APPENDIXC

INTERVENTION OF GOVERNMENT AUTHORITIES IN DISCHARGING PATIENTS

For patients who are identified as "difficult-to-discharge", the following guidelines are enforced when all resources to discharge such patients have been exhausted:

I. Patients with Eligibility Code No. 01/02 - SANG Saudi Nationals & their dependents

A. Retired Saudi, SANG Patient, their relatives and other Saudi & Non-Saudi National Refusing Discharge

I. A proforma letter (see Appendix C, Letter I) addressed to the Deputy Governor of the Region will be completed by the Executive Director of Medical Services in the Region (or its deputies) I Executive Regional Director, Eastern Region. It will be sent to the Office of the Chief Executive Officer (CEO), NGHA, for approval and signature, requesting assistance in enforcing patient discharge.

2. Inpatient Services shall follow-up the case.

3. A clearance letter will be sent to the Deputy Governor of the Region when the patient has already been discharged.

B. Active Saudi, SANG Patient and their Dependents Refusing Discharge

I. A request letter will be sent from Executive Director, Medical Services (or its deputies) I Executive Regional Director, Eastern Region to the following offices as appl icable to initiate the process of requesting their employees to abide by the rule of the hospital and take by any action and means the patient, his/her dependent or legal guardian, until the discharge is completed.

a. Executive Director or Deputy (NGHA/SANG)

b. Staff Mil itary Affairs in the Central Region

c. Officer's Affairs Central Region

d. Commander Assistant Deputy of National Guard for Military Affairs in the Regions

e. Deputy of National Guard for (Fouj Affairs) in the National Guard Headquarters if the patient or dependent belongs to National Guard Fouj Affairs.

2. Inpatient Services shall follow-up the case.

3. Inpatient Services will notify Military Police when the patient has already been discharged.

II. Patients with Eligibility Code No. 05 - Emergency Patients, Saudi. Non-SANG

A. Medically stable patients (Saudi) requiring additional hospital care

I. A proforma letter (see Appendix C, Letters 2, 3 & 4) addressed to the Minister of Health will be completed and sent to the Office of the Executive Director, Medical Services (or its deputies) of the Region I Executive Regional Director, Eastern Region, for approval and signature, requesting the Minister to direct the Health Affairs to accept the patient as indicated in the letter, reserve a bed and coordinate the process with Inpatient Services and has to be sent to the Health Affairs Director General MOH of the Region.

2. A detailed medical report shall be included.

3. Inpatient Services shall follow-up the case.

B. Saudi. Non-SANG, Emergency Patients Refusing Discharge

I. A proforma letter (Appendix C, Letter I) addressed to the Deputy Governor of the Region will be completed and sent to the Office of the Executive Director, Medical Services (or its deputies) of the Region I Executive Regional Director, Eastern Region, for approval and signature, requesting assistance in enforcing patient discharge.

2. Inpatient Services shall follow-up the case.

3. A clearance letter will be sent to the Deputy Governor of the Region when the patient has already been discharged.

III. Patients with E I igi b i I ity Code No. 09 - Emergency Pat ients, N on- Saud i, Non - SAN G

A. Medically stable patients (Non-Saudi) requiring additional hospital care

1. A proforma letter (Appendix C, Letters 2, 3 & 4) addressed to the Minister of Health will be completed and sent to the Office of the Executive Director, Med ical Serv ices (or its dep uties) of the Region I Executive Regional Di rector, Eastern Region, for approval and signature, requesting the Minister to direct the Health Affairs to accept the patient as indicated in the letter, reserve a bed and coordinate the process with Inpatient Services and has to be sent to the Health A ffai rs Director General M 0 H a f the Region.

B. Dischargeable patient with uncooperative sponsors

1. Company/Establishment Hired Workers

a. A proforma letter (Appendix C, Letters 5, 6 & 7) addressed to the Deputy Governor of the Region will be completed and sent to the Office Executive Director Medical Services (or its deputies) of the Region / Executive Regional Director, Eastern Region, for approval and signature, requesting a "hold" to be placed on the sponsor's labor services, until the discharge is completed. (This does not relate to the Labor)

b. Inpatient Services shall follow-up the case.

c. A clearance letter will be issued to the Deputy Governor of the Region when patient has already been discharged.

2. Individual Hire Workers

a. A proforma letter (Appendix C, Letter 1) addressed to the Deputy Governor of the Region will be completed and sent to the Office the Executive Director Medical Services (or its deputies) in the Region I Executive Regional Director, Eastern Region, for approval and signature, requesting a "hold" to be placed on the sponsor's labor services, until the discharge is completed.

b. Inpatient Services shall follow-up the case

c. A clearance letter will be issued to the Deputy Governor of the Region when patient has already been discharged .
