Subject State Legisiation Regarding Community Water Fluoridation Chemicals
‘Anew aggressive opposition approach to state legislation concerning community water fluoridation has
‘been initiated and could oceur in your state. Being prepared for this type of legislation now will minimize
the chance that current fluoridation benefits will be interrupted or efforts to secure fluoridation in the future
will be unduly harmed.
‘Senate Bill 638 in Louisiana, for example, has a number of provisions worthy of note. One provision
requires public water systems to provide notice in water bills or through a separate mailing 60 days before
the initiation of fluoridation. Another provision would require customer notification of the name of the
chemicals used and their countries of origin.
On the surface, this may appear to be a “common sense” approach. However, this appears to be a
subterfuge, designed to create burdensome new requirements for fluoridation programs.
‘Should SB 638 pass, the state would have to create its own tracking system to meet the bill's
requirements that customers be provided with type, scientific name, and common name of the chemicals
Used in the fluoridation process, as well as the name of all of the countries where the chemicals were
processed, manufactured, packaged, or otherwise manipulated
in addition to the reporting requirements, the bill prohibits the use any chemical or chemical compound in
‘which any chemical process, manufacturing, packaging, or any other type of manipulation took place
within the People's Republic of China, This would appear to be an attempt to tie fluoride to concerns
‘about other potentially unsafe products from China.
“The fact is, fluoridation additives used in the United States must meet the quality standards of the”
‘American Water Works Association and NSF International. These standards include material handling
properties, safety concerns, purity, and contaminants, Product safety and purity is verified and validated
by independent certification entities. Information on fluoridation chemicals and these standards are
lable from the Centers of Disease Control and Prevention at
httosh ov ssheets/enaineer tives
“While it would appear from the title (WATER QUALITY. Provides for the water fluoridation program) that
this bill would faciltate fluoridation, if enacted, it could effectively stop fluoridation,
