लौटता हूं तो
सोचता रहता हूं िक िजस समाज के लोग शमर की बात पर हंसे,उसमे कया
कभी कोई किनतकारी हो सकता है?होगा शायद पर तभी होगा जब शमर की
बात पर ताली पीटने वाले हाथ कटेगे और हंसने वाले जबडे टूटेगे .

• देश मे भषाचार के मुदे को बढा चढा कर पेश िकया जाता है
जबिक भारत मे सुधारो को बखूबी लागू िकया गया है.
• भषाचार कई देशो मे पाया जाता है. वही नाटक है. बस
िकरदार अलग होते है.
• भारत की समसया यह है िक यहा भषाचार के िलए िकसी को
सजा नही होती है जबिक अगर अमेिरका मे आप पकडे जाते हो
तो भगवान भी आपको नही बचा सकता.

International efforts to fight
corruption
• United Nations Convention against Corruption
• Anti-Bribery Convention came into force in 1999.
• Thirty-eight countries are parties to the 
OECD Anti-Bribery Convention and have adopted the
2009 Anti-Bribery Recommendation. Complying with the
Convention requires unwavering support from the OECD and its
Working Group on Bribery. Country monitoring and extensive
follow-up help to ensure that these countries win the fight against
bribery.

– be ignorant about anti-corruption laws.

Corruption in India: the roadblock to national
prosperity

• Corruption in system or society depends on three factors. The first is
individual’s sense of values, the second is the set of social values
which are accepted by society as a whole and third, the system of
governance or administration.
• Unfortunately, the impact of corruption is so all-pervasive that
perhaps the nation has become benumbed to the adverse impact of
corruption.
• .. discussion about corruption, many a time, resembled discussions
like what Mark Twain has said about weather: “everybody talks about
it but nobody seems to be able to do anything about it”
• Corruption is anti-national, anti-economic development and anti-poor.
• India is a snake whose head is in 21st century and whose tail is in 17th

• So far as Indian politics is concerned the voter knows that
our entire political system is based on corruption.
• The voter considers that all parties are corrupt. The only
difference is may be that some are more corrupt than
others and some have been found out and exposed and
others have not yet been exposed.
• With 6 percent as the conviction rate in our criminal courts,
corruption is low risk, high profit business.
• 10 public sectors account for large no. of bribery and
employ two-third of public servants.
• The war against corruption is mother of all wars.
